��rn SUBJECT: FLOODPLAIN MANAGEMENT PLAN COMPLETE

On June 16, 2015 (Informal Report 9764), staff advised City Council of the planned initiative to
enhance the City's Floodplain Master Plan (FMP). That process has been completed and this
Informal Report is to summarize for City Council the steps and outcome of the initiative in
anticipation of the FMP being presented for formal City Council adoption in August 2016.
The existing FMP consists of five, very broad, flood-related action items within a county-wide
hazard mitigation plan that sets forth mitigation plans for a wide variety of potential hazards. The
enhanced FMP expands and focusses the list of potential flood mitigation actions based on Fort
Worth-specific priorities to create a more diverse range of potential mitigation action items. The
new list gives the City greater flexibility to pursue FEMA Disaster Mitigation Grant funds for
projects identified in the FMP, as well as the ability to be more strategic and effective with
mitigation actions as priorities or financial conditions change.
The process to develop the enhanced FMP included three Stakeholder meetings, two public
meetings, and dedicated social media outreach efforts and questionnaires posted to the City's
website. The enhanced FMP follows the FEMA 10-step planning protocol, and achieves the
following goals:
* Documents flood risk areas City-wide, with a focus on the FEMA regulatory floodplains.
* Evaluates economic impacts of flooding to properties within the regulatory floodplains.
* Evaluates levees, dams, mapped flood zones, and drainage complaint locations.
* Documents a prioritized mitigation action item list based upon public input.
Also, following the FEMA planning protocol will help improve the City's Community Rating System
(CRS) classification. CRS evaluates communities with high-performing floodplain management
programs and rewards those communities by reducing flood insurance premiums for eligible
policies. Fort Worth has participated in CRS since 2012, and is currently rated as a Level 8 CRS
community, earning a 10% premium discount on eligible flood insurance policies. Staff believes
that the CRS level can be improved to at least Level 7 which will result in an additional 5%
premium discount on eligible flood insurance policies.
At their May 25, 2016 public hearing, the City Plan Commission approved an action to recommend
adoption of the FMP to City Council.
