FOR THE INTEGRATED WET WEATHER WASTEWATER MANAGEMENT PROGRAM RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute Amendment No. 4 to City Secretary Contract (No. 20565) with Freese and Nichols, Inc. for the Integrated Wet Weather Wastewater Management Program, increasing the agreement amount by $358,600.00 to $13,686,223.32. DISCUSSION: On July 26, 1994 (M&C C-14401), the City Council authorized the execution of an engineering agreement with Freese & Nichols, Inc. to provide engineering services in an effort to comply with the Environmental Protection Agency Administrative Order (the Order). The Order specified an eight-year compliance schedule to correct the deficiencies in the wastewater collection system and to eliminate sanitary sewer overflows. The deadline to comply with the Order is September 30, 2001. This agreement was previously amended (M&C C-15589, C-15849, and C-17274) to allow for the lease of office space, and to extend the agreement period. This amendment will allow the engineer to continue the Small Contractor Development Program until March 1, 2001. During this period, the engineer will provide technical and bonding assistance to the program participants to complete the remaining Fort Worth Wastewater Program projects under the Environmental Protection Agency Administrative Order. At the end of this program, participants will be able to continue to compete for future Water Department projects. This project is city-wide.
