AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE
AMOUNT OF $90,000.00 SUBJECT TO RECEIPT OF GRANT FUNDS FROM
THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE
DIVISION, FOR THE PURPOSE OF PARTICIPATION IN THE COVERDELL
FORENSIC SCIENCES IMPROVEMENT GRANT PROGRAM; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund in the amount of$90,000.00 subject to receipt of grant funds from the State of
Texas, Office of the Governor, Criminal Justice Division, for participation in the Coverdell Forensic
Sciences Improvement Grant Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ratify Application for and Authorize Acceptance of, if Awarded, the Fiscal Year 2017 Coverdell Forensic
Sciences Improvement Grant in the Amount of$90,000.00 from the State of Texas, Office of the Governor,
Criminal Justice Division, Authorize Execution of Related Agreement, Adopt Resolution and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2017 Coverdell
Forensic Sciences Improvement Grant from the State of Texas, Office of the Governor, Criminal Justice
Division in the amount of$90,000.00;
2. Authorize the execution of a contract with the State of Texas, Office of the Governor, Criminal Justice
Division for the Coverdell Forensic Sciences Improvement Grant;
3. Adopt the attached resolution for acceptance of grant funds in the amount of$90,000.00 and to make
assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Operating Federal Fund in the amount of$ 90,000 upon receipt of the grant.
DISCUSSION:
The Criminal Justice Division (CJD) of the Texas Governor's Office provides funding for state agencies
and local governments throughout the state under the Coverdell Forensic Sciences Improvement Grant
Program for projects with the purpose of making improvements to the quality and timely processing of
forensic evidence resulting in an overall reduction in the backlog of non-DNA evidence. The Fort Worth
Police Department (FWPD) is requesting funding under the (CJD) Fiscal Year 2017 Coverdell Forensic
Sciences Improvement Grant in the amount of$90,000.00 for the purchase of a Gas Chromatograph
Flame Ionization Detector (GC-FI), which is capable of running 45 samples in one consecutive sequence.
Grant funds may not be used for indirect costs. No matching funds are required under this grant.
The grant requires that the City adopt a resolution to provide assurances that funds will be returned to the
CJD, in full, in the event of loss or misuse of(CJD) grant funds and designates the official authorized to
accept, reject or altar the grant.
This contract will be with a governmental entity, state agency or public institution of higher education:
(State of Texas, Office of the Governor, Criminal Justice Division.

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Operating Federal Fund. If awarded, funds will be received on a
reimbursable basis.
