AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANT FUND IN THE AMOUNT OF $25,000 UPON
RECEIPT OF A GRANT FROM TEXAS DEPARTMENT OF TRANSPORTATION
FOR THE PURPOSE OF FUNDING THE CLICK IT OR TICKET SELECTIVE
TRAFFIC ENFORCEMENT PROGRAM FROM MAY 19, 2008 TO JUNE 1, 2008;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts. allocated to the various City departments for Fiscal Year 2007-
2008 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grant Fund in the amount of $25,000 upon receipt of a grant from the Texas
Department of Transportation to operate the Click It or Ticket Selective Traffic Enforcement
Program from May 19, 2008 to June 1, 2008.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon. adoption.

Authorize Execution of a Contract with the Texas Department of Transportation for Click It or Ticket
Selective Traffic Enforcement Program and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for a grant and to execute a contract with the Texas Department of
Transportation to operate the Click It or Ticket Selective Traffic Enforcement Program from May 19, 2008,
to June 1, 2008; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $25,000 upon receipt of the grant.
DISCUSSION:
Since passage of the safety belt and child safety seat laws, the most effective method to improve safety belt
usage rates in Texas has been increased enforcement at the state and local level. This project is designed
to increase safety belt usage during the 2008 Memorial Day holiday. Enforcement will be supported by
public information and education efforts.
Grant funds of $24,208 will pay for approximately 429 enforcement hours of officer overtime and fringe
benefits during the Memorial Day enforcement blitzes and media campaign. Additionally, $792 of grant
funds will fund overtime and fringe benefits related to the administration of the grant. There is no
requirement for matching funds.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, adoption of the attached
appropriation ordinance and receipt of the grant, funds will be available in the current operating budget, as
appropriated, of the Grant Fund. Funds will be reimbursed by grantor after expenditures are made. The
Police Department will be responsible for the collection of reimbursement.
