AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF
$200,000.00 UPON RECEIPT OF THE GRANT FROM THE UNITED
STATES ENVIRONMENTAL PROTECTION AGENCY, FOR A STUDY
ON THE FEASIBILITY OF REDEVELOPING BROWNFIELDS IN THE
NEAR NORTHSIDE; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-
2016 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of$200,000.00 upon receipt of the grant from the
United States Environmental Protection Agency for a study on the feasibility of redeveloping
brownfields in the Near Northside.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance,which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances
and appropriations amending the same except in those instances where the provisions of this
ordinance are in direct conflict with such other ordinances and appropriations, in which instance
said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Application for and, if Awarded, Acceptance of a Grant from the United States Environmental
Protection Agency in an Amount Up to $200,000.00 for a Study on the Feasibility of Redeveloping
Brownfields in the Near Northside, Authorize Execution of Related Grant Agreement and Adopt
Appropriation Ordinance (COUNCIL DISTRICTS 2, 8 and 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize application for, and acceptance of, if awarded, a grant from the United States Environmental
Protection Agency in an amount up to $200,000.00 for a study on the feasibility of redeveloping
brownfields in the Near Northside;
2. Authorize the City Manager to execute all applicable grant contracts including renewals and
amendments; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in an amount up to $200,000.00 upon receipt of the grant.
DISCUSSION:
In 1999, the United States Environmental Protection Agency (EPA) awarded the City of Fort Worth
a grant to implement a program to identify and assess brownfields sites in the central city.
The City of Fort Worth's Brownfields Economic Redevelopment Program (Brownfields Program) promotes
redevelopment of qualifying brownfields sites through identification, environmental site assessment, and
cleanup. Brownfields are defined as "real property, the expansion, redevelopment, or reuse of which may
be complicated by the presence or potential presence of a hazardous substance, pollutant, or
contaminant." Since the inception of the City's Brownfields Program, over 400 sites have been identified
as potential candidates for redevelopment.
This grant will provide funds under§ 104(k)(6) of the Comprehensive Environmental Response,
Compensation, and Liability Act (CERCLA). EPA is authorized to fund research, technical assistance
and/or training activities that facilitate the inventory of brownfields, site assessments, remediation of
brownfields sites, community involvement or site preparation. This grant will allow the City to conduct
research and/or technical assistance activities that culminate in an area-wide plan for brownfields
assessment, cleanup and subsequent reuse. These grant-funded activities will be directed to one or more
catalyst, high priority brownfield site(s) located within a specific project area, such as a neighborhood,
downtown, business or arts district, a local commercial or industrial corridor, a community waterfront, one
or more city blocks, etc.

Funds awarded through this EPA grant program can only be used for planning efforts. As such, if
awarded, the City would utilize grant funds to develop a brownfields action plan to serve as a long-term
guide to abate environmental hazards and to reduce urban blight within the Near Northside as bounded by
Loop 820, IH-35W, Belknap Street, Henderson Street, and Jacksboro Highway (see attached map). With
a plan developed, the City would anticipate successful future applications for other EPA grant programs to
fund environmental assessments and physical site cleanups. Based on potential brownfields sites
inventoried in 2003, 98 potential brownfield sites are located within this boundary, and additional sites may
be identified.
The Near Northside area is considered a viable application in this nationwide competition due to the
quantity of potential brownfield sites within the area boundary and,its proximity to active revitalization and
economic development activity. The project supports revitalization'between Downtown Fort Worth and the
Fort Worth Meacham International Airport while leveraging economic development efforts associated with
the Trinity River Vision project and the revitalization of the Fort Worth Stockyards. As one example of
community collaboration, the project will also build upon success from previous environmental site
assessments which have been completed by the Trinity River Vision Authority and the City in recent
years.
This Brownfield Area Wide Planning grant will allow the City to engage in the following activities:
1. Facilitating community involvement: activities that lead to the identification of community priorities
for short-term and long-term brownfield site cleanup, reuse and area revitalization.
2. Conducting research into the existing conditions of the brownfield site(s) and project area, such as;
brownfields economic research and market analysis, known environmental conditions of the
brownfields and project area (e.g., environmental data, environmental justice concerns, and local
health risks), needed infrastructure and related improvements that will support brownfields reuse
and area revitalization, applicability of pre-existing community or regional plans; and coordination
and alignment with other ongoing planning or revitalization efforts in the project area.
3. Developing a detailed brownfields area-wide plan which includes: specific strategies for assessing,
cleaning up, and reusing each catalyst, high priority brownfields site; a list of the related
improvements and investments necessary to support brownfields assessment, cleanup and reuse;
specific strategies to advance sustainable and equitable revitalization, and improve public health,
within the project area; and specific plan implementation strategies, with timelines for specific short-
and long-term actions, lists of resources available and needed, leveraging opportunities, and key
partners responsible for specific implementation actions.
4. Technical assistance that builds local community capacity for a wide range of project area
stakeholders, so that they can be involved -both directly and effectively -in developing and
implementing the brownfields area-wide plan.
The goals for the City's Brownfields Program during 2016-2020 include assessment, cleanup and
redevelopment of sites already identified by the City, as well as the continued inventory of new sites and
maintenance of the database.
The proposed grant, if awarded to the City of Fort Worth will be for a 24-month period.
This contract will be with a governmental entity, state agency or public institution of higher
education: United States Environmental Protection Agency .
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant,

and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund. If awarded, funds will be received on an advance basis.
Indirect costs have not been included, as the grant does not anticipate covering any salaries.
