AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIALLY FUNDED CAPITAL PROJECTS FUND IN THE AMOUNT OF $36,700
FROM AVAILABLE FUNDS FOR THE PURPOSE OF EXECUTING AMENDMENT NO. 2
TO CITY SECRETARY CONTRACT NO. 35845 WITH FREESE AND NICHOLS FOR THE
DESIGN OF THE CITIZEN DROP-OFF STATION AT 6250 OLD HEMPHILL ROAD;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-2008 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Specially Funded Capital Projects Fund in the amount of $36,700 from available funds for the purpose
executing Amendment No. 2 to the City Secretary Contract No. 35845 with Freese and Nichols for the
design of the Citizen Drop-Off Station at 6250 Old Hemphill Road.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Authorize Execution of Amendment No. 2 to City Secretary Contract No. 35845 with Freese and
Nichols, Inc., for the Design of the Citizen Drop-Off Station at 6250 Old Hemphill Road and Adopt
Appropriation .Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
the Specially Funded Capital Projects Fund by $36,700.00; and
2. Authorize the City Manager to execute Amendment No. 2, in the amount of $36,640.00, to the City
Secretary Contract No. 35845 with Freese and Nichols, Inc. for design and construction administration
services for the Citizen Drop-Off Station at 6250 Old Hemphill Road (the Southside Drop-Off Station) for a
total contract price of $184,616.00.
DISCUSSION:
On August 28, 2007, (M&C C-22341) the City Council authorized the execution of a professional services
agreement with Freese and Nichols, Inc., for an amount not-to-exceed $131,000 for design and
construction administration services for the Citizen Drop-Off Station.
On October 9, 2007, (M&C C-22437) the City Council authorized the execution of a revised work order with
Job Order Contractor, Alpha Building Corporation, for an amount not-to-exceed $50,000, to construct a
temporary Citizen Drop-Off Station.
On December 11, 2007, (M&C ~-14432) the City Council authorized the acceptance of $393,800 payment
from Texas Midstream Gas Services, LLC, as compensation for required site plan and site preparation
changes to the Environmental Management Drop-Off Station facility planned for this property to
accommodate the natural gas pipeline easements.
Amendment No. 1 ($16,976.00) was for additional design services for the temporary Citizen Drop-Off
Station and the new Urban Forestry ordinance requirements.
Amendment No. 2 is for additional design services to modify the site plan for the new Citizen Drop-Off
Station to accommodate the natural gas pipeline easement for Texas Midstream Gas Services, LLC. The
additional design services include modification to the site plan, paving, entrance, grading, drainage,
excavation, and backfill.
The revision costs for the design ($36,700.00) and construction (cost estimate of $357,100.00) have been
received from the Texas Midstream Gas Services, LLC.

The estimated overall cost of the project is:
Design $147,835.00
Design Revision (Texas Midstream funds) $36,640.00
Construction $1,300,000.00
Construction Revision (Texas Midstream funds) $357,100.00
ITS, Geotech Testing $137,000.00
Contingency, FF&E, staff administration $115,225.00
Total $2,093,800.00
The project is physically located in COUNCIt_ DISTRICT 6 but will serve Fort Worth residents in all Council
Districts.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of
the Specially Funded Capital Projects Fund.
