' ORDINANCE NO. a AN ,ORDINANCE INCREASING THE ESTIMATED REVENUES ACCRUING TO THE `GENERAL FUND OF THE CITY OF FORT WORTH FOR THE FISCAL YEAR 1982 BY TRANSFERRING THERETO $4,112 IN OFFICE SERVI- CES FUND NO. 60 FUND BALANCE, AND APPROPRIATING FROM THE INCREASED- ESTIMATED REVENUES OF THE GENERAL FUND THE SUM OF $4,112 TO HEALTH DEPARTMENT VITAL STATISTICS DIVISION, ACCOUNT NO. 50-50-00 FOR THE PURPOSE OF PURCHASING SER- VICES TO CONVERT VITAL STATISTICS RECORDS; PROVIDING FOR A SEVERAB,ILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS; SECTION 1. That the estimated revenues accruing to the General Fund of the City of Fort Worth for the Fiscal Year 1983 are hereby increased by transferring thereto $4,112 in Office Services Fund No. 60 Fund Balance; and that in addition to providing the City Manager with such other revenue as may be secured from various sources included in Ordinance No. 8615 and in the Budget of the City Manager, there shall also be appropriated from the increased revenues of the Gener- al Fund the sum of $4,112 to the Health Department Vital Statistics Division, Account No. 50-50-00 to fund the purchase of services to convert vital statistics records. SECTION 2. Should any portion, section or part of a section of this Ordi- nance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections or parts of sections of this Ordinance, which said remaining provisions shall be and remain in full .force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 8615, and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in !,~ direct conflict with such other ordinances and appropriations, in which instances said conflicting provisions are hereby expressly repealed. SECT ION 4 . That this Ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so or- dained. The Kodak Company has ceased to manufacture equipment for the Miracode system. :: Health Department staff is now faced with the situation of identifying an alternate method of coding which would result in the accurate retrieval of the previous records identified by Miracode and retrieval of new records which are filmed Currently, there are 279 rolls of film covering vital records from 1878 through 1942 and 1979 through 1980 coded in Miracode Ta convert this film to an index which can be used to access the vital record necessitates the following procedure: 1. Each roll of film is scanned and the information on each formula is listed; 2. The listing is placed on a computer tape from which an index is created, and, 3. The index is used by the staff to locate a vital record on the roll of film There is only one vendor that provides this scanning and listing service, I.p. Sharp, in Rochester, New York Health Department staff have been advised by I.P. Sharp that this scanning service will be terminated on February 1, 1983 There is no economical way to accomplish this conversion process if we fail to send the film to I P. Sharp Options investigated are as follows: 1. Conversion of 279 rolls of film by I.P Sharp at a cost of $4,112 50, turnaround time for the conversion process is one week 2 Scanning and indexing the film by clerical staff The estimated time represents two person years at a cost of $21,568 3. Rebuilding current equipment at a cost of $3,000 each, then, having no assurance that service would be available when the obsolete machine breaks down Financing As of September 30, 1982, the Office Services Fund had an Unappropriated Fund Balance of $287,079 This reflects prior years charges to other funds which exceeded the cast of providing service As the General Fund is the primary user of services provided by Office Services the staff recommends that the $4,112 cost of the recommended option be transferred from the Fund Balance of the Office Services Fund to the current revenue of the General Fund. ~' ~ p`~ d; ~~ ~4~ ~..,~ W r~ -.•...._.
