FOR THE NORTH HOLLY WATER TREATMENT PLANT IMPROVEMENTS, PHASE I RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute a construction contract with Kinsel Industries, Inc. for the North Holly Water Treatment Plant Improvements, Phase I, on the low total bid amount of $20,500,000, including the base bid and alternates 1, 2, and 3. DISCUSSION: On February 8, 2000 (M&C C-17849), the City Council authorized the execution of an engineering agreement with Freese & Nichols, Inc. for the preparation of plans and specifications for the North Holly Water Treatment Plant Improvements. These improvements are necessary to comply with proposed federal/state drinking water regulations and to improve reliability of the plant processes. The projected improvements project is based on two recently conducted studies. The first study, the North Holly Water Treatment Plant Filter, Wash Water and Chemical Feed Improvements, evaluated the existing filters, chemical feed systems, disinfection system, and wash water recovery systems along with related monitoring and control equipment, to determine compliance with Texas Natural Resources Conservation Commission requirements and the Unified Building and Fire Codes. The second study, the Electrical Improvements Stuff evaluated the North Holly High Service Pump Station electrical equipment, pumps and pump motors for their reliability and capability to meet current and future water demands. The project will consist of the construction of a new filter wing to meet regulatory requirements, modifications to existing sedimentation basins to increase capacity using fewer basins, installation of a new electrical distribution system for reliability and to meet current codes, replacement of old obsolete switchgear and motors in the High Service Pump Station, and installation of a new backwash clarifier and pump station to meet regulatory requirements and minimize water usage in the treatment process. FOR THE NORTH HOLLY WATER TREATMENT PLANT IMPROVEMENTS, PHASE I Bid Alternative No. 1 is for the expansion and electrical rehabilitation of the South Holly Water Treatment Plant Transfer Pump Station. Bid Alternative No. 2 is for witness testing of the high service pump motor to be replaced as part of the base bid. Bid Alternative No. 3 is for the replacement of electrical switchgear and motors in the North Holly Water Treatment Plant Storm Water Pump Station. Award of contract is based on the total amount bid. Bid Alternative No. 4, for the use of granular activated carbon in lieu of the base bid of anthracite filter media, and Bid Alternative No. 5, for modification of the sedimentation basin sludge collection system in lieu of the base bid equipment replacement, were reviewed and are not recommended for award in this contract. Kinsel Industries, Inc. is in compliance with the City's M/WBE Ordinance by committing to 24% M/WBE participation. The City's goal on this project is 23%. The total authorized amount includes $615,000 for possible change orders and $25,000 for staff support. Compliance with Standards and Codes The switchgear shall conform to or exceed the applicable requirements of the following standards and codes: 1. Applicable portions of ANSI C37.71, ANSI C37.72 and ANI C37.73, which specify test procedures for load-interrupter switches, fault interrupters, and the complete switchgear assembly. 3. High-Voltage Bus a. Bus and interconnections shall withstand the stresses associated with short- circuit hortcircuit currents up through the maximum rating of the switchgear. b. Before installation of tin plated copper bus, all electrical contact surfaces shall fust be prepared by machine abrading to remove any oxide film. Immediately after this operation, the electrical contact surfaces shall be ep- coating with a uniform coating of an oxide inhibitor and sealant. MEDIUM VOLTAGE SWITCHES 16484-2 FTW00112 4. Provisions for Grounding a. One ground-connection pad shall be provided on the enclosure of the switchgear. b. The ground-connection pad shall be constructed of stainless steel and welded to the enclosure, and shall have a short-circuit rating equal to that of the switchgear. 5. Terminations a. Terminals for load-interrupter switches shall have 600-ampere bushings, and terminals for fault interrupters shall have 600-ampere bushing wells to permit connection of elbows. b. Bushings and bushing wells shall be located on one side of the gear to reduce the required operating clearance. 6. Bushings and Bushing Wells a. Bushings and bushing wells shall conform to ANSUIEEE Standard 386 (ANSI Standard C119.2) b. Bushings and bushing wells shall include a semiconductive coating. C. The manual handle shall charge the operating mechanism for opening, closing and grounding of the switches and fault interrupters. 3. Operating mechanisms shall be equipped with an operation selector to prevent inadvertent operation from the closed position directly to the grounded position, or from the grounded position directly to the closed position. The operation selector shall require physical movement to the proper position to permit the next operation. 4. Operating shafts shall be padlockable in any position to prevent operation. 5. All exterior welded seams shall be filled and sanded smooth for neat appearance. b. To remove oils and dirt, to form a chemically and anodically neutral conversion coating to improve the finish-to-metal bond, and to retard underfilm propagation of corrosion, all surfaces shall undergo a thorough pretreatment process comprised of a fully automated system of cleaning, rinsing, phosphatizing, sealing, drying, and cooling, before any protective coatings are applied. By utilizing an automated pretreatment process, the enclosure shall receive a highly consistent thoroughly treatment, eliminating fluctuations, in reaction time, reaction temperature, and chemical concentrations. C. The finish shall be inspected for scuffs and scratches. Blemishes shall be , touched up by hand to restore the protective integrity of the finish. d. The finish shall be olive green, Munsell 7GY3.29/1.5. F. Pad-Mounted Style(PMH-9) 1. Switchgear Construction a. Enclosure shall be tamper-resistant, free-standing with the provisions for bottom cable entrance and exits. Roof shall be undercoated and bottom shall be equipped with a gasket. b. Provide barriers for fuses and as required for BIL rating C. Source circuit switches shall be 600 Amp with external handle for the three- pole live switching. d. Provide provisions to store spare fuses in each door. G. Metal Enclosure Switchgear 1. Switchgear shall be of the metal enclosed type complying with the design and function requirements of the project. MEDIUM VOLTAGE SWITCHES 16484-4 FTW00112 2. Provide metal enclosed interrupter switchgear consisting of indoor style self supporting bays containing interrupter switches, power fuses and necessary 00501 accessory components, completely factory assembled and operationally checked. 3. Complete assembly shall be constructed in accordance with minimum construction specifications of the switch and fuse manufacturer to provide adequate electrical clearances and adequate space for fuse handling, cable pulling and cable terminations. 4. Switchgear shall be no taller than 102". 5. Enclosures shall be minimum 1 f guage panel-grade sheet steel with structural joints and buttjoints welded and external seams ground flush and smooth. Each bay containing high voltage components shall be a complete unit with full side sheets resulting in a double wall construction between bays. Furnish two 4' fiberglass single-head universal poles, equal to S&C Catalog No. 4451 RZ-E. b. Furnish twograppler-type fuse handling tool suitable for removing or installing SM-5 fuse holders. Tools shall be equal to S&C Catalog No. 4423. J. Labeling 1. Hazard-Altering Signs a. The exterior of the pad-mounted enclosure shall be provided with "Warning- Keep Out-Hazardous Voltage Inside- Can Shock, Burn, or Cause Death" signs. b. Each unit of switchgear shall be provided with "Danger-Hazardous Voltage- Failure to Follow These Instructions Will Likely Cause Shock, Burns, or Death" sign. The text shall further indicate that operating personnel must know and obey the employers's work files, know the hazards involved, and use proper protective equipment and tools to work on this equipment. C. Each unit of switchgear shall be provided with a "Danger-Keep Away- Hazardous Voltage-Will Shock,Bum, or Cause Death" sign. „ K. Nameplates, Ratings Labels, and Connection Diagrams a. Each unit of switchgear shall be provided with a nameplate indicating the manufacturer's name, catalog number, model number, date of manufacture, and serial number. b. Each unit of switchgear shall be provided with a ratings label indicating the following voltage rating: main bus continuous rating; short-circuit rating, fault interrupter ratings including interrupting and duty-cycle fault-closing; and load-interrupter-switch ratings including duty-cycle-fault-closing and short-time. 3.00 EXECUTION 3.01 INSTALLATION A. Assemble and install the equipment in accordance with instructions and directions furnished by the Manufacturer, and as detailed on the Plans. If neither are available, install the equipment using the best recognized practices of the electrical industry and trade. Manufacturer's representative-shall be-available to advise the-Contractor in this work. Make all electrical connections to all equipment specified. B. Furnish the services of an experienced Erection Engineer who shall be experienced in the MEDIUM VOLTAGE SWITCHES 16484-6 FTWO0112 assembly and wiring of the switchgear units of similar size and character. He shall direct the installation of the equipment and shall assist and advise with the electricians or other workmen who are performing the actual work of installing the switchgear. He also shall assist in the adjustment and testing of the equipment. C. Adjust the calibration of protective relays according to the schedule and test the settings. Prepare a card index for the relays, the settings, the test results and marked thereon, and submit to the Owner. D. Instruct the operating and maintenance personnel in principle of operation of all major devices and the care and maintenance of components included in the switchgear. E. Time spent on the job by the Erection Engineer shall be adequate for performing the above functions but shall in no case be less than that tabulated below: Trips to the project, days: 4 -(8-hour days which does not include travel time) Supervision&work, days: 4 -(8-hour days which does not include travel time) Training, days: 1 -(8-hour day which does not include travel time) 3.02 FIELD QUALITY CONTROL Upon completion of the installation, perform continuity tests and functional checkout to assure the proper operation of all equipment. The manufacturer's representative shall be available to assist the Contractor in checking the operation of the Pad-Mounted Switchgear. Tests shall be conducted to assure proper operation of all circuits. The manufacturer's representative shall assist in correcting any deficiencies at no expense to the Owner. 3.03 CLEAN AND ADJUST The manufacturer shall furnish sufficient touch-up paint of the same type and color used at the factory to repair damages incurred in installation. Perform touch up painting to achieve the original paint thickness, quality and appearance.
