ORDINANCE NO. ~ 7 7 ~j
AN ORDINANCE AMENDING ORDINANCE NO. 8691 AND SPECIFYING
THE AUTHORIZED POSITIONS IN THE POLICE DEPARTMENT AND
CREATING NEW POSITIONS IN THE POLICE DEPARTMENT; PROVIDING
A SEVERABILITY CLAUSE; AND NAMING AN EFFECTIVE DATE.
WHEREAS, the Police Chief requested the City Council to specify
and authorize the number of positions in the Police Department for
the 1982-1983 Fiscal Year which included the creation of 5 addi-
tional Officers, 11 additional Corporal/Detectives and 1 additional
Sergeant, to be effective April 1, 1983; and
WHEREAS, the Police Chief now desires to amend said ordinance,
eliminate 11 CorporaljDetective positions and create an additional
11 Officer positions; NOW, THEREFORE,
TEXAS:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
SECTION 1.
That Ordinance No. 8691, an ordinance authorizing positions in
the Police Department, is hereby amended by revising Section 1
thereof to read as follows:
"That the following positions, of which 5 Officers
and 1 Sergeant shall not be effective until April 1, 1983,
are the only positions authorized in the City of Fort
Worth Police Department for the Fiscal year 1982-1983:
516 Officers
140 CorporalsfDetectives
87 Sergeants
35 Lieutenants
11 Captains
4 Deputy Chiefs
793 TOTAL"

That all of the declarations and findings contained in the pre-
amble of this ordinance are made a part hereof and shall be fully
effective as part of the ordained subject matter of this ordinance.

That, if any section, part of a section or provision of any
section of this ordinance shall be held to be void, ineffective or
unconstitutional by a court of competent jurisdiction, the holding

of such section, part of a section or provision of any section to be
void, ineffective or unconstitutional for any cause whatsoever shall
in no way affect the validity of the remaining sections and provi-
sions of the ordinance, which shall remain in full force and effect.
SECTION 4.
That this ordinance shall become effective and be in full force
and effect from and after the date of its passage as provided by
law, and it is so ordained

On November 23, 1982 (M&C G-5484, Ordinance ~~8691), the City Council approved
the addition of eleven Corporal/Detective positions for the Criminal Investi-
gations'Division effective April 1, 1983. In response to the request to
reduce _expenditures during the current fiscal year, the Police Department
'" agreed to establish eleven officer positions instead of the eleven Corporal]
Detective positions These positions will then be reclassified upward
effective October 1, 1983
In accordance with 1269m, Revised Civil Statutes o:E Texas, the City Council
is required to establish by ordinance civil service staffing in the Police
Department Civil service staffing for the remainder of 1982]83 that incor-
porates the above changes will be as follows

Recommendation
It is recommended that the City Ccuncil adopt an ordinance establishing civil
service staffing levels as reflected above for the Police Department.
