WHEREAS, the City of Fort Worth ("City") and United Way of Tarrant County
("United Way"), made and entered into City Secretary Contract No. 47830 (the "Agreement")
for the purpose of United Way providing services to the homeless by acting as a funding conduit
for the programs funded by City as part of Directions Home, the City's ten year plan to make
homelessness rare, short-term and nonrecurring.
WHEREAS, the Agreement provided funding of$2,602,676.00 for Program Year VIII
of Directions Home;
WHEREAS, funding was allotted for Directions Home initiatives such as: Rental
Assistance, Housing Retention Services, Tenant Supportive Services, Housing Placement
Services, Critical Documents Clerk, Direct Client Services Fund, Continuum of Care Planning
and Coordination, Independent Evaluation, The Shortest Way Home Community Engagement
Plan and Project Homeless Connect;
WHEREAS, United Way has served as the fiscal and grant-making agent for Directions
Home since 2008 at no cost to the City;
WHEREAS, this Amendment serves to clarify that one of the initiatives for Program
Year VIII was intended to provide an administrative fee to United Way in the amount of
$119,731.00 to be included in the $2,602,676.00 that has previously been appropriated for
Program Year VIII;
WHEREAS, the administrative fee represents less than five percent of the total
Directions Home budget and is consistent with current grant management practices;
WHEREAS, United Way will provide increased program support, financial oversight,
monitoring and coordination for Directions Home and related funding;
WHEREAS, during Program Year VII (Fiscal Year 2015), an additional $130,700.00
was allocated for Directions Home initiatives and was disbursed by United Way to the Tarrant
County Homeless Coalition for Direct Client Services Fund Administration;
WHEREAS, staff has determined that these funds have not been reimbursed to the
United Way and require appropriation by the City Council;
NOW THEREFORE, City and United Way, acting herein by and through their duly
authorized representatives, agree to amend the Agreement as follows:
1. Additional funds in the amount of$130,700.00 are hereby added to the Agreement to
reimburse United Way for funds advanced to the Tarrant County Homeless Coalition
in Program Year VII for Directions Home initiatives for a total contract amount of
$2,733,376.00.

2. United Way is hereby authorized to retain an administrative fee in the amount of
$119,731.00 to be paid from the $2,602,676.00 previously allocated for Program Year
VIII.
3. This Amendment is effective as of the Effective Date of the Contract.
4. All terms and conditions of the Contract not amended herein remain unaffected and in
full force and effect, are binding on the Parties and are hereby ratified by the Parties.
Capitalized terms not defined herein shall have the meanings assigned to them in the
Contract.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager or his designee to approve payment of an Administrative Fee for
United Way in the amount of$119,731.00 for oversight and implementation of Directions Home,
the City's ten year homelessness plan funds were appropriated by Mayor and Council
Communications C-28688; and
2. Authorize the City Manager or his designee to approve a reimbursement to United Way of
Tarrant County in the amount of$130,700.00 for funds that were paid to Tarrant County Homeless
Coalition for the implementation of Directions Home initiatives.
DISCUSSION:
Since 2008, United Way of Tarrant County (United Way) has served as the fiscal and grant-
making agent for Directions Home, the City's ten year plan to make homelessness rare, short-term
and nonrecurring, at no cost to the City. On April 19, 2016, the City Council authorized an
Agreement on Program Year VIII with United Way in the amount of$2,602,676.00 for the
implementation of Directions Home initiatives Mayor and Council Communication (M&C C-
27688). An administrative fee in the amount of$119,731.00 to United Way was included in the
appropriated funds; this M&C serves to formally clarify the intent of funding. The administrative
fee represents less than five percent of the total Directions Home budget and is consistent with
current grant management practices. United Way will provide increased program support.

During Program Year VII (Fiscal Year 2015), Staff allocated an additional $130,700.00 for
Directions Home initiatives and United Way disbursed this amount to the Tarrant County
Homeless Coalition for Direct Client Services Fund Administration. However, Staff has
subsequently determined that these funds had not been properly appropriated. Staff recommends
that the reimbursement to United Way be made from the Neighborhood Services Department's
Fiscal Year 2016 budget resulting from salary savings. This action will make United Way whole
for the funds it advanced to the Tarrant County Homeless Coalition for Directions Home initiatives.

CONSENT HEARING:
SUBJECT: Authorize Execution of an Agreement with the United Way of Tarrant County in the
Amount of$2,602,676.00 to Implement Action Items from Directions Home, the City's Ten
Year Plan to Make Homelessness Rare, Short-Term and Nonrecurring (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager or his designee to execute an Agreement with the United Way of
Tarrant County in the amount of$2,602,676.00 for a term commencing upon execution and
terminating on May 31, 2017 for the implementation of initiatives described in Directions Home, the
City's ten year plan to make homelessness rare, short-term and nonrecurring;
2. Authorize the City Manager or his designee to extend or renew the Agreement for up to one year if
United Way of Tarrant County requests an extension and it is necessary for the completion of the
program; and
3. Authorize the City Manager or his designee to amend the Agreement if necessary to achieve
program goals provided that the amendment is within the scope of the program and in compliance
with City policies and applicable laws and regulations.
DISCUSSION:
On June 17, 2008, the City Council adopted Directions Home, the City's 10 year plan to make
homelessness rare, short-term and nonrecurring (Resolution No. 3628-06-2008). The United Way of
Tarrant County (United Way) has served as the fiscal and grant-making agent for public and private
funds in support of Directions Home at no cost to the City. The United Way, in close consultation with
Staff, oversees an annual grant-making process for community organizations to operate initiatives
that accomplish the strategies contained in Directions Home.
On February 22, 2016, the Fort Worth Advisory Commission on Ending Homelessness met and
received public comment and has advised Staff on funding priorities for the coming year. Staff
recommends that the City Council approve a new Agreement with United Way for the administration
of funds allocated by the City Council in Fiscal Year 2016 for Program Year VIII of Directions
Home. The Agreement will cover initiatives such as:
Rental Assistance to offset a portion of the Fair Market Rent (FMR) on a modest apartment so
that a vulnerable household can move off the streets and out of emergency shelters;
Housing Retention Services to provide case management/supportive services for highly
vulnerable tenants who are receiving rental assistance;
Tenant Support Services to provide specialized behavioral health assessments/care and support
to tenants receiving rental assistance;

Housing Placement Services to assist unsheltered and emergency sheltered people who are
homeless secure permanent housing;
Critical Documents to provide document application and processing services for people who are
homeless;
Direct Client Services Fund to fill unmet needs which help people increase housing stability,
employment, self-sufficiency and access to health services;
Continuum of Care Coordination to implement multiple Directions Home action items by the
Tarrant County Homeless Coalition and operate the community-wide Homeless Management
Information System (HMIS);
Independent Evaluation to promote program improvement and accountability for consumers,
funders and the public;
The Shortest Way Home Community Engagement Plan to encourage public participation in
local efforts to end homelessness through volunteerism, donations and support; and
Project Homeless Connect which is a one-day, one-stop services and hospitality fair to be held
in April 2017.
Staff recommends the execution of an Agreement with United Way of Tarrant County in the amount
of$2,602,676.00 for the implementation of initiatives described in Directions Home.
FISCAL INFORMATION/CERTIFICATION:
The approval of this action provides contract authority up to $2,602,676.00 as specified. The Director
of Finance certifies that funds are available in the current operating budget as appropriated, of the
General Fund and that prior to an expenditure being made, Neighborhood Services Department has
the responsibility to validate the availability of funds.
