ORDINANCE NO. ~ (p I.3 AN ORDINANCE AMENDING CHAPTER 2 (ADMINISTRATION) OF THE CITY CODE OF THE CITY OF FORT WORTH BY ENACTING SECTION 2-2.1 TO CREATE PROVISIONS CONCERNING WHEN MEMBERS OF THE CITY COUNCIL ARE EXCUSED FROM VOTING; AUTHORIZING THE CITY COUNCIL TO DETERMINE ITS OWN RULES OF PROCEDURE; AUTHORIZING THE CITY COUNCIL TO PUNISH ITS MEMBERS FOR MISCONDUCT AND TO COMPEL THE ATTENDANCE OF ABSENT MEMBERS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That Chapter 2 (Administration) of the City Code of the City of Fort Worth is hereby amended by adding the following new section: Sec. 2-2.1. Meetings of Council - Regulations of Proceedings; Council to provide rules of procedure. No member of the City Council shall be excused from voting except on matters involving the consideration of his own official conduct, or where his financial interests are involved. The Council shall determine its own rules of procedure, and may punish its members for misconduct, and may compel the attendance of absent members. SECTION 2. That this ordinance shall be cumulative of .all provisions of ordinances and of the Code of the City of Fort Worth, Texas (1964), as amended, except where the provisions of this ordinance are in direct conflict with the provisions of such ordinances and such Code, in which event conflicting provisions of such ordinances and such Code are hereby repealed. SECTION 3. It is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared uncon- stitutional by the valid judgment or decree of any Court of `. .~.r„' competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section. SECTION 4. This ordinance shall be in full force and effect from and after the date of passage.
