WHEREAS, the City of Fort Worth (City) and White Rock Consultants (Engineer)
made and entered into City Secretary Contract No. 23144, (the Contract) which was
authorized by the City Council by M&C C-16216 on the 12th day of August, 1997; and
WHEREAS, the Contract involves engineering services for the following project:
Engineering Agreement for the Main 195AR Drainage Area Sanitary Sewer
System Evaluation Study and Improvements (Group 7, Contract 4) Project No.
PS-58-070580410080
WHEREAS, it has become necessary to amend said Contract to include an
increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the
Contract:
1.
Article 1, Section 1 of the Contract is amended to include the additional
engineering services specified in a proposal letter dated July 18, 2000, a copy of which
is attached hereto and incorporated herein.
2.
Article 2 of the Contract is amended to provide for an increase in the maximum
fee to be paid to Engineer for all work and services performed under the Contract, as
amended, so that the total fee paid by the City for ail worK ana services shall not exceeu
the sum of $ 948,002.40

remain in full force and effect.

Dear Mr. Harter:
Due to the deteriorated condition of the sanitary sewer collection system discovered
during the initial phase of field investigation, additional line segments were selected for
further field investigation to ascertain the extent and nature of the defects. Therefore, it
has become necessary to revise of the scope of the engineering agreement provided by
White Rock Consultants. This letter summarizes the scope and related costs for the
additional services necessary to complete the sanitary sewer system evaluation in the
drainage areas.
The engineering services to be performed under this Amendment No. 2 include
additional manhole inspection, smoke testing, and television inspection tape review,
analysis, and recommendations.
Item 1 Adjustment of SSES Field Inspection Quantities
The original scope of work was based on estimates of the amount of collection system
within the M-195AR Project Area. During the course of the project, the amount of
footage and the quantity of manholes that were actually in the area was slightly more
than estimated.

Because of the poor condition of the sewer lines encountered, the amount of TV
inspection required within the M-195AR, M-219, and M-311 Drainage Areas was
considerably greater than the quantities estimated in the original contract document in

order to investigate and renovate a larger quantity of failed sewer lines. Most of the
increased TV inspection in the M-195AR Area was conducted by ACE Pipe, the cleaning
contractor. Approximately 8,000 LF of the additional TV inspection in the M-195AR Area
was provided by Field Operations. This substantial increase in TV inspection data
required a substantial increase in the amount of data review and analysis required to
provide rehabilitation recommendations. The quantities are summarized as follows:

SUBJECT APPROPRIATION ORDINANCE AND AWARD OF ENGINEERING AGREEMENT TO
WHITE ROCK CONSULTANTS FOR MAIN 195AR DRAINAGE AREA SANITARY SEWER
SYSTEM EVALUATION STUDY AND IMPROVEMENTS (GROUP 7, CONTRACT 4)
RECOMMENDATION:
It is recommended that the City Council:
1 . Approve the transfer of $899,590.00 from the Water and Sewer Operating Fund to the
Sewer Capital Project Fund; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Sewer Capital Project Fund in the amount of $899,590.00, from
available funds; and
3. Authorize the City Manager to execute an engineering agreement with White Rock
Consultants in the amount of $881,590.00 for the Main 195A Drainage Area Sanitary
Sewer System Evaluation Study and Improvements (Group 7, Contract 4).
DISCUSSION:
The engineering services to be performed under this agreement consist of: continuous
wastewater flow and rainfall monitoring to determine the existing flow; detailed sewer system
evaluation survey (SSES) to identify the nature and locations of defects in the collection system;
and, hydraulic modeling and engineering analysis to develop plans for removal of public and
private inflow and infiltration sources and relief sewer to transport remaining flow. The project
scope also includes preparation of contract documents and management of a sewer cleaning
project concurrent with the SSES. In addition, this agreement includes the design for
replacement or rehabilitation of approximately 39,646 linear feet of sewer, design of
approximately 10,000 linear feet of relief sewer, design for rehabilitation or replacement of
approximately 200 manholes, and post-construction evaluation and certification services. The
Engineer will also conduct follow-up investigations based on recent sewer overflows, customer
complaints, and maintenance activity in order to identify sources of inflow and infiltration and
recommend improvements in the M-219 and M-311 Drainage Areas.
The project is a part of the Fort Worth Wastewater Program to comply with an Administrative
Order from the U.S. Environmental Protection Agency to eliminate sewer overflows in the City's
wastewater collection system.
The M-195AR Drainage Area is located in the southern part of Fort Worth in the Sycamore Creek
Drainage Basin (COUNCIL DISTRICTS 3, 6, and 9). The area is generally bound on the north by
Boyce Avenue, the east by the Union Pacific Railroad, the south by Southwest Loop 820, and
the west by Odessa Avenue and Rector Avenue.

SYSTEM EVALUATION STUDY AND IMPROVEMENTS (GROUP 7, CONTRACT 4)
The M-219 Drainage Area is located in the northern part of Fort Worth in the West Fork Drainage
Basin (COUNCIL DISTRICT 2). The area is generally bound on the north by Azle Avenue, the east
by McKinley Avenue, the south by the West Fork of the Trinity River, Ohio Garden Road and
Southbrook Drive, and the west by Roberts Cut-off Road and Skyline Drive.
The M-311 Drainage Area is located in the western part of Fort Worth in the Clear Fork Drainage
Basin (COUNCIL DISTRICT 3). The area is generally bound on the north by the West Freeway
(1-30) and the Weatherford Highway (Spur 580), the east by Bryant Irvin Road, the south by the
Clear Fork of the Trinity River, and the west by Alta Mere Drive and Penrose Avenue.
White Rock Consultants is in compliance with the City's M/WBE Ordinance by committing to
24% M/WBE participation. The City's goal on this project is 24%.
In addition to the above engineering fee, $18,000 is included for project management and
review.
FISCAL INFORMATION/CERTIFICATION:
The Director of Fiscal Services certifies that upon approval and completion of recommendation
1, and the adoption of the attached appropriation ordinance, funds will be available in the current
capital budget, as appropriated, of the Sewer Capital Project Fund.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to transfer $53,667.30 from the Water and Sewer Operating Fund to the
Sewer Capital Project Fund; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Sewer Capital Project Fund in the amount of$53,667.30 from available funds; and
3. Authorize the City Manager to execute Amendment No. 1 with White Rock Consultants, Inc. in the
amount of $53,667.30 to provide for additional design and survey services, thereby increasing the
contract amount to $935,257.30.
DISCUSSION:
On August 12, 1997 (M&C C-16216), the City Council authorized the City Manager to execute a
contract with White Rock Consultants, Inc. in the amount of $881,590.00 for Main 195AR Drainage
Area Sanitary Sewer Evaluation Study and Sewer System Improvements (Group 7, Contract 4).
This amendment will allow the consultant to provide survey services, legal descriptions and plats to
prepare a master easement document for the replacement of a project sewer lateral located on federal
property on the campus of the Fort Worth Federal Center. The existing 50-year easement for the sewer
lateral across the Federal Center will expire on February 2, 2001. It is therefore necessary to prepare
and execute new easement documents for all the sewer laterals located on the federal property. It is
also necessary to prepare additional right-of-entry agreements which will provide additional work space
for construction in the rear of residential properties.
In addition, the amendment will provide for the design of an additional 1,000 linear feet of severely
deteriorated sewer pipe located within the project area that connects to project sewer lines. The poor
condition of this pipe was unknown at the time the contract was approved by the City Council.
Staff considers the proposed fee to be fair and reasonable for the additional services to be provided.
