FOR CANYON CREEK EROSION CONTROL RECOMMENDATION: It is recommended that the City Council: 1. Authorize the City Manager to transfer $80,853 from the Water and Sewer Operating Fund to the Sewer Capital Project Fund; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Sewer Capital Project Fund in the amount of $80,853 from available funds; and 3. Authorize the City Manager to execute a contract with Craig Olden, Inc. in the amount of $68,853 for Canyon Creek erosion control. DISCUSSION: This project will provide for the installation of erosion control measures along the sides and bottom of a drainage ditch to permanently protect a 6-inch sewer line which crosses the ditch and an 8-inch sewer line located underneath the ditch from erosion. The identified sewer lines were recently replaced as part of the City's Integrated Wet Weather Wastewater Management Program to comply with an administrative order from the U.S. Environment Protection Agency (EPA). The sewer replacement project resulted in further deterioration of the drainage ditch, which could potentially undermine the newly installed sewer lines. The project is located east of Canyon Creek Trail, and north of the Boca Raton Boulevard/Canyon Creek Trail intersection. The proposed improvements consist of channel excavation and the installation of gabion mattresses along the bottom and sides of the drainage ditch. The project is located in COUNCIL DISTRICT 4, Mapsco 66N and 66S. The project was advertised for bid in the Commercial Recorder on August 10 and 17, 2000. Worth—Main 390 Drainage Area Sanitary Sewer System Rehabilitation&Improvements D.O.E.#2797/PS46-070460410280 COINC RFQ NO.2988 Dear Sir: Craig Olden, Inc. is a specialty contractor in the construction of gabion, soil stabilization and erosion control structures and related work in channels, lakes, and wet areas. The company has constructed over 1,200 gabion structures in the Metroplex alone. As a specialty contractor, the company's equipment and tools have been specifically acquired and modified to optimize their performance in the unique environment of erosion control construction. In addition, the work force has been trained for this type of work using a comprehensive program on work methods and procedures that are necessary to produce a quality project in the most efficient manner. CRAIG OLDEN, INC. also administers a quality assurance program to monitor all phases of the construction in order to assure the City that the work will meet or exceed the ` quality and the intent of the contract plans and specifications. It is the use of specialized equipment, trained work crews, and the dedication to quality assurance, that will provide the City of Dallas and their citizens the most effective erosion control system available. It should be noted that the primary scope of work in this contract is the construction of gabion channel protection along Canyon Creek Trail. As such, the majority of this project will be constructed by Craig Olden, Inc.'s own work force. However, Craig Olden, Inc. is dedicated to the City of Ft.Worth's M/WBE Ordinance and we plan to subcontract a portion of this project that will not be constructed by our own forces. We plan to use qualified M/WBE subcontractors to haul the gabion stone, rock riprap, and select fill and haul off excess dirt and construction debris. We believe our efforts to secure 7.261/o M/WBE participation demonstrated the ` willingness of Craig Olden, Inc. to maximize the M/WBE participation and fulfill a successful "Good Faith Effort". Thank you for the opportunity to participate in this project. We look forward to providing City of Ft.Worth a quality structure. r Sincerely, Cindy olifield Construction Operations CH:ch e P.O.
