HomeMy WebLinkAboutResolution 4670-08-2016 A Resolution NO. 4670-08-2016 A RESOLUTION FOR APPROVAL OF THE FORT WORTH FLOODPLAIN MANAGEMENT PLAN, JUNE 2016 WHEREAS the City of Fort Worth recognizes the threat that flood hazards pose to people and property within the City; and WHEREAS the City of Fort Worth participates in the Community Rating System in order to reduce the financial burden of flood insurance upon affected residents; and WHEREAS a flood hazard mitigation plan is required for participation in the Community Rating System; and WHEREAS the City of Fort Worth has prepared a flood hazard mitigation plan, hereby known as Fort Worth Floodplain Management Plan, June 2016; and WHEREAS the Fort Worth Floodplain Management Plan, June 2016 identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property in Fort Worth from the impacts of flood hazards; and WHEREAS adoption by the City of Fort Worth demonstrates our commitment to flood hazard mitigation and achieving the goals outlined in the Fort Worth Floodplain Management Plan, June 2016. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: The City Council hereby adopts the Fort Worth Floodplain Management Plan, June 2016. Informal Report No. 9784 (June 18, 2O15\ and |R No. B812 (August 2, 2O18) advised City Council mfthe process toenhance the City's F|oodp|ain Management Plan (FK8P). That process has been completed and this Mayor and Council Communication (M&C) recommends adoption of the eOhaDcedFK8P. The process to develop the enhanced FPWP included three Stakeholder meetings, two public meetings, and dedicated social media outreach efforts and questionnaires posted to the City's xvebaiba. The enhanced FMP follows the FEK8A 10-etep planning prot000|, and achieves the following goals: ° Documents flood risk areas City+mide, with ofocuo on the FEK8/\ Fegu|ato[yfloVdp|ainG. Evaluates economic impacts of flooding to properties within the FEMA regulatory floodplains. ° Evaluates /evaeo, damo, mapped flood zones, and drainage complaint locations. Documents a prioritized mitigation action item list based upon public input. A|SO. following the FEK8/\ planning protocol will help improve the City's Community F|@tiDQ 8VSteDl (CRS) classification. CRS evaluates communities with high-performing floodp|min management programs and rewards those co[nnluDiUaa by reducing flood insurance pnerniurno for eligible policies. Fort Worth has participated in CRS since 2O12. and is currently rated 8o 8 Level 8 CRS community, earning @ 10 percent premium discount on eligible flood insurance policies. Staff believes that the CRS level can be improved to at least Level 7 which will result in an additional five percent premium discount on eligible flood insurance policies. At their May 25, 2016 public hearing, the City Plan Commission approved an action to recommend adoption of the FK8Pto City Council. This M&C does not request approval ofe contract with abusiness entity.
