WHEREAS, the City of Fort Worth (City) and Schrickel, Rollins
& Associates Engineering, Inc. (Engineer) made and entered into City
Secretary Contract No. 25957 (the Contract) which was authorized by
the City Council by M&C C-17976 on the 11 of April, 2000; and
WHEREAS, the Contract involves engineering services for the
following project:
'rhe design of additional water line relocations requested by
the Water Department
WHEREAS, it has become necessary to execute Amendment No. 1 to
said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through
their duly authorized representatives, enter into the following
agreement which amends the Contract:
1.
Article I, of the Contract is amended to include the addition-
al engineering services specified in M&C C-18278, adopted by the
City Council on 10 day of October, 2000, and further amplified in a
proposal letter dated August 8, 2000, copies of which are both
attached hereto and incorporated herein. The cost to City for the
additional services to be performed by Engineer total $21, 574 .00

Article II, of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $73, 701 .00

All other provisions of the Contract which are not expressly
amended herein shall remain in full force and effect.

RE: Engineering Contract Amendment
for Utility Relocations for F.M. 157 Improvements
Pipeline Road to Calloway Cemetery Road
Dear Mr. Ehia:
At your request and that of the City of FortWorth Water Department, I am submitting this
proposal for additional services to design a 16"water line in Trinity Blvd. This is necessary
so to provide sufficient water supply to customers east of FM 157 during relocation of the
FM 157 water lines.Also,we are adding an additional fee amount for providing temporary
construction easements along FM 157.
The following is a breakdown of the requested additional engineering fees for the
amended scope:
The estimated cost for the 16" water line in Trinity Blvd. is $178,970 (see attached).
Accordingly,the requested fee includes surveying,easement preparation and engineering
design. The design fee from TSPE curve "B" =
For $178,970, fee = 8.2% less 15% for no construction responsibility, or,
$178,970 X (0.85 X 0.082) _ $12,474
Plus,
Survey (1,500 LF of line) _ $ 3,000
Plus,
Easement Preparation = 1,400
Total for New 16" water line = $16,874
Plus,
Preparation of temporary construction easements
along FM 157 (not included in original contract) = 4,700

We propose to have A.N.A. Consultants(M/WBE Consultant) perform services for us in the
amount of $15,400. This represents 71% of the total requested additional fee. (See
attached agreement with A.N.A. Consultants).
Because of this additional work, we request an additional 30 days time for delivery of
Preliminary Plans.

SUBJECT APPROPRIATION ORDINANCE AND AWARD OF ENGINEERING AGREEMENT TO
SCHRICKEL, ROLLINS AND ASSOCIATES, INC. FOR WATERLINE REHABILITATION
CONTRACT, FM157 - 1999 TXDOT MAINTENANCE PROGRAM
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $55,127 from the Water and Sewer Operating Fund to the Water Capital
Project Fund; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Project Fund in the amount of$55,127 from available funds; and
3. Authorize the City Manager to execute a contract with Schrickel, Rollins and Associates, Inc. for a
fee not to exceed $52,127 for Waterline Rehabilitation Contract, FM 157 - 1999 TxDOT Maintenance
Program.
DISCUSSION:
The Texas Department of Transportation (TxDOT) has a project to widen FM157 from SH10 to the
D/FW RAILTRAN corridor. Schrickel, Rollins and Associates, Inc. was selected to perform this work
because it is the design engineer for TxDOT and provides utility design for other utility companies.
Therefore, it is staffs opinion that they are the most knowledgeable and qualified to do the work.
The Water Department has evaluated TxDOT's plans for expanding FM157 and recommends relocations
and adjustments to the waterline from SH10 to the D/FW RAILTRAN corridor. The work to be
performed under this contract includes the preparation of plans and specifications for the water line
rehabilitation.
Schrickel, Rollins and Associates, Inc. proposes to perform the design work for this project for a lump
sum fee of$52,127. Staff considers this fee to be fair and reasonable for the scope of services proposed.
Schrickel, Rollins and Associates, Inc. is in compliance with the City's M/WBE Ordinance by committing
to 8% M/WBE participation. The City's goal on this project is 8%.
This project is located in COUNCIL DISTRICT 5, Mapsco 55T and 55X.

In addition to.the contract amount, $3,000 is required for plan review by the Engineering Department.

FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval and completion of recommendation 1 and the
adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Water Capital Project Fund.
