COUNTY OF TARRANT § WHEREAS,the City of Fort Worth(City) and Camp Dresser& McKee, Inc. (Engineer)made and entered into City Secretary Contract No. 25234 (the Contract) which was authorized by the City Council by M&C C-17566 on the P day of August, 1999; and WHEREAS, the Contract involves engineering services for the following project: Engineering Contract for the Design of Village Creek Wastewater Treatment Plant High Flow Treatment Facilities, Project Number PS46-070460300140. WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I of the Contract is amended to include the following additional engineering services: Preliminary and final design,preparation of contract documents (plans and specifications), and assistance during the bidding phase for a new headworks and fine screening facilities to treat 410 mgd, rehabilitation of the 96" FC line to convey approximately 134 mgd, and new fine screens in bar screen building no. 3. Modify paragraph 2.1 of Attachment"A-1"to read: ".... Prepare a Preliminary Design Report document that presents the methodology, cost estimates, conclusions and recommendations for the High-Rate Clarification system and 410-mgd headworks and screening facilities with associated piping including the layout of all major..." Modify paragraph 3.1 of Attachment"A-1"to read: ".... for use in bidding and constructing the high-rate clarification system and 410-mgd headworks and screening facilities with associated piping based upon comments received ...." Modify paragraph 3.2 of Attachment"A-1" to read: "The ENGINEER will perform topographical and boundary surveys as necessary for use by the ENGINEER in preparation of Contract Documents for the High-Rate Clarification System and 410-mgd headworks and screening facilities with associated piping." �00PD Amendment No. 1 u ff c�ri��a slp 1 of 3 Modify paragraph 3.3 of Attachment"A-1" to read: "The Engineer will conduct a geotechnical investigation for design of the High-Rate Clarification System (maximum of five borings) and 410-mgd headworks and screening facilities (maximum of 5 borings)." Modify paragraph 3.4 of Attachment"A-1"to read: "The ENGINEER will evaluate and design an instrumentation system for the HRC system and 410-mgd headworks and screening facilities that will interface with the VCWWTP SCADA system." 2. Article II, Attachment "B"of the Contract is amended to provide for an increase in the maximum fee to be paid to the Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of$2,496,853. The cost to City for these additional services to be performed by Engineer total five hundred forty eight thousand five hundred ninety eight dollars ($548,598.00). The attached "Amendment No. 1: Exhibit `B-3""replaces Exhibit "B-3" in its entirety. The attached "Amendment No. 1: Exhibit "B-4"" is amended to Exhibit "B-4" and made a part of said agreement. The attached "Amendment No. 1: Exhibit "B-S replaces Exhibit "B-S" in its entirety. 3. All other provisions of the contract, which are not expressly amended herein, shall remain in full force and effect. FOR THE DESIGN OF HIGH FLOW TREATMENT FACILITIES AT THE VILLAGE CREEK WASTEWATER TREATMENT PLANT RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 to the engineering agreement with Camp, Dresser & McKee, Inc. in the amount of $548,598 for the design of the High Flow Treatment Facilities at the Village Creek Wastewater Treatment Plant (VCWWTP), for a total fee not to exceed $2,496,853. DISCUSSION: On August 3, 1999 (M&C C-17566), the City Council authorized the execution of an engineering agreement with Camp, Dresser & McKee, Inc. for the design of High Flow Treatment Facilities at the VCWWTP. The project scope included fine screens for preliminary treatment of the portion of the flow diverted to the High Flow Treatment Facilities, which would typically be used only during wet weather events. During the preliminary design phase of the project, the engineer evaluated the benefits of using this process on a continuous basis. The addition of three fine screens in a common headworks facility will allow VCWWTP to reduce future construction costs associated with new bar screens recommended in the facility plan. During the design, it was determined that an existing abandoned 96-inch conduit was necessary to transport the flow from the planned high flow facility to the primary clarification area of the plant. The proposed contract amendment includes an evaluation of condition of the conduit and design of the required modifications to place the pipeline back in service. Camp Dresser McKee, Inc. is in compliance with the City's M/WBE Ordinance by committing to an additional 9% M/WBE participation on this amendment. In addition to the amendment cost, $5,000 is required for staff review and support.
