HomeMy WebLinkAboutResolution 4660-08-2016 A Resolution NO. 4660-08-2016 RATIFY APPLICATION FOR AND AUTHORIZE ACCEPTANCE OF THE GRANT PROJECT FOR THE FISCAL YEAR 2017 STATE COVERDELL GRANT FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION AND MAKING ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE WHEREAS, the Criminal Justice Division of the Governor's Office (CJD) funds grant projects throughout the state; and WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of Fort Worth to instead utilize grant funds from the CJD for Fort Worth Police Crime Laboratory for a Gas Chromatograph Flame Ionization Detector(GC-FI) during the Fiscal Year 2017 Grant Cycle; and WHEREAS, the release of the grant funds is contingent upon the completion of specified requirements set by the CJD, including the passage of a Resolution by the City Council containing certain assurances. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS,THAT: 1. The City Council ratifies the above-referenced modification of the grant project for the Fiscal Year 2017 State Coverdell Grant from the State of Texas, Office of the Governor, Criminal Justice Division; 2. The City Council designates the City Manager, through the Assistant City Manager for Police, to apply for, accept, reject,alter or terminate this grant on behalf of the City; and 3. In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be returned to the CJD in full. ADOPTED THIS 9a'day of August, 2016. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2017 Coverdell Forensic Sciences Improvement Grant from the State of Texas, Office of the Governor, Criminal Justice Division in the amount of$90,000.00; 2. Authorize the execution of a contract with the State of Texas, Office of the Governor, Criminal Justice Division for the Coverdell Forensic Sciences Improvement Grant; 3. Adopt the attached resolution for acceptance of grant funds in the amount of$90,000.00 and to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of$90,000 upon receipt of the grant. DISCUSSION: The Criminal Justice Division (CJD) of the Texas Governor's Office provides funding for state agencies and local governments throughout the state under the Coverdell Forensic Sciences Improvement Grant Program for projects with the purpose of making improvements to the quality and timely processing of forensic evidence resulting in an overall reduction in the backlog of non-DNA evidence. The Fort Worth Police Department (FWPD) is requesting funding under the (CJD) Fiscal Year 2017 Coverdell Forensic Sciences Improvement Grant in the amount of$90,000.00 for the purchase of a Gas Chromatograph Flame Ionization Detector(GC-FI), which is capable of running 45 samples in one consecutive sequence. Grant funds may not be used for indirect costs. No matching funds are required under this grant. The grant requires that the City adopt a resolution to provide assurances that funds will be returned to the CJD, in full, in the event of loss or misuse of(CJD) grant funds and designates the official authorized to accept, reject or altar the grant. This contract will be with a governmental entity, state agency or public institution of higher education: (State of Texas, Office of the Governor, Criminal Justice Division.
