SUBJECT ENGINEERING SERVICES AGREEMENT WITH CARTER AND BURGESS, INC. FOR
ROADWAY IMPROVEMENTS IN SYCAMORE PARK
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an Engineering Services
Agreement with Carter and Burgess, Inc. to prepare plans and specifications for roadway and parking
lot improvements in Sycamore Park.
DISCUSSION:
The 1998 Capital Improvement Program approved $433,000 for design and construction of roadways
and parking lots associated with the youth sports complex renovation in Sycamore Park. This project
would realign roads and parking facilities to improve access and match the ballfield renovation project.
On July 31, 1998, the Amon Carter Foundation entered into a professional design agreement with
Carter and Burgess, Inc. to develop plans and specifications for a youth sports complex in Sycamore
Park. When completed, the plans and specifications will be gifted to the City by the Carter Foundation.
Due to Carter and Burgess, Inc.'s involvement and knowledge of the area, economies will be realized
by having Carter and Burgess, Inc. perform the engineering work for the roads and parking
improvements.
The Parks and Community Services Department has negotiated a fee of $34,240 with Carter and
Burgess, Inc. for the Sycamore Park roads and parking improvements. Staff considers this fee to be
fair and reasonable for the scope of services to be performed.
Carter and Burgess, Inc. is in compliance with the City's M/WBE Ordinance by committing to 25%
M/WBE participation. The City's goal for this project is 17%.
The project is located in COUNCIL DISTRICT 8.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that funds are available in the current operating budget, as appropriated,
of the Capital Improvement Fund.
