FOR THE EXTENSION OF MEACHAM BOULEVARD FROM GOLD SPIKE DRIVE TO NORTH MAIN STREET RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute Contract Amendment No. 2 with Turner Collie and Braden, Inc. to provide additional design services for the subject project for a lump sum fee of$45,231. DISCUSSION: On August 3, 1999 (M&C C-17568), the City Council authorized the execution of an engineering services agreement with Turner Collie and Braden, Inc. to prepare the plans and specifications for the extension of Meacham Boulevard from Gold Spike Drive to North Main Street for a lump sum fee of $416,994. The design plans are complete and have been sent to the Texas Department of Transportation (TxDOT)for review and approval. TxDOT anticipates a letting for construction in November 2000. The contract amendment provides for the revision of the design plans to include intersection improvements at the Meacham Boulevard and Blue Mound Road (FM156) intersection. Currently, the travel lanes on Meacham Boulevard are skewed through the intersection. The intersection improvements will widen Meacham Boulevard approximately 640 feet to the east in order for the travel lanes to align through the intersection. The intersection improvements include redesign of the existing traffic signal. The revision will be done as a change order to the construction contract that will be awarded by TxDOT in the next couple of months. The contract amendment will include the following: • Preparation of the intersection improvement and drainage design plans; and • Preparation of the signing, pavement marking, and signal design plans; and • Preparation of the traffic control plans; and • Surveying costs to locate water valves, drainage culvert inverts, pavement elevations at tie-in locations, and existing traffic signal pole locations; and • Preparation of an erosion control plan during construction and permanent control when the project is completed. Staff has reviewed the amendment of $45,231 and believes it is fair and reasonable for the services to be performed.
