REVIEW PANEL OBSERVATIONS AND COMMENTS
Members of the review panel appreciate your continued commitment ensuring that free tax preparation assists
families to receive all eligible tax credits. In an effort to help strengthen your program delivery and evaluation,
United Way staff has compiled the following feedback from the review panel that scored your application.
• Application Strengths—The Income Council commends you on providing a strong description of how
the program is run as well as the client experience.You are to be commended for an increase in
performance from last year with higher goal for year 7 and for improving retention of volunteers this
year. The Council also recognizes the significant effort to reach tax filers with the Back to School
Round Up and Cowboy Santa events.
• Application Weakness— The Income Council is concerned about the lack of detail in how challenges
will be handled and questions not being fully answered.There is also a concern of untimely hiring of
site coordinators and intake specialists.
GRANT REQUIREMENTS AND DETAILS—EACH ITEM MUST BE INITIALED BY THE SIGNING AUTHORITY
1. The grant period is for twelve-months beginning July 1,2016 and ending June 30, 2017. Monthly
payments will be made in 1/12 x$150,708 or$12,559. The first payment will be issued on July 15,
2016;and the final payment will be issued on June 30, 2017.
2. United Way(UW)grantees are required to co-brand all materials related to the funded initiative
with the United Way logo on your website and also display a UW cling on facilities. Please contact
your staff liaison to obtain the UW logo or cling(s),if needed. We will schedule a co-branding
n an � training in August to discuss opportunities to enhance co-branding opportunities. More details will
be provided at that time. Failure to acknowledge United Way as a funder of your agency as
N outlined above in in other ways may result in a disruption of funding.

mm i9i.f 3. The United Way Campaign is critical to generating funding to support results-driven programs and
A ;,F j,, initiatives that provide a safety net of essential services and create long-term positive change in
a O issues related to education, income and health. All organizations that receive funding from United
X 0 Way are required to conduct a campaign each year.(Please refer to page 8 of the Fund Distribution
Policy Manual). Failure to run a United Way Campaign may result In decreased funding in
subsequent years.
4. As we move into year seven of the Impact initiatives,the achievement of annual performance
targets is essential. These targets tie directly to the achievement of the 2020 Bold Goal. The
council will examine target measures quarterly to ensure funded initiatives are on track to achieve
year-end measures.

All targets will need to be confirmed and approved by United Way staff and independent
evaluators no later than August 15,2016. Failure to confirm targets with satisfactory justifications
may result in a disruption of funding.
6. An external evaluator will compile and analyze data to assess program success and community
impact. Each grantee will be expected to meet with United Way staff and Independent
evaluator(s)periodically to discuss evaluation methodology and data collection. United Way staff
will email you the 2016-2017 reporting template. The independent evaluators may also provide a
template to collect raw data. Failure to submit required information in the correct format by the
due date may result in a disruption of funding.

7. All VITA partners are expected to assist In volunteer recruitment and training.
8. All data should be downloaded and submitted to UW weekly as well as weekly numbers during tax
season.
9. United Way staff and volunteers will complete a minimum of one site visit during the period of
performance. Site visits will be scheduled in advance.

SUBJECT: Authorize Application for and Acceptance of, if Awarded, a Grant from the United Way of
Tarrant County in an Amount Up to $250,000.00 for the Volunteer Income Tax Assistance
Program, Authorize Execution of Agreement with the United Way of Tarrant County,
Authorize Allocation of a Portion of Assigned Staff Time Valued in an Amount Up to
$25,000.00 as an In-Kind Match and Adopt Appropriation Ordinance (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for and authorize acceptance of, if awarded, a grant from the United Way
of Tarrant County in an amount up to $250,000.00 for the operation of the Volunteer Income Tax
Assistance program;
2. Authorize the execution of the related Grant Agreement with the United Way of Tarrant County;
3. Authorize the allocation of a portion (10 percent) of assigned staff time valued in an amount up to
$25,000.00 as an in-kind match for this grant; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
the Grants Fund in an amount up to $275,000.00, subject to receipt of funds.
DISCUSSION:
The United Way of Tarrant County has funds available for agencies to implement the Asset
Development and Income Support Initiative for Fiscal Year 2016-2017. The outcome of this initiative
is to positively impact the financial stability of Tarrant County working families.
One method to accomplish this is by assisting unduplicated low-income families through the
Volunteer Income Tax Assistance (VITA) program. In 2001, a decision was made to move the VITA
program from the Internal Revenue Service to a community based program. It was determined that
the communities had a better relationship with their residents and would be more successful in
delivering the three pronged message to the populations. The three pronged message the Internal
Revenue Service is interested in delivering is: (1)tax return preparation, (2)financial education and
asset building and (3) outreach. The Earned Income Tax Credit is the basis of the VITA
program. This message is delivered through tax return preparation, outreach products and financial
education. The goal is to deliver a program and teach people how to invest their refunds in an
advantageous manner to assist them with becoming self-sufficient.
During the 2015-2016 Fiscal Year, the Neighborhood Services Department administered the program
through the Community Action Partners at eight sites throughout Tarrant County. If the funds are
awarded, the Neighborhood Services Department will administer the program in 2016-2017. As of
April 10, 2016, tax returns completed were 2,568 for an overall refund amount of$4,831,536.00 of
which $1,884,660.00 was Earned Income Credit dollars from 878 clients. The number of clients
choosing to purchase savings bonds was 31 and 65 clients decided to split their refund by placing a
portion in a savings account. The impact to Tarrant County's economy is $5,539,536.00 in refunds
and money saved.
The goal for Fiscal Year 2016-2017 is to assist up to 3,000 unduplicated low-income workers file their
tax returns through a VITA site and to file for approximately $1.8 million in Earned Income Tax
Credits (EITC). EITC can supplement the income for families while they work to advance their
earnings. This will enable these families to meet daily living expenses, begin saving, build assets and

achieve a level of financial stability.
A 10 percent match is required for this grant and will be provided by allocating a portion of assigned
Staff time valued in the amount up to $25,000.00 that is billed to and paid out of previously
appropriated general fund money. The total amount of this grant, when factoring in the in-kind match,
is up to$275,000.00.
This program serves ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of
the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grants Fund.
