City Secretary Contract No.24248 Halff Associates Inc. entered into an agreement with the City of Fort Worth on September 9, 1998 (City Secretary Contract No. 24248, M&C C-16982) to provide engineering support and contract administration services for four separate tasks not to exceed a total fee of$167,200.00. The four services/tasks included: 1. Further Processing, Removal and Reuse of Biosolids from the Drying Beds. 2. Long-Term Solids Dewatering, Processing and Disposal at VCWWTP. 3. Survey of Biosolids Management Practices. 4. Preparation of Plans and Specifications for the New Long-Term Solids Dewatering, Processing and Disposal Contract. Tasks 3 and 4 have been completed. Tasks 1 and 2 were structured on a yearly basis to coincide with the City's fiscal year and the associated engineering fees were budgeted accordingly. Task 1 has two years remaining and will not be completed until September 30, 2002. Task 2 was established to end in the same year as the initial term of the Long-Term Solids Dewatering, Processing and Disposal Contract between the City and Oscar Renda Contracting Inc. (ORC/AMG). The initial term of the ORC/AMG contract ended in April 2000, but the contract was negotiated and extended for a second 5- year term to end in 2005. The final year of Task 2 of the Halff contract ended on September 30, 2000. As of September 30, 2000 a total of approximately $29,843.94 of unallocated, unspent monies existed in the various budgets of the Halff contract as shown in the following table: Task Description of Task Monies 1 Further Processing, Removal and Reuse of Biosolids from $ 5,529.01 the Drying Beds 2 Long-Term Solids Dewatering, Processing & Disposal $ 7,748.36 3 Preparation of Plans and Specifications $16,566.57 TOTAL UNALLOCATED MONIES $29,843.94 The Water Department desires to: Extend the term of Task 2 - to end on September 30, 2002 to coincide with the end of Task 1. It is hereby agreed that Task 2, Construction Administration Services for the Long- Term Solids Dewatering, Processing and Disposal will be extended an additional two years with a fee of $7,500 for the Year - October 1, 2000 through September 30, 2001 and $7,500 for the Year - October 1, 2001 through September 30, 2002. Add a new task (Task 5) - for services to prepare a master plan for the Sludge Drying Bed Area. In approx. two years all sludge will be removed from the drying beds. The Water Dept. desires to have a plan in place for this area. The scope of work for services for this task will include: a. Review proposals by Audubon Society and US Fish and Wildlife for joint use of the Drying Beds. Proposals will be reviewed to determine the impact on the City's long-term use of the site. b. Review proposals to determine the effects, if any, on federal and state discharge permits. C. Determine improvements to the Drying Bed site to accommodate joint use. d. Assist the City in negotiating cost and maintenance sharing agreements with Audubon Society and U.S. Fish and Wildlife. e. Provide other services as the City may request. The total fee for this task will be $14,843.94. The attached table shows the fees associated with the new tasks. Task Description of Task Unallocated Monies 2 Long-Term Solids Dewatering, Processing & Disposal $7,500.00 (Year 6 - October 1, 2000 through September 30, 2001) 2 Long-Term Solids Dewatering, Processing & Disposal $ 7,500.00 (Year 7 — October 1, 2001 through September 30, 2001) 5 Master Plan Sludge Drying Bed Area $14,843.94 TOTAL $29,843.94 It is understood that the total maximum fee of $167,200.00, established by the contract will remain the same amount and not increase. FOR GENERAL ENGINEERING SUPPORT AND CONTRACT ADMINISTRATION SERVICES FOR THE VILLAGE CREEK WASTEWATER TREATMENT PLANT BIOSOLIDS PROCESSING AND DISPOSAL CONTRACTS RECOMMENDATION: It is recommended that the City Council authorize a contract amendment with Halff Associates, Inc. to redefine the scope of work for general engineering support and contract administration services associated with Biosolids Processing and Disposal contracts at Village Creek Wastewater Treatment Plant (VCWWTP) at no additional cost. DISCUSSION: Halff Associates, Inc. entered into an agreement with the City on September 9, 1998 (City Secretary Contract No. 24248, M&C C-16982) to provide engineering support and contract administration services for four separate tasks not to exceed a total fee of$167,200. The four services/tasks included: 1. Further Processing, Removal and Reuse of Biosolids from the Drying Beds; and 2. Long-Term Solids Dewatering, Processing and Disposal at VCVWVTP; and 3. Survey of Biosolids Management Practices; and 4. Preparation of Plans and Specifications for the New Long-Term Solids Dewatering, Processing and Disposal Contract. Tasks 3 and 4 have been completed and Task 1 is ongoing. Task 2 of the Halff Associates, Inc. contract provides continuing engineering support for the long term solids dewatering, processing and disposal of daily solids production from the VCVVWTP. This contract was scheduled to be complete in September 2000, however, staff recommends extending the term of this engineering support for two additional years, ending in September 2002. This will allow continued monitoring of the performance of the Long-Term Solids Dewatering, Processing and Disposal Contract between the City and Oscar Renda Contracting, Inc. (ORC/AMG) which has been extended to April 2005. Halff Associates, Inc. has provided a proposal to extend the engineering services associated with Task 2 for an additional two years, and to prepare a master plan for the Drying Bed Area at no additional cost. It is understood that the total maximum fee of $167,200 established by the contract will remain the same and not increase. All other items and conditions of the contract will remain in force.
