ORDINANCE NO. O 7 `1' 1
AN ORDINANCE AMENDING CHAPTER 26 "MOTOR VEHICLES AND
T.RAFFIC," OF THE CODE OF THE CITY OF FORT WORTH
(1964), AS AMENDED, BY REVISING SECTION 26-49 REGARD-
ING U-TURNS; PROVIDING THAT THIS ORDINANCE SHALL BE
CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; PROVID-
ING A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING
FOR AN EFFECTIVE DATE.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That Chapter 26 of the Code of the City of Fort Worth, Texas (1964),
as amended, "Motor Vehicles and Traffic" be hereby amended by revising
Section 26-49 which shall hereafter read as follows:
"Sec. 26-49. U-Turns
(a) Midblock. It shall be unlawful for the driver of
any vehicle to turn such vehicle so as to proceed in
the opposite direction or to make a one hundred
eighty-degree turn on any street between street inter-
sections, except on divided roadways where median
openings are provided for such movements.
"(b) Signalized Intersections. It shall be unlawful
for the driver of any vehicle to turn such vehicle so
as to proceed in the opposite direction or make a one
hundred eighty-degree turn at any intersection where
traffic is controlled by signal lights, except at in-
tersections on divided roadways during the left turn
signal phase.
"At no time shall U-turns be permitted, either at in-
tersections or median openings, where signs prohibit-
ing such movements are erected..
"At no time shall U-turns be made unless such movement
can be made in safety and without backing or otherwise
interfering with other traffic. "
SECTION 2.
That this ordinance shall be cumulative of all provisions of ord-
finances and of the Code of the City of Fort Worth (1964), as amended,
affecting motor vehicles and traffic, except where the provisions of this
ordinance are in direct conflict with the provisions of such ordinances
and such Code, in whi ch event such conflicting provisions of such
ordinances and such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council that
the sections, paragraph, sentences, clauses and phrases of this ordinance
are severable, and if any phras e, clause, sentence, paragraph or section
of this ordinance shall be declared unconstitutional by the valid judgment
or decree of any Court of competent jurisdiction, such unconstitutionality
shall not effect any of the remaining phrases, clauses, sentences, para-

graphs and sections of this ordinance since the same would have been
enacted by the City Council without the incorporation in this ordinance of
any such unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
That any person violates, disobeys, omits, neglects or refuses to
comply with or who resists the enforcement of any of the provisions of
this ordinance shall be fined not more than thirty-six and No/100 Dollars
($36.00) for each offense.
SECTION 5.
The City Secretary of the City of Fort Worth, Texas, is hereby
directed to publish the caption and penalty clause and effective date of
this ordinance for five (5) days in the official newspaper of the City of
Fort Worth, Texas, as authorized by the Texas Revised Civil Statutes,
Article 1176b-1.
SECTION 6.
That this ordinance shall be in full force and effect from and after
the date of passage and publication as above specified.

U-Turn Ordinance

In recent months there has been an increasing number of citizen complaints
regarding citations from Police for making U-turns at signalized intersections
'N1NOn"T~ivided roadways where these turns are not specifically permitted by
regulatory signs. Since such turn s at signalized intersections on divided
roadways can normally be made safely during the left turn signal phase, it is
appropriate that the ordinance be revised to permit these turns.
A companion issue, making mid-block U-turns from divided roadways, also needs
to be addressed and is included in the proposed ordinance revision to provide
continuity and completeness.
Recommendation
It is recommended that the Fort Worth City Council adopt the attached Ordinance
revising Chapter 26 of the City Code, "Motor Vehicles and Traffic."
