COUNTY OF TARRANT
WHEREAS, the City of Fort Worth (City) and Parsons
Transportation Group, Inc . , (Engineer) made and entered into City
Secretary Contract No. 22439 (the Contract) which was authorized by
the City Council by M&C C-15824 on the 17th day of December, 1996 ;
and
WHEREAS, the City of Fort Worth (City) and Parsons
Transportation Group, Inc . , (Engineer) made and entered into
Amendment No. 1 which was authorized by the City Council by M&C C-
17037 on the 6th day of October, 1998 ; and
WHEREAS, the City of Fort Worth (City) and Parsons
Transportation Group, Inc . , (Engineer) made and entered into
Amendment No. 2 which was authorized by the City Council by M&C C-
17057 on the 20th day of October, 1998 , and
WHEREAS, the City of Fort Worth (City) and Parsons
Transportation Group, Inc. , (Engineer) made and entered into
Amendment No. 3 which was authorized by the City Council by
M&C C-17283 on the 23rd day of February, 1999, and
WHEREAS, the City of Fort Worth (City) and Parsons
Transportation Group, Inc . , (Engineer) made and entered into
Amendment No. 4 which was authorized by the City Council by
M&C C-17758 on the 161h day of November, 1999 , and
WHEREAS, the Contract involves engineering services for the
following project :
Engineering contract for the design of Corridor Improvements
to the Camp Bowie, 7 t Street, Bailey Avenue, University Drive
Intersection.
WHEREAS, it has become necessary to execute Amendment No. 5 to
said Contract to include an increased scope of work and revised
maximum fee to revise the design plans to show new sidewalk
locations and revised tree sizes for the Camp Bowie, 7th Street,
Bailey Avenue, University Drive intersection. The revisions will
be done as a change order to the construction contract awarded by
TxDOT to Architectural Utilities, Inc . (AUI) .
NOW THEREFORE, City and Engineer, acting herein by and through
their duly authorized representatives, enter into the following
agreement which amends the Contract :
1.
Article I, of the Contract is amended to include the
additional services specified in M&C C-18329 adopted, by the City
Council on the 7th day of November, 2000, copy of which is attached
hereto and incorporated herein and further specified in the
attached letter dated August 11, 2000 . The cost to City for the
additional services to be performed by Engineer total $19, 097 .

Article III , of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $354 , 577 .
3 .
All other provisions of the Contract which are not expressly
amended herein shall remain in full force and effect .

Re: Improvements to University/7th Street/Camp Bowie Intersection
Revised Request-Supplemental Agreement No. S
Dear Dan,
In a July 14 meeting with Phil Weston, Peter Arendt, Philip Poole, and Bonnie Holmes, you asked
us to develop an estimate of the cost to make further changes to the landscaping and sidewalks in
the construction plans. These changes would increase the size of some trees, alter the locations of
some planned trees, revise the irrigation system to match the new planting scheme, and revise the
location of the sidewalks in the islands surrounding the intersection. An Engineer's Estimate for
the changes in work would also have to be developed. Since the plans were prepared in
accordance with conceptual drawings approved by the City and the Landscaping Steering
Committee, these changes are beyond the scope of our contract with the City.
We estimate that changes will have to be made to the following sheets.
Sheet Number Description
10 The quantity tabulations will have to be revised to include revised quantities for
sidewalks.
54, 55, 56 The Plan and Profile sheets will have to be revised to show the new sidewalk
locations. The Intersection Detail Sheet will have to be revised to show and
detail the new walks.
100, 102, Landscaping notes and layouts will have to be revised to take into account the
104 revised tree locations and revised bench locations.
105, 107, Irrigation plans will have to be revised to accommodate the changes in tree
108 locations.
103 The landscaping detail sheet will have to be revised to remove the concrete block
screen wall between the bus shelter and the service station.
In all, it appears that 11 drawings will be affected by this change. While some of the changes are
minor, new Mylar sheets will have to be plotted, sealed and delivered to TxDOT for issuing to the
Contractor. In addition, our staff and our Subconsultant's staff have expended time in meetings
to discuss the changes.

We have estimated the additional costs to the contract for these changes. Attached is a
spreadsheet showing the estimate. The total amounts to $19,097.
We request that you process a supplemental agreement to our contract for engineering services in
the above amounts. We will await your approval of additional funds before proceeding with plans
changes.

FOR THE CAMP BOWIE, 7TH STREET, UNIVERSITY DRIVE, BAILEY AVENUE
INTERSECTION
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Contract Amendment
No. 5 with Parsons Transportation Group to provide additional design services for the subject project for
a lump sum fee of$19,097.
DISCUSSION:
On December 17, 1996 (M&C C-15824), the City Council authorized the execution of an engineering
services agreement with Parsons Transportation Group to prepare the plans and specifications for
corridor improvements at the Camp Bowie, 7th Street, University Drive, Bailey Avenue intersection for a
lump sum fee of$171,000.
The Texas Department of Transportation (TxDOT) has awarded the construction contract to
Architectural Utilities, Inc. The contractor anticipates construction to begin in November 2000. A pre-
construction meeting was held with the contractor and TxDOT on October 18, 2000. The intersection
improvements have an approximate 195 working day completion timeline. The utility construction for
water and sewer main replacements is 100% complete.
This amendment will revise the design plans to show new sidewalk locations and revised tree sizes for
the Camp Bowie, 7th Street, University Drive, Bailey Avenue intersection. The revision will be done as
a change order to the construction contract awarded by TxDOT to Architectural Utilities, Inc.
This contract amendment will include the following:

The contract amendment of $19,097 will be funded from the Undesignated Fund Account of Council
District No. 7. Staff has reviewed the amendment and believes it is fair and reasonable for the services
to be performed.
