AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $50,000
UPON RECEIPT OF THE YEAR 2008 EMERGENCY SHELTER GRANT FROM
TARRANT COUNTY FOR THE PURPOSE OF FUNDING THE 2008
EMERGENCY SHELTER GRANT PROGRAM; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-
2008 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $50,000 upon receipt of the Year 2008
Emergency Shelter Grant from Tarrant county for the purpose of funding the 2008 Emergency
Shelter Grant Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMEND/~-TION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a grant from Tarrant County in an
amount up to $25,000.00 from the year 2008 Emergency Shelter Grant Program;
2. Authorize the execution of a contract with Tarrant County for the Emergency Shelter Grant Program for
the period of July 1, 2008 through June 30, 2009;
3. Authorize the use of existing personnel, office equipment, office space, and donated goods and services
for the City's in-kind match with an anticipated value of $25,000.00;
4. Waive indirect costs associated with administration of this grant program; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grant Fund in the amount of $50,000.00 on receipt of the grant.
DISCUSSION:
Many individuals and families become homeless because a crisis reduced their household income and
prevented them from paying rent, mortgage, or utilities. Often, they experienced problems with their
landlord or employment. Accordingly, homeless prevention strategies are viewed as an important conduit
to reduce the size of the homeless population. The City's Parks and Community Services Department,
through the Community Action Partners (CAP) continues to receive a growing number of requests for
rent/mortgage and utility assistance from individuals throughout Tarrant County.
The Emergency Shelter Grant Program (ESGP) is designed to be the first step in a continuum of assistance
to prevent homelessness and enable homeless individuals and families to transition back to
independence. If awarded, the ESGP funds will be used to assist individuals and families with rent,
mortgage payments, deposits, and utilities. One hundred percent of the ESGP funds will be used to
augment the existing Supplemental Homeless Intervention Prevention Program (SHIPP) with direct services
to residents in Tarrant County.
This program serves ALL COUNCIL DISTRICTS.

FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, award of the grant, and
adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grant Fund.
