HomeMy WebLinkAboutOrdinance 22348-08-2016 ORDINANCE NO.22348-08-2016 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE AMOUNT OF $16,326.00 SUBJECT TO RECEIPT OF GRANT FUNDS FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, FOR THE PURPOSE OF PARTICIPATION IN THE STATE JUSTICE ASSISTANCE GRANT PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of $16,326.00 subject to receipt of grant funds from the State of Texas, Office of the Governor, Criminal Justice Division, for participation in the State Justice Assistance Grant Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shaII in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2017 State Justice Assistance Grant from the State of Texas, Office of the Governor, Criminal Justice Division in the amount of$16,326.00; 2. Authorize the execution of a Grant Agreement with the State of Texas, Office of the Governor, Criminal Justice Division for the Fiscal Year 2017 State Justice Assistance Grant; 3. Adopt the attached resolution for acceptance of grant funds in the amount of$16,326.00 and to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of$16,326.00 upon receipt of the grant. DISCUSSION: Each year, the Criminal Justice Division (CJD) of the Governor's Office funds projects throughout the State of Texas under the State Justice Assistance Grant Program. The Fort Worth Police Department submitted an application for the Fort Worth Police Department K-9 Unit in the amount of$16,000.00 for two canines. The overall goal of this project is to utilize canines as a tool that aids officers in investigations, conducting high-risk searches and the detection of narcotics to efficiently ensure the safety of the citizens of Fort Worth, surrounding cities and communities and officers. Canines are a proven force multiplier in the field, as well as a tool to ensure officer safety. The CJD allows up to two percent of the total award amount to be applied towards indirect costs if the agency does not have a current, approved indirect cost rate. Staff requests that $326.00 of the total award amount be used for indirect costs, if the grant is awarded. The CJD requires that the City adopt a resolution to provide assurances that funds will be returned to the CJD, in full, in the event of loss or misuse of CJD grant funds. The City is also required to designate an official authorized to accept, reject or alter the grant.
