This Agreement, as subsequently amended (Amendment No. 1 , M&C C-20112, City Secretary No. 30547, July 1 , 2004; Amendment No. 2, M&C C-20435, City Secretary No. 31117, December 29, 2004; and Amendment No. 3, M&C C-26506, October 15, 2013, assigned certain project development responsibilities among the partners to develop the Chisholm Trail Parkway Project from IH-30 to Dirks Road (Altamesa Boulevard) in south Fort Worth. The Chisholm Trail Parkway opened to traffic in May, 2014. During this time, staff has become aware of a significant and broad desire by the traveling public to increase the 50 mph speed limit from the Chisholm Trail Parkway between Arborlawn Drive and IH-30. The posted speed limit in this corridor is a contractual obligation provided for in Amendment No. 2 to the City's Agreement with the NTTA and TxDOT concerning the development, construction and operation of the parkway. On January 12, 2016, the City Council authorized staff to execute Amendment No. 4 with NTTA and TxDOT to remove the 50 mph provision from the Agreement. Since that time, the NTTA has been working on a corridor-wide speed study that will be used to revise, if appropriate, the posted speeds in the corridor based on a state accepted methodology. The study has been completed and the NTTA is proposing the following speed limit changes in the corridor. As a point of reference, the posted speed for both IH-30 and IH-20 is 60 mph at their intersections with the Chisholm Trail Parkway.
