DISCUSSION: The project consists of replacing the fire and smoke alarm system in the Health Services Building. The existing system does not meet the current fire alarm system code requirements or the American Disabilities Act standards. Upgrading of the existing system was not feasible due to non-availability of parts and inadequacy of the wiring and controls. Bid specifications were prepared by Schirmer Engineering Corporation and bids were solicited by the Building Services Division. The project was advertised in the Commercial Recorder on May 11 and 18, 2000. Contractor will not be required to cut the wainscot. 2. Ceilings and wall spaces are generally inaccessible. All wire will be in surface mounted in EMT conduit 3. Exposed EMT conduit will be painted to match mounting surface. 4. System will be include addressable detectors. 5. City will install any notification communicators. 6. Demolition shall be done to require as little repair work as required. Precautions shall be taken against damaging the existing construction that is to remain. Submit written request in advance of cutting, drilling, or alteration which affects: 1. Work of Owner or any separate contractor. 2. Structural value or integrity of any element of the Project. 3. Integrity or effectiveness of weather-exposed or moisture-resistant element or systems. 4. Efficiency, operational life, maintenance, or safety of Project equipment elements. 5. Provide same materials and procedures as the existing installation. B. For any change in materials, submit request for substitution. PART 3 — EXECUTION 3.1 General: A. Prior to Bid: Check and verify existing building conditions including but not limited to the type and placement of walls, ceilings, above ceiling conditions, building crawl space and location of existing facility underground utilities. If there are any questions regarding these or other coordination questions, the Contractor is responsible for obtaining clarification from the Owner before to the bid date. B. Field Conditions: Check and verify contract documents and field conditions before proceeding with work. If there are any questions regarding these or other coordination questions, the Contractor is responsible for obtaining clarification from the Owner before proceeding with work or related work in question. 3.2 Inspection: A. Inspection: Carefully examine the premises to determine the extent of work and the condition under which it must be done, including elements subject to movement or damage during cutting and patching, and excavating and backfilling. No extra payments will be allowed for claims for additional work that could have been determined or anticipated by such inspection. After uncovering work, inspect conditions affecting installation of new products. B. Beginning of cutting, drilling, or patching means acceptance of existing conditions. 3.3 Preparation: A. Preparation Prior to Cutting: Provide adequate temporary support as necessary to assure structural value or integrity of affected portion of Work. Provide protection from elements for that portion of the Project which may be exposed by cutting and patching work, and maintain excavations free from water. Protection: Provide barricades, coverings, fences, supports, and similar temporary protection necessary to protect persons and property from injury or damage as a result of work of this Section. Confine operations to required limits and take reasonable precautions to protect remainder of property from damage. 1. Maintain clear means of egress during core drilling operations. Protection shall not obstruct corridors. C. Dust Control: Control dust resulting from cutting and patching to prevent the spread of dust to adjacent occupied areas and to avoid creation of a nuisance in the adjacent surrounding area. Use of water will be permitted as indicated. Provide drop cloths or other suitable barriers to prevent dust from traveling to adjacent areas. Seal off return air registers or other mechanical systems to prevent dust from entering such systems. 3.4 Performance: A. Patching of all openings cut by the Contractor, or repairing of any damage to the work of other trades caused by cutting or by the failure of any part of the work installed under this Contract, shall be performed by the appropriate trade and shall be paid for by the Contractor. B. The contractor shall employ or subcontract the work to craftsmen or trades familiar with the surface(s) being cut and patched. C. Execute work by methods to avoid damage to other work, and which will provide proper surfaces to receive patching and finishing. D. Employ original installer to perform cutting and patching for weather-exposed, moisture-resistant elements, sight-exposed surfaces, and to preserve Owner's warranties and bonds for work of this contract and related work of other contracts. E. Cut rigid materials using masonry saw or core drill. Pneumatic tools are not allowed without prior approval. F. Restore work which has been cut or removed using new products. G. Fit and seal interior work airtight to pipes, sleeves, ducts, conduit, and other penetrations through surfaces. Fit and seal penetrations through exterior work and slabs for pipes, conduits and other penetrations watertight. H. At penetration of fire-rated wall, ceiling, or floor construction, completely seal voids with fire stopping and sealant material, full thickness of the construction element to provide a smoke seal and penetration rating equivalent to the rating of the construction which was penetrated. I. Refinish surfaces to match adjacent finishes. Patches that, in the opinion of the Owner do not adequately match the adjacent surface shall be reworked at the Contractor's expense. (Penetrations covered by the soffit/cover system will require firestopping). 2. For continuous surfaces, refinish to nearest intersection; for an assembly, refinish entire unit and as follows: a. Walls: From floor to ceiling and between the nearest corner. New gypsum board and/or metal lath and plaster construction meeting existing construction in same plane shall be flush, no visible joint showing. b. Ceiling: The complete surface. c. Floor: The complete surface unless otherwise shown or unless a matching patch in applied finishes can be made acceptable to the Owner. d. Openings: The entire unit including frame. e. Base: Between the nearest corner. J. Damage: Restore accidental or careless damage to a condition as good as or better 4' than existed before work was commenced and at no additional cost to the Owner. K. Concrete Repairs 1. Prior to the submission of the bid, verify all concrete structures that require core drilling. 2. Repair damages to existing concrete caused by the coring operation. 3. Perform structural repairs of concrete using epoxy grout subject to Owner's approval. END OF SECTION Cutting and Patching 1045-4 Health Service Building Apol i7,2000 City of Fort Worth SECTION 07270 FIRESTOPPING PART 1 - GENERAL 1.1 Summary: A. The Conditions of the Contract shall apply to work specified in this section. r B. Work Included: Furnish all materials and labor required for the installation of firestop systems for new construction work penetrating new or existing floors or partitions. The firestopping and firesafing will be required around new sprinkler pipe. C. Prior to bid, verify all existing smoke/fire partition locations and identify the requirements to maintain the existing fire rating. D. This Contractor's responsibility will be all of the new penetrations required for the work in this Contract. E. Contractor shall be responsible for ensuring that the appropriate UL system design as required per the existing conditions and materials is used. 1.2 References: i A. Test Requirements: ASTM E-814, "Standard Method of Fire Tests of Through Penetration Fire Stops" (July 1983). B. Published Fire-Rated Assemblies: Underwriters Laboratories (UL) of Northbrook, IL runs ASTM E-814 under their designation of UL 1479 and publishes the results in their "FIRE RESISTANCE DIRECTORY" that is updated annually with a mid-year supplement. C. ASTM E-84, Standard Test Method for Surface Burning Characteristics of Building Materials. D. UL 723, Standard for Test for Surface Burning Characteristics of Building Materials. 1.3 Quality Assurance: A. Applicator Qualifications: Applicator shall be trained and certified by manufacturer in installation procedures based on published UL tested Firestop Systems. B. Firestop system installation must meet requirements of ASTM E-814 or UL 1479 tested assemblies that provide a fire rating equal to that of construction being penetrated. C. Proposed firestop material and methods shall conform to applicable governing codes. Firestopping 07270-1 Health Services Building April 17,2000 r`ihi of Fort Worth 1.4 Submittals: A. Product Data: Manufacturer's data indicating product characteristics, performance and limiting criteria, including documentation of fire testing by independent fire test lab. B. Prepare a table with an associated drawing identifying each condition of penetration to be firestopped. Table and drawings shall include each type of penetration, base material (concretq, CMU, gypsum, plaster, etc.)to be firestopped,the UL system design used at the condition, the firestopping materials, and the manufacturer of the firestopping materials. The table and drawings shall be submitted to the City of Fort Worth Fire Prevention Bureau for review prior to construction start. Details shall be submitted of each typical and each type of specific penetration. C. Submit Material Safety Data Sheets with product delivered to jobsite. 1.5 Delivery, Storage, and Handling: A. Deliver materials undamaged in manufacturer's clearly labeled, unopened containers, identified with brand, type, and UL label where applicable. B. Coordinate delivery of materials with scheduled installation date to allow minimum storage time at jobsite. C. Store materials under cover and protect from weather and damage in compliance with manufacturer's requirements. D. Comply with recommended procedures, precautions or remedies described in Material Safety Data Sheets as applicable. E. Do not use damaged or expired materials. 1.6 Project Conditions: A. Verify existing conditions and substrates before starting work. Correct unsatisfactory conditions before proceeding. If existing conditions vary from the Manufacturer's requirements for compliance with the listed UL system, the Owner shall be immediately advised of the variance. The Manufacturer shall be consulted and shall prepare appropriate design modifications as required to provide an acceptable fire protection barrier. The Contractor shall submit the modifications, including applicable material and cost revisions to the Owner for review and acceptance. B. Do not use materials that contain flammable solvents. C. During installation, provide masking and drop cloths to prevent firestopping materials e from contaminating any adjacent surfaces. D. Weather conditions: Do not proceed with installation of firestop materials when temperatures exceed the manufacturer's recommended limitations for installation. Schedule installation of firestopping after completion of penetrating item installation but prior to covering or concealing of openings. PART 2— PRODUCTS 2.1 Materials: A. Use only firestop products that have been UL 1479 or ASTM E-814 tested for specific fire-rated construction conditions conforming to construction assembly type, penetration type, annular space requirements, and fire-rating involved for each separate instance. B. UL Classification: Provide material classified by UL to provide firestop system equal to time rating of construction being penetrated. C. Firestopping materials shall be asbestos-free, emit no toxic or combustible fumes, and be capable of maintaining an effective barrier against flame, smoke, water and toxic gases in compliance with referenced standards in Section 1.5. D. Firestopping materials/systems shall be flexible to allow for normal movement of building structure and penetrating item(s)without affecting the adhesion or integrity of the system. PART 3 - EXECUTION 3.1 Examination: A. Surfaces to which materials will be applied shall be free of dirt, grease, oil, loose materials, rust or other substances that may affect proper adhesion. B. Clean metal and glass surfaces with a non-alcohol solvent prior to installation of firestop system. 3.2 Installation: A. Regulatory Requirements: Install penetration seal materials in accordance with published "Through-Penetration Firestop Systems" in UL's fire Resistance Directory. B. Manufacturer's Instruction: Comply with manufacturer's instructions for installation of through-penetration seal materials. 1. Seal all holes or voids made by penetrations to ensure an air, smoke and water-tight seal. 2. Protect materials from damage on surfaces subjected to traffic. 3. The Contractor shall furnish all equipment, materials, tools, labor, engineering, drawings, etc. necessary for a complete fire alarm system, with said systems being made ready for operation in accordance with the requirements of the authorities having jurisdiction. The purpose of the Owner furnished specifications and drawings is to convey to the Contractor the scope of work required, all of which the Contractor is'responsible to furnish, install, adjust, and make operable. The omission by the Ovi ner of any necessary system component as required by the authorities having jurisdiction, in the specifications and drawings shall not relieve the Contractor of the responsibility for providing such necessity, without additional cost to the Owner. The Contractor shall visit the site before submitting his bid and shall examine all existing physical conditions which may be material to the performance of his work. No extra payments will be allowed to the Contractor as a result of extra work made necessary by his failure to do so. Any case of error, omission, discrepancy or lack of clarity shall be promptly identified to the Owner for clarification prior to the bid due date. B. The Contractor shall provide all devices and equipment required by these specifications and drawings. The Contractor shall furnish and install additional devices to meet future requirements that may be required prior to Fire Prevention Bureau permit review of the fire alarm systems. Under no circumstances will the Contractor delete any equipment or devices without the written directive of the Owner. 1.2. PERFORMANCE GUIDELINES: A. Provide labor, materials, and equipment for complete and functional fire alarm system as outlined in these specifications and shown on the drawings. The Contractor shall be responsible for compliance with the entire project specifications as well as the following guidelines. B. The guidelines are not intended to be all inclusive and do not limit or define the Contractor's Scope of Work. The work includes the following: 1. Point addressable multiplex fire alarm control equipment, alarm signal initiating devices, notification appliances, annunciators, switches, relays, software and accessories. 2. Offsite monitoring. 3. Smoke detectors, heat detectors, manual pull stations, control relays and monitoring relays. 4. Horns and strobes. B. Systems Circuit Wiring: 1. All fire alarm initiating device circuits shall be NFPA 72, Style D, Class A electrically supervised circuits from the FACP or point addressable interface modules to the devices. 2. All fire alarm point addressable circuits shall be NFPA 72, Style 6, Class A supervised signaling line circuits from the FACP to the point addressable sensors or point addressable interface modules. 3. All horn/strobe notification appliance circuits shall be NFPA 72, Style Y, Class B electrically supervised circuits from the FACP or the Remote Power Supplies to the appliances. 1.5. SYSTEM OPERATION: A. The point addressable fire alarm and supervisory signaling system shall perform the following functions: 1. Continuous monitoring of the status of all fire alarm and supervisory signal initiating devices. 2. Visible point annunciation of all fire alarm point trouble conditions at FACP. 3. Operation of indicated control functions. B. Change in status of any initiating device on the system shall: 1. Activate audible and visible status change indicators and display the system point number, point description, status and message associated with the point. C. Activation of any manual station, smoke detector heat detector, or other initiating device in the building will cause the following functions to occur: 1. Manual station operation shall: a) Activate audible and visible status change indicators, display the system point number, point description, and message associated with the point on the system's operator terminal. b) Activate the audible and visible notification appliances throughout the building. Spot type smoke detector operation shall: a) Activate audible and visible status change indicators, display the system point number, point description, status and message associated with the point on the system's operator terminal. b) Activate the audible and visible notification appliances throughout the building. c) Activate the UL central station transmitter. d) Light the appropriate zone light on the annunciator. e) Visible notification appliances (strobe lights) in the affected area shall continue to flash until system is reset. 3. Duct smoke detector activation shall: a) Activate status change indicators and display the system point number, point description, status and message associated with the point on the system's operator terminal. b) Transmit common supervisory alarm signal to the FACP and the central station. c) Shut down the fan unit associated with the duct detector. d) Light the appropriate zone light on the annunciator. e) Activate the UL central station transmitter. D. Removal of any device, wiring disarrangement, or system component failure shall display on the fire alarm system operator's terminal, the change of status, time, date, point description and the message associated with the point. Light the common trouble light and activate the local sounder on the remote annunciator. E. When any point in the system returns to normal, the CPU shall: 1. Activate audible and visible indicators and display point identification, time, date and message. 2. The acknowledgment will also silence all audible indicators associated with the point at the CPU. 1.6. WARRANTY: A. This Contractor shall provide a one year written warranty against defects in material and workmanship furnished under this Contract. The costs of such warranty shall be part of the purchase price. The warranty commences when the system and installation are accepted by the Owner. B. The warranty shall include all necessary material, travel, labor, and parts to replace defective components or materials at the job site. This Contractor shall commence repair of any"in warranty" defects within 8 hours of notification of such defects. C. The warranty shall include all necessary factory and field software required to perform the specified tasks. This item does not include software installed the system acceptance unless the defective software was installed at the direction of the system manufacturer. D. The Contractor shall include, as part of the one-year warranty, a test and inspection of the entire fire alarm and voice system at least one month prior to the expiration of the one-year construction warranty. The Contractor shall provide a written report of any deficiencies and repair any of the deficiencies. The test and report shall conform to the certification as described in NFPA 72 and as required by the City of Fort Worth. 1. The cost of all material handling, delivery and freight is the Contractor's responsibility. The Owner or his representatives will not be responsible for materials delivered to the site. D. Maintain premises free from accumulation of waste materials or rubbish caused by this work. At the completion of the work, remove all surplus materials, tools, etc., and leave the premises clean to the Owner's satisfaction. 1.11. QUALITY ASSURANCE: A. The fire alarm system manufacturer shall maintain a fully staffed branch office including application engineers, drafters and technical service personnel within the Dallas/Fort Worth metropolitan area. B. All supplied equipment shall be standard products of the manufacturer and regularly stocked within the manufacturer's branch office. C. All technical service personnel shall be regularly employed by the fire alarm system manufacturer. D. All electrical installation of the fire alarm system, including wire installation and terminations, shall be performed by electricians in the employ of the Electrical Contractor. E. Any subcontractors used to install portions of the system shall be approved by the Owner prior to commencement of the installation. PART 2 - PRODUCTS 2.1 MANUFACTURERS: A. Provide a UL listed point addressable multiplex fire alarm control system. All manufacturers must comply with the City of Fort Worth requirements and this specification. B. Products for this project shall be of the latest design. Obsolete or discontinued models are not acceptable. Fire Alarm System 16720-8 Health Services Building April 17,2000 C:Rv of Fort Worth C. All equipment supplied shall be UL listed for the required function. D. All fire alarm equipment shall be products of one system manufacturer. . 2.2 POINT ADDRESSABLE MULTIPLEX FIRE ALARM CONTROL PANEL(FACP): A. The FACP shall be wall mounted and installed in place of the existing FACP. The FACP shall be equipped with locked enclosures having removable access panels for servicing of electronic components. The FACP shall be completely prewired requiring only the connection of incoming field wiring and the plugging in of accessory modules such as additional memory, printer interface boards, etc. All controls and displays shall be mounted at heights allowing easy access by operating personnel. The FACP shall include, but not be limited to, the following major components, some of which may be physically separate from the main cabinet: 1. :Central processing equipment. 2. Normal AC power supplies. 3. Emergency power supplies. B. The central processing unit (CPU) shall be a "mini" or "micro" computer, listed in accordance with UL 864. The main memory system shall be adequately sized to provide display and control of 150 percent of the actual alarm and command points as described herein and indicated on the drawings. All basic alarm and control software shall be included. The CPU shall be completely field programmable and all data entered shall reside in the system memory. C. The CPU shall be equipped with a nonvolatile main memory system of EPROM, battery protected RAM, or EEPROM memory system. D. Normal operating power for the FACP shall be 120 volt AC supplied from dedicated circuits of the emergency power panel. All circuits shall be protected by circuit breakers of proper size. In addition, the CPU shall be provided with an emergency battery standby power system, which shall operate the system for 24 hours in the standby mode. E. The system operating terminal shall be the liquid crystal display type (LCD). The LCD shall include, at a minimum, control function keys, digital display window, programming keys and key-operated lock-out capability. The time shall be permanently displayed on the LCD and shall be visible at all times. The LCD shall allow the operator to perform the following minimum tasks: 1. Inquire point status. 2. A minimum of four notification appliance circuit monitoring and control modules. The modules shall be designed to meet Style Y NAC wiring. 2. Power supply with battery charger and standby batteries. Batteries shall be sized for 24 hours in standby condition and 15 minutes in alarm condition. B. Provision to be supervised and activated by the main fire alarm system. 2.4 POINT ADDRESSABLE SYSTEM SOFTWARE: A. As part of the initial system installation, provide all executive system software including, but not limited to, the following: 1. Basic alarm processing programs. 2. Control by event programs. 3. System point scanning routines. 4. Password control routines. 5. Emergency file display routines. 6. Printer routines. 7. Smoke detector sensitivity routines. B. Provide as part of the system all preparation and installation of data files including, but not limited to, the following: 1. Point descriptions. 2. Control by event sequences. Systems, which rely on EPROM, shall be factory reprogrammed at no additional cost to the Owner as many times as required until the system is accepted by the Owner and City of Fort Worth Fire Prevention Bureau. D. Point/zone descriptions shall consist of English language statements, which adequately define the point or zone. The use of abbreviations shall be limited to commonly used fire alarm system abbreviations. E. System emergency file statements shall be assigned to individual points/zones to assist operator response to an emergency condition. The emergency file shall consist of English language statements, which adequately define the desired action. The use of look-up tables is expressly forbidden. 2.5 ALARM INITIATING DEVICES: A. Provide point addressable manual stations where indicated. The manual stations shall be double-action type, red with white lettering: 1. Surface mounted stations shall mount on a UL listed, red, smooth sided back box provided by the manufacturer. Semi-flush mounted stations shall mount on a standard electrical box. 2. Operation of a manual station shall cause its contacts to manually lock-in until manually reset and visibly indicate that the station was activated. 3. Provide Stopper II or equivalent covers for manual pull stations on the first and second floor. B. Point addressable analog photoelectric type smoke detectors shall be provided where indicated. The smoke detectors shall be provided with integral LEDs to indicate detectors in alarm. Smoke detectors shall be located on the ceiling not less than 4-inches from the sidewall to the near edge or, if on a sidewall, between 4- inches and 12-inches down from the ceiling to the top of the detector. The detectors shall operate from the two-wire alarm initiating circuit and be listed under UL Standard 268, latest edition. Line transient and RFI protection shall be built into the detector. C. Point addressable analog photoelectric type duct mounted smoke detectors shall be provided where indicated. The smoke detectors listed under UL Standard 268A, latest edition, shall be provided with approved duct housings mounted on the exterior of the duct, and shall have perforated sampling tubes extending across the width of the duct. Each mounted detector that is concealed or 5 foot AFF shall have a remote indicator light. Detectors exposed to outside weather conditions shall be installed in a weather resistant enclosure. Addressable point monitoring interface modules shall provide Style D electrical supervision of monitored devices. 2.6 ALARM NOTIFICATION APPLIANCES: A. Strobe units, listed to UL Standard 1971, shall be provided where indicated. The units shall be semi-flush type, wall mounted. The units shall operate on 24 volt DC polarized power to allow for supervision and have a flash rate of 1 to 3 Hertz as defined by UL 1971. All strobes shall be mounted at 80 inches AFF. B. Horns shall be provided where indicated. Sound pressure level shall be 75 dBA at 10 feet in all normally occupied spaces, or 15 dBA above ambient, whichever is greater. The contractor is responsible for the addition of audible devices in order to achieve the required sound levels in the building. The horn shall be set to provide: 1. Strobes may be combined with homs. 2. Temporal Tone shall be set at the horn. 3. Surface mounting backboxes for combination horn/strobe units shall be red. 4. Any exterior backboxes shall be weather resistant. 2.7 CONTROL DEVICES: A. Provide control relays/contacts for fan shutdown sequence where indicated. The control relays/contacts shall be 24 volt DC low voltage type, each with number of contacts as required and housed in metal enclosure. The contacts shall be rated as required for continuous duty. 2.8 REMOTE ANNUNCIATOR: A. The remote LED annunciator panel shall include point programmable LEDs and be supervised by the network controller. The LED annunciator shall be designed to fit in the standard electrical junction box. This annunciator shall include a minimum of 20 separate LEDs. The LED annunciator shall be equipped with an internal sounder which may silenced locally. 2.9 REMOTE TRANSMITTING EQUIPMENT: A. Central station: 1. Provide separate fire alarm, trouble, and supervisory alarm dry contacts at the fire alarm control panel. 2. Central station transmitters shall be provided and programmed by the contractor and meet the requirements of the Central station monitoring company. Wire shall be UL listed for use in fire alarm signaling systems or as required by NFPA 70, Article 760. All wire shall be solid conductors of copper, minimum size No. 18 AWG and insulation rated at 300 volts and labeled for power limited use. B. All conduit/wiremold,junction boxes, pull boxes and fittings shall be UL listed. PART 3 EXECUTION 3.1 INSTALLATION: A. The Fire Alarm System Supplier shall furnish on-the-job supervision for the proper installation of his devices in cooperation with, or as may be required by, other trades. This supervision shall include, but not be limited to, the following: 1. Provide specific on-site instructions to others on mounting and installation of each type of device by physically observing the mounting of one or more of each type of device, as required, to assure that the installer is properly instructed in the work. 2. Provide other supervision as required by the trades to properly perform alarm installation work 3. Perform a complete test of the system, certifying that all devices have been activated and that the devices and systems perform in accordance with the requirements of these specifications. 4. Install, test, trouble-shoot and correct all system software provided under these specifications. This includes, but is not limited to, actual keyboard entry, reprogramming required to meet these specifications and any other task associated with the system software. 5. Provide layout drawings and detailed wiring diagrams to the City of Fort Worth Fire Prevention Bureau as required by the current City of Fort Worth requirements. B. The Fire Alarm Contractor shall furnish all material and labor to provide a complete and functional system, which operates in accordance with the requirements of these specifications. This shall include, but not be limited to, the following: 1. Conduit, raceway and wiring systems as indicated herein. a) All exposed wiring shall be installed in conduit/wiremold. b) Install the fire alarm system in conduit or approved raceway, parallel to existing building structure. Fire Alarm System 16720-13 Health Services Building April 17,2000 City of Fort Worth c) All wire installed for this project shall be new and be UL listed for use in fire alarm systems. d) All riser wiring and wiring.between floors shall be installed in conduit. e) Strap or bundle all cables and wires inside equipment enclosures and terminal cabinets, parallel to the enclosure sides. f) Wire: (1) Wire used for 120 VAC power circuits shall be minimum 12 AWG standard copper conductor, with THHN insulation. (2) Wire used for 24 VDC power circuits, horn circuits, and strobe circuits shall be minimum 14 AWG solid copper conductor, with TFN insulation and UL listed for fire alarm use and labeled FPL. (3) Wire used for point addressable and signaling line circuits shall be minimum 18 AWG solid copper conductor, UL listed for fire alarm system use and labeled FPL. (4) Wire shall be UL listed for use in fire alarm signaling systems or as required by NFPA 70, Article 760. All wire shall be solid conductors of copper, minimum size No. 18 AWG and insulation rated at 300 volts. 2. Power Supplies: a) 120 VAC primary power from the nearest emergency lighting panel shall be connected to the fire alarm control panel and strobe power supply panels. b) Dedicated lockable breakers for the fire alarm system circuits shall be provided for the fire alarm system. c) No dedicated fire alarm system 120 VAC primary power circuit shall be loaded beyond 80 percent of the circuit's rated capacity. 3. Conduit: a) New conduit shall be 3/4-inch minimum size and be EMT or Wiremold type except where otherwise required by local code or these specifications. b) All EMT conduit fittings shall be compression type or set screw type. c) All rigid conduit fittings shall be threaded with plastic inserts. d) Conduit shall be installed as required by NFPA 70, Article 501. 4. Junction Boxes: Fire Alarm System 16720-14 .. Health Services Building April 17,2000 City of Fort Worth a) Sectional boxes shall not be used. b) Each box shall be large enough to accommodate required splices and conduit in accordance with the NFPA 70. c) All concealed box covers shall be painted red. 5. Patching of all walls, floors and ceilings which are penetrated or damaged during construction and returning the surface to a condition matching existing adjacent surfaces. a) All slab penetrations shall be completely seated and made watertight. b) Restore all fire walls and floors to rated conditions. 6. Repairing and patching surfaces to match existing finish. 7. X-raying of floor areas prior to core drilling. 8. All coring and sleeving required. C. Mounting: 1. Manual stations in finished areas shall be mounted flush boxes where possible. Stations located in unfinished areas shall be surface mounted on backboxes provided by the station manufacturer. All stations shall be mounted at 48 inches AFF as measured from the pull lever. 2. Strobe lights shall be mounted 80 inches AFF in all areas. 3. All alarm devices, horns, and strobes shall be mounted in accordance with the manufacturer's installation instructions and utilize the manufacturer's suggested mounting box. 4. Designated horns and strobes shall be surface mounted. All surface mounted devices shall be smooth sided, without knock-outs and painted red. Use of standard electrical boxes for surface mounted equipment is prohibited. 5. Point addressable monitor modules and control modules shall be securely mounted in backboxes or mounted on rails within a larger enclosure. 6. Panels including the Fire Alarm Control Panel and Annunciator shall be mounted so that no control switch or visible indicator will be installed less than 36 inches AFF or greater than 72 inches AFF. 7. All panels visible to the public or noted on the drawings shall be, finished as directed by the Owner. D. Repairing and patching surfaces to match existing finish. E. Removed equipment shall be given to the Owner by the Fire Alarm Contractor. 3.2 TESTS/FIELD QUALITY CONTROL: A. The final alarm acceptance test shall be coordinated with the Owner. A letter certifying that the installation is complete and fully operational shall be forwarded to the Owner. B. The Owner, Fire Alarm Contractor, Fire Alarm System Supplier, and an authorized representative from each supplier of equipment shall be in attendance at the final acceptance test to make necessary adjustments. A final test shall be conducted in accordance with NFPA 72 and City of Fort Worth Fire Prevention Bureau requirements. The test shall include, but not be limited to: 1. A test of the complete system for grounded, open and shorted circuits. 2. A test of each alarm initiating device for functions specified and for the required alarm actions. 3. A test of the system for electrical supervision. 4. A test to verify that the emergency power source is capable of operating the system for specified periods. 5. A test to verify that alarm signals will operate under specified trouble conditions. 6. A test to verify that the system will operate under specified trouble conditions. 7. A test to verify that the system will perform all specified tasks. 8. A test to verify that sound uniformity of the alarm system has been achieved in all areas of coverage. C. Provide three software manuals containing a listing of all points, event programs, basic programming and instructions, and software trouble-shooting information. 3.4 RECORD DRAWINGS: A. Provide one (1) sepia print, two (2) blueline prints, and set of disks in AutoCAD 14 of drawings and wiring diagrams reflecting "as-built"conditions to the Owner. B. Provide two (2) complete sets of "as-built" data sheets for all system-connected equipment to the Owner. C. Provide two (2) sets of the complete "as-built" software listing of all data files, event programs, print statements, etc. to the Owner. D. Provide two (2)sets of customized"as-built"operating manuals to the Owner. E. Provide a completed test form, which complies with NFPA 72, signed and dated by the fire alarm system manufacturer or his agent. F. Provide NFPA 72 completion certificate, signed by the Fire Department. G. All items of this section shall be provided prior to final payment request. 3.5 SPARE PARTS: A. All spare parts shall be directly interchangeable with the corresponding components of the installed systems. B. The Fire Alarm Contractor shall furnish a listing, in duplicate, of all spare parts and accessories which the manufacturer recommends to be stocked for proper maintenance of system. C. PROPOSAL REQUIREMENTS: The following requirements are considered in judging the responsiveness of a Proposal: • Use the Proposal Form provided in the Project Manual. • Entries on the Proposal Form may be handwritten or typed • Write in contract duration if not specified • Acknowledge all addenda on the Proposal Form • Have a Principal sign the Proposal • Enclose a bid deposit of 5%. MINORITY/WOMENS BUSINESS ENTERPRISE (M/WBE)WAIVED FOR THIS PROJECT 3. BID SECURITY: Cashier's check or an acceptable bidder's bond payable to the City of Fort Worth, in an amount of five (5) per cent of the bid submitted. The Bid Security must accompany the bid and is subject to forfeit in the event the successful bidder fails to execute the contract documents within ten (10) days after the contract has been awarded. The Bid Security shall be included in the envelope containing the bid proposal. Failure to submit the Bid Security will result in the proposal not being consid- ered for this project. Bidder's bond will be returned if the City fails to award the contract within 49 calendar days of receipt of bids, unless the Bidder agrees to an extension. 4. PAYMENT BOND AND PERFORMANCE BOND: For projects in excess of $25,000, the successful bidder entering into a contract for the work will be required to give the City surety in a sum equal to the amount of the contract awarded. The form of the bond shall be as herein provided and the surety shall be acceptable to the City. All bonds furnished hereunder shall meet the requirements of 4 Article 5160 of the Revised Civil Statutes of Texas, as amended. In order for a surety to be acceptable to the City, (1) the name of the surety shall be included on the current U. S. Treasury List of Acceptable Sureties (Circular 870), or (2) the surety must have capital and surplus equal to ten times the amount of the bond. The surety must be licensed to do business in the state of Texas. The amount of the bond shall not exceed the amount shown on the Treasury list or one- tenth of the total capital and surplus. If reinsurance is required, the company writing the reinsurance must be authorized, accredited or trusteed to do business in Texas. No sureties will be accepted by the City which are at the time in default or delinquent on any bonds or which are interested in any litigation against the City. Should any surety on the contract be determined unsatisfactory at any time by the City, notice will be given to the Contractor to that effect and the contractor shall immediately provide a new surety to the City. PM If the total contract price is $25,000 or less, payment to the contractor shall be made in one lump sum. Payment shall not be made for a period of 45 calendar days from the date the work has been competed and accepted by the City. If the contract is in excess of$25,000, a Payment Bond shall be executed, in the amount of the contract, solely for the protection of all claimants supplying labor and materials in the prosecution of the work. If the contract amount is in excess of$100,000, a Performance Bond shall also be provided, in the amount of the contract, conditioned on the faithful performance of the work in accordance with the plans, specification, and contract documents. Said bond shall be solely for the protection of the City of Fort �- Worth. 5. PRE-BID SITE INVESTIGATION: Prior to filing a bid, the bidder shall examine the site(s) of the work and the details of the requirements set out in these specifications to satisfy himself as to the conditions which will be encountered relating to the character, quality, and quantity of the work to be performed and materials and equipment required. The filing of a bid by the bidder shall be considered evidence that he has complied with these requirements. 6. AMBIGUITY: In case of ambiguity or lack of clearness in stating prices in the proposal, the City reserves the right to adopt the most advantageous construction thereof to the City or to reject the propos- al. 7. WAGE RATES: Not less than the prevailing wage rates set forth in Contract Documents, must be paid on this project. 8. POST BID - PREAWARD SUBMITTALS: Bidders are required to submit the following information to the Architectural Services Section, Building Services Division, 3409 Harley Avenue, 817-871-8274, within five business days subsequent to bid opening (Normally Thursday following a Thursday bid opening) in order to assist City staff in determining the Contractor's capability of performing the work and in meeting City contract requirements: Contractors Qualification Statement(AIA Form A305) Proposed Subcontractors and Suppliers Proof of insurability for Statutory Workers Compensation Insurance 9. PROPOSED SUBCONTRACTORS: Acceptance of the bid in no way requires the City to accept the qualifications of the subcontractors. The Subcontractor lists are for use by the City in preparing recommendations for award of the contract. The Contractor must provide and use subcontractors listed unless the City agrees to allow a substitute. 10. DISCREPANCIES AND ADDENDA: Should a bidder find any discrepancies in the drawings and specifications, or should he be in doubt as to their meaning, he shall notify the City at once. If required, the City will then prepare a written addendum that will be available to all Bidders at the Plans Desk or place designated for distribution of Bid Documents by the Notice to Bidders. The Contractor is responsible for determining if addenda are available and for securing copies prior to submitting a proposal.
