HomeMy WebLinkAbout2016/08/09-Minutes-City Council-Executive Session CITY OF FORT WORTH, TEXAS SPECIAL CITY COUNCIL MEETING CLOSED EXECUTIVE SESSION AUGUST 9, 2015 After proper notice given pursuant to the Texas Open Meetings Act, Mayor Price adjourned the Pre-Council meeting of the Fort Worth City Council at 5:35 p.m. on Tuesday, August 9, 2016, to convene into the Special City Council Meeting for the closed Executive Session in the Pre- Council Chamber of the Fort Worth Municipal Building. Present: Mayor Betsy Price Mayor Pro tem Salvador Espino, District 2 Council Member W.B. "Zim" Zimmerman, District 3 Council Member Cary Moon, District 4 Council Member Gyna Bivens, District 5 Council Member Jungus Jordan, District 6 Council Member Dennis Shingleton, District 7 Council Member Kelly Allen Gray, District 8 Council Member Ann Zadeh, District 9 Staff Present: David Cooke, City Manager Sarah Fullenwider, City Attorney Gerald Pruitt, Deputy City Attorney Peter Vaky, Deputy City Attorney Mary J. Kayser, City Secretary Fernando Costa, Assistant City Manager Jay Chapa, Assistant City Manager Susan Alanis, Assistant City Manager Valerie Washington, Assistant City Manager Aaron Bovos, Chief Financial Officer Tyler Wallach, Law John Carman, Water Department Harvey Frye, Law Elisabeth Dierdorf, Law Chris Trout, Law Christa Reynolds, Law Dana Burghdoff, Planning and Development Randle Harwood, Planning and Development Benjamin Sampract, Law Chris Mosely, Law Jocelyn Murphy, Planning and Development Melinda Ramos, Law Mary Elliott, Planning and Development With a quorum of the City Council Members present, the Fort Worth City Council convened into closed Executive Session at 5:41 p.m. on Tuesday, August 9, 2016, in the Pre-Council Chamber of the Fort Worth Municipal Building to discuss matters pertaining to the following: CITY OF FORT WORTH, TEXAS SPECIAL CITY COUNCIL MEETING AUGUST 9,2016 PAGE 2 of 2 1. Seek the advice of its attorneys concerning the following pending or contemplated litigation or other matters that are exempt from public disclosure under Article X, Section 9 of the Texas State Bar Rules and as authorized by Section 551.071 of the Texas Government Code: a. Stephannie Lynn Rylie, et al., v. The City of Fort Worth and David Cooke, in his official capacity as City Manager, Cause No. 17-276483-15, in the 17th District Court, Tarrant County, Texas; b. City of Fort Worth v. Town of Lakeside, Cause No. 141-280413-15, in the 141" District Court, Tarrant County, Texas; c. Annie Taylor-Curtis and Kerry Hughes v. City of Fort Worth, Cause No. 342-272270-14, in the 342nd District Court, Tarrant County, Texas; d. Legal issues concerning zoning regulations, Subchapter A, Chapter 211 of the Texas Local Government Code e. Legal issues concerning Public Improvement Districts; and f. Legal issues concerning any item listed on today's City Council meeting agendas; 2. Deliberate the purchase, sale, lease or value of real property in accordance with Section 551.072 of the Texas Government Code. Deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third party; and 3. Deliberate concerning economic development negotiations as authorized by Section 551.087 of the Texas Government Code; and 4. Deliberate the deployment, or specific occasions for implementation, of security personnel or devices, in accordance with Section 551.076 of the Texas Government Code; and There was no formal action taken by the City Council on the items discussed during the Executive Session and with no further business to be conducted, Mayor Price adjourned the meeting at 6:38 p.m. on Tuesday, August 9, 2016.
