HomeMy WebLinkAboutResolution 4661-08-2016 A Resolution NO. 4661-08-2016 RATIFY APPLICATION FOR AND AUTHORIZE ACCEPTANCE OF THE GRANT PROJECT FOR THE FISCAL YEAR 2017 STATE JUSTICE ASSISTANCE GRANT FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION AND MAKING ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE WHEREAS, the Criminal Justice Division of the Governor's Office (CJD) funds grant projects throughout the state; and WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of Fort Worth to utilize grant funds from the CJD for Fort Worth Police Department K-9 Unit for two canines during the Fiscal Year 2017 Grant Cycle: and WHEREAS, the release of the grant funds is contingent upon the completion of specified requirements set by the CJD, including the passage of a Resolution by the City Council containing certain assurances. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS,THAT: 1. The City Council ratifies the above-referenced modification of the grant project for the Fiscal Year 2017 State Justice Assistance Grant from the State of Texas, Office of the Governor, Criminal Justice Division; 2. The City Council designates the City Manager, through the Assistant City Manager for Police, to apply for, accept, reject, alter or terminate this grant on behalf of the City; and 3. In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be returned to the CJD in full. ADOPTED THIS 9h day of August, 2016. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2017 State Justice Assistance Grant from the State of Texas, Office of the Governor, Criminal Justice Division in the amount of$16,326.00; 2. Authorize the execution of a Grant Agreement with the State of Texas, Office of the Governor, Criminal Justice Division for the Fiscal Year 2017 State Justice Assistance Grant; 3. Adopt the attached resolution for acceptance of grant funds in the amount of$16,326.00 and to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of$16,326.00 upon receipt of the grant. DISCUSSION: Each year, the Criminal Justice Division (CJD) of the Governor's Office funds projects throughout the State of Texas under the State Justice Assistance Grant Program. The Fort Worth Police Department submitted an application for the Fort Worth Police Department K-9 Unit in the amount of$16,000.00 for two canines. The overall goal of this project is to utilize canines as a tool that aids officers in investigations, conducting high-risk searches and the detection of narcotics to efficiently ensure the safety of the citizens of Fort Worth, surrounding cities and communities and officers. Canines are a proven force multiplier in the field, as well as a tool to ensure officer safety. The CJD allows up to two percent of the total award amount to be applied towards indirect costs if the agency does not have a current, approved indirect cost rate. Staff requests that $326.00 of the total award amount be used for indirect costs, if the grant is awarded. The CJD requires that the City adopt a resolution to provide assurances that funds will be returned to the CJD, in full, in the event of loss or misuse of CJD grant funds. The City is also required to designate an official authorized to accept, reject or alter the grant.
