HomeMy WebLinkAboutResolution 4674-09-2016 A Resolution NO. 4674-09-2016 RATIFY APPLICATION FOR AND AUTHORIZE ACCEPTANCE OF THE GRANT PROJECT FOR THE FISCAL YEAR 2017 VICTIMS OF CRIME ACT FORMULA GRANT PROGRAM FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION AND MAKING ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE WHEREAS, the Criminal Justice Division of the Governor's Office (CJD) funds grant projects throughout the state; and WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of Fort Worth to utilize grant funds from the CJD for Fort Worth Police Department Victim Assistance Unit for an additional Victim Assistance Specialist Position and a High Risk Family Violence Specialist Position during the Fiscal Year 2017 Grant Cycle; and WHEREAS, the release of the grant funds is contingent upon the completion of specified requirements set by the CJD, including the passage of a Resolution by the City Council containing certain assurances. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS,THAT: 1. The City Council ratifies the above-referenced modification of the grant project for the Fiscal Year 2017 State Justice Assistant Grant from the State of Texas, Office of the Governor, Criminal Justice Division; 2. The City Council designates the City Manager,through the Assistant City Manager for Police, to apply for, accept, reject, alter or terminate this grant on behalf of the City; and 3. In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be returned to the CJD in full. Ratify the application for and authorize the acceptance of, if awarded, the the State of Texas, Office of the Governor, Criminal Justice Division Fiscal Year 2017 Victims of Crime Act Formula Grant Program in the Amount of$135,765.00; 2. Authorize the execution of a Grant Agreement with the State of Texas, Office of the Governor, Criminal Justice Division for the Fiscal Year 2017 Victims of Crime Act Formula Grant Program; 3. Authorize a transfer in the amount of$33,942.00 from the Police Department - General Fund to the Grants Fund for the City's grant match requirement; 4. Adopt the attached resolution for acceptance of grant funds in the amount of$135,765.00 and to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of$169,707.00 upon receipt of the grant. DISCUSSION: Each year, the Criminal Justice Division (CJD) of the Governor's Office funds projects throughout the State of Texas under the Victims of Crime Act Formula Grant Program. The Fort Worth Police Department submitted an application for the Fort Worth Police Department's Victim Assistance Section in the amount of$169,707.00 for an additional Victim Assistance Specialist Position and a High Risk Family Violence Specialist Position. The overall goal of this project is to reduce the trauma experienced by crime victims by providing efficient and comprehensive advocacy and services for all victims of violent crime, as well as increase outreach and education to victims of family violence exhibiting high risk factors; thus, reducing the likelihood of repeat victimization and/or intimate partner homicide. The CJD allows up to two percent of the total award amount to be applied towards indirect costs if the agency does not have a current, approved indirect cost rate. At the time of submittal, there was not a Logmmne: 35CJD17 VICTIM OF CRIME FORMULA GRANT Page I of 2 current approved rate and CJD does not allow increasing that rate after submittal; therefore, funds of $3,390.00 will be used for indirect costs. The CJD requires that the City adopt a resolution to provide assurances that funds will be returned to the CJD in full, in the event of loss or misuse of CJD grant funds. The City is also required to designate an Official authorized to accept, reject or alter the grant. This contract will be with a governmental entity, state agency or public institution of higher education: (State of Texas, Office of the Governor, Criminal Justice Division) FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund and that prior to a grant match being made from the General Fund the Police Department has the responsibility to validate the availability of funds. Grant funds will be available on a reimbursement basis.
