Background
At an election on April 4, 1981, the qualified voters of the City of Fort Worth
adopted an amendment to Section 5, Chapter III (City Council) of the Fort Worth
City Charter The purpose of the amendment, as shown on the ballot, was to
reduce the quorum of the City Council by the number of any existing vacancies
Through inadvertence, the Charter amendment also deleted the second paragraph
of Section 5, which reads
"No member shall be excused from voting except on matters involving the
consideration of his own official conduct, or where his financial
interests are involved The Council shall determine its own rules of
procedure, and may punish its members for misconduct, and may compel the
attendance of absent members "
The provisions of this paragraph are legally necessary and provide a legal basis
for the rules of procedure of the City Council Attached is a proposed ordinance
which would adopt the above provisions formerly contained in the Charter This
ordinance would restore the legal basis for the ruJ.es of procedure of the City
Council
Recommendation
It is recommended that
1 The City Council pass the attached ordinance adopting the above provisions
formerly contained in Section 5, Chapter III of the City Charter; and,
2 The City Council readopt the booklet entitled, "City of Fort Worth, Texas,
City Council Rules of Procedure" which is on file in the office of_ the
City Secretary and contains the current rules ® procedure of the City
Council
