rrn FOR THE 2016-2017 ACTION PLAN
On June 28, 2016, the Community Development Council ("CDC") funding recommendations for
the 2016-17 Action Plan for use of federal grant funds from the U.S. Department of Housing and
Urban Development (HUD) were presented to the City Council. These funding recommendations
were developed through a six month process that included an issuance of a Notice of Funding
Availability for Major Projects ("NOFA") as well as a Request for Proposal ("RFP") for social
services agencies. NOFA and RFP responses were scored based on evaluation criteria
approved by the CDC which served as the basis for funding recommendations.
HUD requires a 30 day comment period on the draft Action Plan ("Plan"), which began on July 1 ,
2016 and was scheduled to end on August 1 , 2016; in addition, two public hearings regarding the
Plan must be held. During this comment period, changes may be made to the draft Plan to
accommodate comments and/or concerns during the Plan's development process. There are two
proposed amendments to the HOME Investment Partnerships Program Grant ("HOME") and
Community Development Block Grant ("CDBG") funding recommendations that differ from the
original Plan presented to City Council.
1) CHDO Single Family Housing Project — revised from the Riverside neighborhood to the
Hillside-Morningside neighborhood
In 2010, Tarrant County Housing Partnership ("TCHP") proposed a total of 17 units of infill
housing in the Hillside-Morningside neighborhood. Over time, $1,765,931 .00 in HOME
funding was approved and due to environmental issues and increasing construction costs,
the funds originally awarded would only complete the construction of 11 houses.
Currently, TCHP has another single family infill project underway in the Diamond Hill-Jarvis
neighborhood, Council District 2. Rather than begin a new project, TCHP has requested
that the Action Plan 2016-17 HOME funds be allocated to their oldest project in the
Hillside-Morningside neighborhood in Council District 8 to assist with the completion of the
remaining 6 homes.
2) Code Compliance Demolition and Clearance Project — amended from 4959 East
Rosedale Street to the abandoned gas station located at 2016 Stalcup Road
Clearance of the East Rosedale location, a large illegal dumpsite, was recommended due
to its location near the proposed redevelopment of the Cavile and the Historic Stop Six
neighborhood. However, further detailed review of HUD requirements regarding clearance
and demolition has determined that clearance activities are only eligible if they are
performed for debris remaining from demolition of a structure at the site. Illegal dumpsite
clearance cannot be performed as a "standalone" activity. Therefore, staff is
recommending substitution of CDBG funding for demolition and clearance of an
abandoned gas station / auto repair shop located at 2016 Stalcup Road in Council District
5.

The original Plan timeline called for a public hearing to be held at the CDC meeting on July 13,
2016; however, the meeting was adjourned due to the absence of a quorum. Therefore, Staff
extended the public comment period to August 8, 2016 and a public hearing on the amended
Plan has been scheduled for the City Council meeting on August 2. This Council agenda item will
be continued to the City Council meeting on August 9, 2016 where another public hearing will be
held and once closed the Plan is scheduled for formal approval by the City Council.
