7=IRx;29 the City of Fort Worth (CITY) and Lockwood,
Andrews & Newnam, Inc. , ENGINEER) made and entered into City
Secretary Contract No. 45280, (the CONTRACT) which was
authorized by M&C C-26567 on the 19th day of September, 2013
in the amount of $575,828 . 00; and
_TMERIKA9, the CONTRACT was subsequently revised by
Amendment No. 1 in the amount of $168, 311 . 00 which was
authorized by M&C C-26964 on September 9, 2014 .
WIDII RZA2, the CONTRACT involves engineering services for
the following project:
Sycamore Creek Drainage Basin Parallel Interceptor
Improvements at Various Locations with the Sycamore
Creek Drainage Basin
M=MM6, it has become necessary to execute Amendment
No .2 to the CONTRACT to include an increased scope of work and
revised fee.

through their duly authorized representatives, enter into the
following agreement, which amends the CONTRACT:

Article I of the CONTRACT is amended to include the
additional engineering services specified in a proposal dated
July 18 , 2016, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional
design services to be performed by Engineer totals
$839, 715 . 00 .

Article II of the CONTRACT is amended to provide for an
increase in the fee to be paid to Engineer for all work and -n
services performed under the Contract, as amended, so that the -< C!

Sycamore Creek Interceptor Rehabilitation
Dear Mr. Conlon:
A conceptual design for all phases of the Sycamore Creek relief interceptor (totaling approximately
22,500 LF) was previously prepared and submitted to CITY in August 2014 under the original
contract agreement. This request details the additional effort required to complete the design,
bidding and construction phase services for Phase 1 of the subject project totaling
approximately 5,900 linear feet. The task/hour breakdown for the specific activity is attached,
but, in summary, the following items are included in this request:
• Conceptual (30%) Design ($17,250)
• Preliminary (60%) Design ($382,250)
• Final Design (90%) and Final Construction Documents ($131,000)
• Bid Phase Services ($18,250)
• Construction Phase Services ($51,100)
• ROW/Easement Services ($66,615)
• Survey and Subsurface Utility Engineering Services ($123,250)
• Allowances ($50,000)
The following presents the project fee summary:

As noted on the attached breakdown, the additional effort associated with tasks above totals
$839,715. Of this, 32.11% ($269,665) is proposed to be performed by small business partners

ENGINEER shall manage change,
■ communicate effectively,
■ coordinate internally and externally as needed, and
■ proactively address issues with the CITY's Project Manager and others as
necessary to make progress on the work.
1.1. Managing the Team
• Lead, manage and direct design team activities
• Ensure quality control is practiced in performance of the work
• Communicate internally among team members
• Task and allocate team resources
1.2. Communications and Reporting
• Attend one (1) pre-design project kickoff/chartering meeting with CITY staff to confirm
and clarify scope, understand CITY objectives, and ensure economical and functional
designs that meet CITY requirements
• Conduct review meetings with the CITY at the end of each design phase (formal
submittal)
• Prepare invoices and submit monthly in the format requested by the CITY.
• Prepare and submit monthly progress reports in the format provided by the Water
Department as long as work is ongoing.
• Prepare and submit baseline Project Schedule initially, and Project Schedule updates
with a schedule narrative monthly, as required in Attachment D to this Standard
Agreement and according to the City of Fort Worth's Schedule Guidance Document
as long as work is ongoing.
• Complete Monthly M/WBE Report Form and Final Summary Payment Report Form at
the end of the project
• Coordinate with other agencies and entities as enumerated in Article 3.4 as
necessary for the design of the proposed infrastructure, and provide and obtain
information needed to prepare the design
• With respect to coordination with permitting authorities, ENGINEER shall
communicate with permitting authorities such that their regulatory requirements are
appropriately reflected in the designs. ENGINEER shall work with regulatory
authorities to obtain approval of the designs, and make changes necessary to meet
their requirements, as part of the design scope.
• Personnel Identification: When conducting site visits to the project location, the
ENGINEER or any of its sub-consultants shall carry readily visible information
identifying the name of the company and the company representative.

TASK 2. CONCEPTUAL DESIGN (30 PERCENT).
A conceptual design for all phases of the Sycamore Creek relief interceptor (totaling
approximately 22,500 LF) was previously prepared and submitted to CITY in August 2014
under a separate agreement. That effort included:
• 11x17 preliminary plan and profile sheets for the preferred route, including
conceptual locations of manholes, siphons, junction boxes and tunneling extents
and,
• Conceptual Engineer's Opinion of Probable Construction Cost (OPCC) without
consideration to timing of improvements and inflation between phases to full build
out of the interceptor.
ENGINEER will further develop the conceptual design of the infrastructure as follows.
2.1. Data Collection
• In addition to data obtained from the CITY, ENGINEER will research proposed
improvements in conjunction with any other planned future improvements that
may influence the project.
• The ENGINEER will also identify and seek to obtain data for existing conditions
that may impact the project including but not limited to; utilities, agencies (TxDOT

and railroads), City Master Plans, and property ownership as available from the
Tax Assessor's office.
• The data collection efforts will also include conducting special coordination
meetings with affected property owners and businesses as necessary to develop
sewer re-routing plans, access plans or to develop consensus of proposed
improvements. One (1) special coordination meeting is anticipated with each of
the following for this phase of work with other meetings anticipated detailed
elsewhere in this scope:
• Texas Department of Transportation;
• City of Fort Worth Transportation and Public Works Department;
• City of Fort Work Parks and Community Services Department;
• Oncor;
• Sycamore Creek Golf Course;
• Humane Society of North Texas; and,
• The Salvation Army;

3.1. Environmental Assessment
• ENGINEER shall complete an Environmental Assessment along the proposed
pipeline route to meet National Environmental Policy Act (NEPA) requirements.

3.2. Development of Preliminary Design Drawings and Specifications shall include the
following:
• Cover Sheet
• A Project Control Sheet, showing all Control Points, used or set while gathering
data. Generally on a scale of not less than 1:400. The following information shall
be indicated for each Control Point: Identified (existing City Monument#8901, PK
Nail, 5/8" Iron Rod); X, Y and Z Coordinates, in an identified coordinate system,
and a referred bearing base. Z coordinate on City Datum only; descriptive location
(i.e. set in the centerline of the inlet in the South curb line of North Side Drive at the
East end of radius at the Southeast corner of North Side Drive and North Main
Street).
• Overall proiect easement layout sheet(s) with property owner information.
• Overall project sanitary sewer layout sheets. The sewer layout sheet shall
identify the proposed sewer main improvement/existing sewer mains and all
sewer appurtenances in the vicinity.
• Coordinates on all P.C.'s, P.T.'s, P.l.'s, manholes, valves, mainline fittings, etc.,
in the same coordinate system as the Control Points.
• Bench marks per 1,000 ft of plan/profile sheet—two or more.
• Bearings given on all proposed centerlines, or baselines.
• Station equations relating utilities to paving, when appropriate.
• Plan and profile sheets which show the following: proposed sanitary sewer
plan/profile and recommended pipe size, manholes, existing utilities and utility
easements, and all pertinent information needed to construct the project. Legal
description (Lot Nos., Block Nos., and Addition Names) along with property
ownership shall be provided on the plan view.
• Tunnel design plans and details.
• Tree mitigation plans, including a project layout (in isolated areas) with tree
locations graphically identified by tree number with appropriate protection,
removal, and/or replacement measures to be utilized defined
• Coordination with the City of Fort Worth Parks department to determine
construction access routes through Gateway Park and adequate protection and
rehabilitation measures for the impacted vegetation and Trinity Trail System.
• Access management plans, including a project layout sheet with access locations
available for use by the CONTRACTOR graphically identified
• Erosion control plans, utilizing erosion control measures to be incorporated by
the CONTRACTOR during the preparation of a Storm Water Pollution Prevention
Plan (SWPPP) that is consistent with the Texas Commission on Environmental
Quality Pollutant Discharge Elimination System (TPDES) Permit requirements
• 60% design level specifications that shall include:

• Standard CITY specifications utilized to the fullest extent possible;
• Special/project specific specifications including by-pass pumping requirements
for wet weather flow conditions and pumping shut down if/as required for
system tie-in locations;
• Front-end documents as provided bV the CITY;
• Special specifications; and,
• Bid form.
• The ENGINEER shall make provisions for reconnecting all identifiable wastewater
service lines which connect directly to any main being replaced, including
replacement of existing service lines within City right-of-way or utility easement.
When the existing alignment of a sanitary sewer lateral is changed, provisions will
be made in the final plans and/or specifications by the ENGINEER to relocate all
service lines which are connected to the existing main and connect said service
lines to the relocated main.
• The following shall be applicable at all locations where it is necessary to relocate or
reroute an existing private sanitary sewer service line due to the abandonment or
realignment of the existing public sanitary sewer lateral or main: The CITY shall
furnish the ENGINEER with a sample format of how the sewer service line
reroute/relocation should be designed and submitted for construction. During
design survey, if a rod can be inserted through the cleanout to the bottom of the
service line, the ENGINEER will obtain the flow line elevation and design the
service line prior to advertising the project for bid. If the service flow line
information cannot be obtained during design survey, the ENGINEER shall delay
the design of the sewer service line until after a Quality Level A Subsurface Utility
Engineering (SUE investigation has been performed). The Level A SUE will be
performed; (1) by the ENGINEER if included in the fee proposal (see Article 8.2);
or(2) by the CITY prior to bidding if the CITY determines that it is needed for
satisfactory completion of the design; or (3) by the Contractor after the project has
been bid, by means of a bid item to that effect. In all options, the ENGINEER shall
propose appropriate de-hole locations in the project and collect flow line elevation
and other applicable information of the sewer service line. The ENGINEER shall
use this information to provide the design for the sanitary sewer service line to be
rerouted or relocated.
• Provide map showing location of new manhole construction at the end of existing
sewer segments, 90 degree bends, or tee connections. Site survey or specific
design plans for manhole construction are not included as part of the scope. The
contract documents shall specify that it is the Contractor's responsibility to
coordinate utility location, etc. manhole construction.
• The ENGINEER will prepare standard and special detail sheets for sewer
rehabilitation or replacement that are not already included in the D-section of the
CITY's specifications. These may included connection details between various
parts of the project, tunneling details, boring and jacking details, waterline
relocations, details unique to the construction of the project, trenchless details, and
special service lateral reconnections.

3.3. Geotechnical Investigation
• Soil investigations, including field and laboratory tests, borings, related
engineering analysis and recommendations for determining soil conditions will be
made at no more than ten (10) locations along the conceptual alignment. In
addition to the above investigations, borings and appropriate field and laboratory
analysis will be made at reasonable intervals along the project alignment for the
Contractor's use in determining soil conditions for preparing bids and a Trench
Safety Plan.
3.4. Stakeholder Coordination
• Development of Preliminary Design documents will also include conducting
additional special coordination meetings with affected property owners and
businesses as necessary to further develop sewer re-routing plans, access plans
or to develop consensus of proposed improvements (Phases I only). Anticipated
special coordination meetings are anticipated with the following, with the
anticipated number of meetings identified for each in parenthesis below:
• Texas Department of Transportation (2);
• City of Fort Worth Transportation and Public Works Department (1);
• City of Fort Work Parks and Community Services Department (4);
• Sycamore Creek Golf Course (4);
• Oncor (1); and,
• Other (4).
3.5. Constructability Review
• Prior to the 60 percent review meeting with the CITY, the ENGINEER shall
schedule and attend a project site visit with the CITY Project Manager and
Construction personnel to walk the project. The ENGINEER shall summarize the
CITY's comments from the field visit and submit this information to the CITY in
writing.
3.6. Utility Clearance
• The ENGINEER will consult with the CITY's Transportation and Public Works
Department, Water Department, and other CITY departments, public utilities,
private utilities, and government agencies to determine the approximate location
of above and underground utilities and other facilities (current and future) that
have an impactor influence on the project. ENGINEER will design CITY facilities
to avoid or minimize conflicts with existing utilities and where known and possible
consider potential future utilities in designs.
• The ENGINEER shall upload individual DWF files as requested by the City for
each plan sheet of the approved preliminary plan set to the designated project
folder in Buzzsaw for forwarding to all utility companies which have facilities within
the limits of the project. The DWF files should be created directly from the CAD
files as opposed to PDF files.

3.7. Traffic Control Plan
• Develop a traffic control plan utilizing standard traffic reroute configurations
posted as "Typicals" on the CITY's Buzzsaw website. The typicals need not be
sealed individually, if included in the sealed contract documents.
• Develop supplemental traffic control drawings as needed for review and approval
by the Traffic Division of the Transportation and Public Works Department.
These drawings shall be sealed by a professional engineer registered in the
State of Texas.
3.8. Opinion of Probable Construction Cost
• ENGINEER will prepare and submit an opinion of probable construction cost for
the Preliminary Design (60 Percent).
ASSUMPTIONS
• SCHEDULE: Assumed duration of Preliminary Design is six (6) months.
• Two (2) public meeting(s) will be conducted or attended during the preliminary
design phase.
• No more than ten (10) borings with each taken to between five (5) and ten (10)
vertical feet below the depth of proposed improvements totaling approximately
400 vertical feet. ENGINEER shall not proceed with any geotechnical
investigation without prior written approval by CITY. Limited clearing or grubbing
activity is acceptable to the CITY but only as required to perform geotechnical
borings at approved locations.
• Environmental Assessment (EA) will be provided and will include cultural
resources evaluation and waters of the US delineation. However, ENGINEER
shall not proceed with any EA without prior written approval by CITY. CITY will
make available any previous EA or other environmental reports conducted at
identified locations. This EA does not include an Environmental Impact
Statement (EIS), nor does it include extensive site investigations for endangered
species, tribal consultations, archeological dig tests, or wet land delineations.
• No individual USACE 404 permit is required; work is assumed to require no more
than a Nationwide permit. Traffic Control "Typicals" will be utilized to the extent
possible. It is assumed an additional six (6) project specific traffic control sheets
will be developed as needed at various crossings or access points along
proposed improvements.
• Two (2) sets of full size plans will be delivered for the Constructability Review.
• Two (2) sets of full size plans will be delivered for the Preliminary Design (60%
design).
• Five (5) sets of specifications will be delivered for the Preliminary Design (60%
design).
• DWF files created from design CAD drawings will be uploaded to the designated
project folder in Buzzsaw as requested by the CITY.

• The CITY's front end and technical specifications will be used. The ENGINEER
shall supplement the technical specifications where needed and mutually agreed
upon with the CITY.
• Full size electronic drawings will be delivered for Utility Clearance through
Buzzsaw as directed by CITY.
• ENGINEER shall not proceed with Final Design activities without approval by the
CITY of the Preliminary Design plans.

TASK 4. FINAL DESIGN (90 PERCENT) AND FINAL CONSTRUCTION DOCUMENTS
(100 PERCENT).
Upon approval of the Preliminary plans, ENGINEER will prepare construction plans as
follows:
• For projects that disturb an area greater than one (1) acre, the Contractor will be
responsible for preparing and submitting the Storm Water Pollution Prevention Plan
(SWPPP) with appropriate regulatory agencies. ENGINEER will prepare the iSWM
Construction Plan according to the current CITY iSWM Criteria Manual for Site
Development and Construction which will be incorporated into the SWPPP by the
contractor.
• Draft Final plans (90%) and specifications shall be submitted to CITY per the approved
Project Schedule.
• Following a 90% construction plan review meeting with the CITY, the ENGINEER shall
submit Construction Documents (100%) to the CITY per the approved Project Schedule.
Each plan sheet shall be stamped, dated, and signed by the ENGINEER registered in
State of Texas.
• The ENGINEER shall submit a final design estimate of probable construction cost with
both the 90% and 100% design packages. This estimate shall use ONLY standard CITY
bid items unless otherwise approved in writing by CITY.

Design package.

• Two (2) sets of full size drawings and five (5) specifications will be delivered for the
100% Design package.
• A DWF file for the 100% Design will be created from design CAD drawings and will be
uploaded to the project folder in Buzzsaw as requested by CITY.
DELIVERABLES
A. 90% construction plans and specifications.
B. 100% construction plans and specifications.
C. Detailed estimates of probable construction costs including summaries of bid items and
quantities using the CITY's standard bid items (unless otherwise approved in writing)
and format.
D. Original cover mylar for the signatures of authorized CITY officials.
TASK 5. BID PHASE SERVICES.
ENGINEER will support the bid phase of the project as follows.
5.1. Bid Support
• The ENGINEER shall upload all plans and contract documents onto Buzzsaw for
access to potential bidders.
• Contract documents shall be uploaded in an .xIs file.
• Unit Price Proposal documents are to be created utilizing CFW Bidtools only
and combined in a specified spreadsheet workbook, Bid Proposal Worksheet
Template, and will be populated and configured so that all pages are
complete and the Summary Worksheet(s) in the workbook detail and
automatically summarize the totals from the inserted Unit Price Proposal
document worksheets.
• Plan Sets are to be uploaded to Buzzsaw in two formats, .pdf and .dwf files.
The .pdf will consist of one file of the entire plan set. The .dwf will consist of
individual files, one for each plan sheet, and will be numbered and named in
a manner similar to that of the plan set index.
• The ENGINEER shall sell contract documents and maintain a plan holders list on
Buzzsaw from documents sold and from Contractor's uploaded Plan Holder
Registrations in Buzzsaw.

• The ENGINEER will develop and implement procedures for receiving and
answering bidders' questions and requests for additional information. The
procedures shall include a log of all significant bidders questions and requests
and the response thereto. The log shall be housed and maintained in the
project's Buzzsaw folder titled Request for Information. The ENGINEER will
provide technical interpretation of the contract bid documents and will prepare
proposed responses to all bidders questions and requests, in the form of
addenda. The ENGINEER shall upload all approved addenda onto Buzzsaw and
mail addenda to all plan holders.
• Attend one (1) prebid conference in support of the CITY.
• Assist the CITY in determining the qualifications and acceptability of prospective
contractors, subcontractors, and suppliers.
• When substitution prior to award of contracts is allowed in the contract
documents, the ENGINEER will advise the CITY as to the acceptability of
alternate materials and equipment proposed by bidders.
• Attend one (1) bid opening in support of the CITY.
• Tabulate and review all bids received for the construction project, assist the CITY
in evaluating bids, and recommend award of the contract. A copy of the Bid
Tabulation and the CFW Data Spreadsheet created utilizing CFW Bidtools only
are to be uploaded into the project's Bid Results folder on Buzzsaw.
• Incorporate all addenda into the contract documents and issue conformed sets.
5.2 Final Design Drawings
1) Final Design Drawings shall be submitted in both Adobe Acrobat PDF format
(version 6.0 or higher)format and DWF format. There shall be one (1) PDF file
and one (1) DWF file for the TPW plan set and a separate PDF and DWF file for
the Water plan set. Each PDF and DWF file shall be created from the original
CAD drawing files and shall contain all associated sheets of the particular plan
set. Singular PDF and DWF files for each sheet of a plan set will not be
accepted. PDF and DWF files shall conform to naming conventions as follows:
I. TPW file name example — "W-1956—org47.pdf" where "W-1956" is the
assigned file number obtained from the CITY, "_org" designating the file is

ENGINEER will provide support services for construction administration of one (1)
construction contract. ENGINEER shall not assume any responsibility or liability for
performance of the construction services; for the safety of persons and property during
construction; or for compliance with federal, state and local statutes, rules, regulations and
codes applicable to the conduct of the construction services. In addition, ENGINEER shall
have no influence over the construction means, methods, techniques, sequences or
procedures. Construction safety shall remain the sole responsibility of the CONTRACTOR.
ENGINEER will support the construction phase of the project as follows.
6.1 Construction Support
• The ENGINEER shall attend one (1) preconstruction conference.
• After the pre-construction conference, the ENGINEER shall provide project
exhibits and attend no more than two (2) public meeting to help explain the
proposed project to residents. The CITY shall select a suitable location and mail
the invitation letters to the affected customers.
• ENGINEER shall support the CITY in the review shop drawings and submittals
submitted by CONTRACTOR for compliance with design concepts. ENGINEER
shall review and approve or take other appropriate action upon CONTRACTOR's
submittals such as shop drawings, product data, and samples but only for the
limited purpose of checking for conformance with information given and the
design concept expressed in the contract documents.
• ENGINEER shall maintain a log of all shop drawings received and responded to
coordination with CITY.
• The ENGINEER shall visit the project site approximately once per month as
construction proceeds to observe and report on progress for the estimated
construction duration of 18 months. As requested by the CITY, the ENGINEER
shall provide necessary interpretations and clarifications of contract documents,
review change orders, and make recommendations as to the acceptability of the
work.
The ENGINEER shall attend the "Final" project walk through and assist with preparation of
final punch list
6.2 Record Drawings
• The ENGINEER shall prepare Record Drawings from information provided by
the CITY depicting any changes made to the Final Drawings during construction.
The following information shall be provided by the CITY:

• The ENGINEER shall modify the Final Drawings electronically and shall place a
stamp on the plans indicating that they represent Record Drawings of the project
as constructed. The stamp shall be signed and dated by the ENGINEER and
shall be placed on each plan sheet, whether there are any revisions on the sheet
or not. Each sheet shall clearly indicate all changes which apply to that sheet by
clouding and numbering, or other suitable means.
• The following disclaimer shall be included with the Record Drawing stamp:
o These Record Drawings were prepared using information provided by
others and represent the as constructed conditions to the extent that
documented changes were provided for recording. The ENGINEER
assumes no liability for undocumented changes and certifies only that the
documented changes are accurately depicted on these drawings.
• The ENGINEER shall submit a set of sealed Final Drawings, modified and
stamped as Record Drawings, on mylar for record storage. The ENGINEER may
keep copies of the information provided by the CITY for their files, but all original
red-lined drawings shall be returned to the CITY with the mylars.

will transmit electronic (PDF) responses for all reviewed submittals and/or
clarifications via email or CITY designated FTP for distribution to selected
CONTRACTOR.
• Review of submittals will not be conducted for the purpose of determining the
accuracy and completeness of other details such as dimensions and quantities.
• Site observations performed by ENGINEER on a monthly basis, assumed to be
no more than 24 such visits, are for the purpose of observing work only for
general conformance with contract documents. ENGINEER shall not make
inspections or reviews of the safety programs or procedures of the
CONTRACTOR and shall not review CONTRACTOR work for the purpose of
ensuring CONTRACTOR compliance with safety standards. A site observation
report will be prepared with each site visit and made available to the CITY for
record if/as requested.
• Ten (10) RFI's are assumed.
• Two (2) Change Orders are assumed
• One (1) copy of full size (22"x34") mylars will be delivered to the CITY.
When ENGINEER is called upon to observe the work of the CONTRACTOR for the
detection of defects or deficiencies in such work, excluding the ENGINEER's

accordance with the Project plans and specifications, ENGINEER will not bear
any responsibility or liability for such defects or deficiencies or for the failure to so

construction of the project. Required temporary and permanent easements will

7.2. Right-of-Way/Easement Preparation and Submittal.
• The ENGINEER shall prepare documents to be used to obtain right-of-way and
permanent and/or temporary easements required to construct the
improvements.
• The ENGINEER shall submit the right-of-way and/or easement documents to
CITY Project Manager for real property acquisition
• The documentation shall be provided in conformance with the checklists and
templates available on the CITY's Buzzsaw site.
7.3. Temporary Right of Entry Preparation and Submittal
• Prior to construction, the ENGINEER shall prepare and submit Temporary Right
of Entry documents for landowners to CITY Project Manager for real property
acquisition. It is assumed that letters will only be required for land owners
adjacent to temporary construction easements or who are directly affected by
the project and no easement is required to enter their property.
• The documentation shall be provided in conformance with the checklists and
templates available on the CITY's Buzzsaw site.
ASSUMPTIONS
• 16 Easements or right-of-way documents will be necessary.
• One (1) Park Conversion documents will be necessary.
• 30 Temporary right-of-entry documents will be necessary.
• Right-of-Way research and mapping includes review of property/right-of-way
records based on current internet based Tarrant Appraisal District (TAD)
information available at the start of the project and available on-ground property
information (i.e. iron rods, fences, stakes, etc.). It does not include effort for
chain of title research, parent track research, additional research for easements
not included in the TAD, right-of-way takings, easement vacations and
abandonments, right-of-way vacations, and street closures.

• ENGINEER will perform field surveys to collect horizontal and vertical elevations
and other information needed by ENGINEER in design and preparation of plans
for the project. Information gathered during the survey shall include topographic
data, elevations of all sanitary and adjacent storm sewers, rim/invert elevations,
location of buried utilities, structures, and other features relevant to the final plan
sheets. Existing drainage at intersections will be verified by field surveys. Spot
elevations will be shown on intersection layouts with cross slope to fit intersecting
grade lines.
• Within approximately 50 feet each side of the centerline of proposed
improvements, topographic survey will include identification of trees by caliper
and approximate canopy dimension except within heavily wooded areas. Areas
of dense trees or underbrush will be identified as such, with the approximate
outside dimension/area shown within approximate limits of construction.
• Within City of Fort Worth parks property, all trees, regardless of diameter or type,
will be identified by caliper and approximate canopy along with species
identification as provide by a qualified arborist.
• The minimum survey information to be provided on the plans shall include the
following:
• A Project Control Sheet, showing ALL Control Points, used or set while
gathering data. Generally on a scale of not less than 1:400
• The following information about each Control Point;
a. Identified (Existing. CITY Monument#8901, PK Nail, 5/8" Iron Rod)
b. X, Y and Z Coordinates, in an identified coordinate system, and a referred
bearing base. Z coordinate on CITY Datum only.
c. Descriptive Location (Ex. Set in the centerline of the inlet in the South curb
line of North Side Drive at the East end of radius at the Southeast corner of
North Side Drive and North Main Street).
• Coordinates on all P.C.'s, P.T.'s, P.I.'s, Manholes, Valves, etc., in the same
coordinate system, as the Control.
• No less than two horizontal bench marks, per line or location.
• Bearings given on all proposed centerlines, or baselines.
• Station equations relating utilities to paving, when appropriate.

8.2. Subsurface Utility Engineering (SUE)
• SUE will be performed in general accordance with the recommended practices
and procedures described in ASCE Publication CI/ASCE 38-02 (Standard
Guideline for the Collection and Depiction of Existing Subsurface Utility Data). QL
"B" and QL "A" SUE will be provided along the proposed alignment.
• QL "B" SUE will be performed on utilities crossing the proposed alignment as well
as parallel utilities found in close proximity to the proposed alignment.
• QL "A" SUE will be performed using non-destructive vacuum excavation
equipment to excavate test holes at the locations proposed by the ENGINEER
and approved in advance by the CITY.
ASSUMPTIONS
• Topographic survey at intersection will include no more than 100 feet in each
direction.
• Level B SUE will be provided at the Preliminary Design Phase for all utilities
along the alignment.
• Level A SUE will be provided at the Final Design Phase for specific utilities
identified by the ENGINEER and approved by the CITY not to exceed twelve (12)
utility locates.
DELIVERABLES
A. Copies of field survey data and notes signed and sealed by a licensed surveyor
if/as requested by the CITY.

material change to the Scope of the Project shall be agreed upon in writing by both parties

• Negotiation of easements or property acquisition including temporary right-of-

• Services related to development of the CITY's project financing and/or budget.
• Services related to disputes over pre-qualification, bid protests, bid rejection and
re-bidding of the contract for construction.

Lump Sum Project
I. Compensation
A. The ENGINEER shall be compensated a total lump sum fee of $839,715.00 as
summarized in Exhibit B-1 — Engineer Invoice and Section IV— Summary of Total
Project Fees. The total lump sum fee shall be considered full compensation for
the services described in Attachment A, including all labor materials, supplies,
and equipment necessary to deliver the services.
B. The ENGINEER shall be paid monthly payments as described in Section II -
Method of Payment.
II. Method of Payment
A. Partial payment shall be made to the ENGINEER monthly upon City's approval of
an invoice prepared and submitted by the ENGINEER in the format and including
content as presented in Exhibit B-1, Progress Reports as required in item III. of
this Attachment B, and Schedule as required in Attachment D to this Agreement.
B. The estimated current physical percent complete as required on the invoice shall
be calculated from the progress schedule as required in Attachment D to this
Standard Agreement and according to the current version of the City of Fort
Worth's Schedule Guidance Document.
C. The cumulative sum of such monthly partial fee payments shall not exceed the
total current project budget including all approved Amendments.
D. Each invoice shall be verified as to its accuracy and compliance with the terms of
this Agreement by an officer of the ENGINEER.
III. Progress Reports
A. The ENGINEER shall prepare and submit to the designated representative of the
Water Department monthly progress reports and schedules in the format
required by the City.

Drainage Basin Parallel Interceptor Improvements at Various Locations Within the
Sycamore Creek Drainage Basin and Adopt Appropriation Ordinance (COUNCIL
DISTRICT 8)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
the Sewer Capital Projects Fund in the amount of$1,050,000.00 from available funds; and
2. Authorize execution of Amendment No. 2 to City Secretary Contract No. 45280, an Engineering
Agreement with Lockwood, Andrews & Newnam, Inc., in the amount of$839,715.00 for Sycamore
Creek Drainage Basin Parallel Interceptor Improvements at various locations thereby increasing the
contract amount to $1,583,854.00.
DISCUSSION:
On November 19, 2013, Mayor and Council Communication (M&C C-26567) City Council authorized
an Engineering Agreement with Lockwood, Andrews & Newnam Inc., in the amount of$575,828.00
for the Sycamore Creek Drainage Basin Parallel Interceptor Improvements at various locations within
the Sycamore Creek Drainage Basin. The Agreement was subsequently revised by Amendment No.1
(M&C C-26964) September 9, 2014 in the amount of$168,311.00.
Amendment No. 2 will provide for the design of a 66/54-inch sanitary sewer interceptor beginning at a
sanitary sewer junction structure north of IH-30 and east of Riverside Drive and end at the Vickery
Boulevard/Sycamore Terrace intersection. The proposed scope of work includes the following:
Crossings of the Interstate Highway 30, Lancaster Avenue and Union Pacific Railroad right-of-way
Junction structures and system interconnections of existing sanitary sewer mains
Environmental Assessment
Coordination with other agencies
Geotechnical investigation
Easement preparation
Subsurface utility engineering
Lockwood, Andrews & Newnam, Inc., proposes to perform the necessary additional work for a lump
sum fee of$839,715.00. Staff considers this fee to be fair and reasonable for the scope of services
proposed.
In addition to the contract cost, $210,285.00 is required for project management, real property
acquisitions, utility coordination and material testing.

Engineering for the Sycamore Creek Drainage Basin Parallel Interceptor Improvement Project is one
component of the overall project that includes project management, easement acquisition, utility
coordination, material testing, inspection, construction and contingencies. The overall project budget
is $15,833,139.00. This project is part of the Water Department's Sanitary Sewer Overflow Initiative
Program.
This project will have no impact on the Water Department's operating budget when complete. Design
for this project is expected to be complete by December 2018 with construction starting in May 2019
and construction being completed by April 2022.
M/WBE OFFICE: Lockwood, Andrews & Newnam, Inc., agrees to maintain its initial SBE commitment
of 20 percent that it made on the original Agreement and extend and maintain that same SBE
commitment of 20 percent to all prior amendments up to and inclusive of this Amendment No. 2.
Therefore Lockwood, Andrews & Newnam, Inc., remains in compliance with the City's BIDE
Ordinance and attests to its commitment by its signature on the Acceptance of Previous SBE
Commitment form executed by an authorized representative of its company.
The project is located n COUNCIL DISTRICT 8, Mapsco 77D and 77R.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of
the attached appropriation ordinance funds will be available in the current capital budget, as
appropriated, of the Sewer Capital Projects Fund. The Fiscal Year 2016 water and sewer operating
Budget includes appropriations of$26,300,046.00 for the purpose of providing Pay-As-You-Go
funding for capital projects. After this transfer for Fiscal Year 2016, the balance for sewer capital
projects will be$10,642,730.00.
