AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE GENERAL FUND, FUND 01,
MISCELLANEOUS INCOME, INDEX CODE 055012, IN THE AMOUNT OF $22,514.00 AND APPROPRIATING
SAID AMOUNT TO THE GENERAL FUND, FUND 01, POLICE DEPARTMENT SPECIAL OPERATIONS DIVISION
ACCOUNT NO. 35-44-00, THEREBY INCREASING APPROPRIATIONS IN THE GENERAL FUND, FUND 01, BY
THE SAME AMOUNT FOR THE PURPOSE OF PURCHASING RAID EQUIPMENT, UNIFORMS AND RENOVATING
THE SWAT VAN FOR THE POLICE SWAT UNIT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the
Fiscal Year 1987-88 and in the Budget of the City Manager, there shall also be increased
estimated receipts in the General Fund, Fund 01, Miscellaneous Income, index code 055012 in
the amount of $22,514.00 and appropriating said amount to the General Fund, Fund 01, Police
Department Special Operations Division, Account No. 35-44-00, thereby increasing
appropriations in the General Fund, Fund 01, by the same amount for the purpose of
purchasing raid equipment, uniforms and renovating the SWAT van for the Police SWAT
unit.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision,
opinion or judgement shall in no way impair the remaining portions, sections, or parts of
sections of this ordinance, which said remaining provisions shall be and remain in full
force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 9926 and all other
ordinances and appropriations amending the same except in those instances where the
provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and
appropriations are hereby expressly repealed.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed to engross and enroll
this ordinance by copying the caption and effective date into the minutes of the City
Council and by filing this ordinance in the ordinance records of the City of Fort Worth.
SECTION 5.
This ordinance shall take effect and be in full force and effect from and after the
date of its passage, and it is so ordained.

Recommendation
It is recommended that the City Council :
1 . Increase the estimated receipts in the General Fund, Index Code 055012,
Miscellaneous Income by $22,514;
2 . Adopt the attached supplemental appropriation ordinance increasing
appropriations to the General Fund budget by appropriating $22,514 to the
General Fund, Fund 01, Police Department Special Operations Division,
Account 35-44-00; and
3. Authorize that the $22,514 be used to purchase raid equipment, uniforms
and rennovate the SWAT van for the Police Department.
Discussion:
Monies to be appropriated have come from income earned from restitution
payments, sales and auctions, refunds and recoveries of drug-related cash and
equipment.
Since November of 1987, the Fort Worth Police SWAT and Narcotics Units have
joined forces to combat the ever-increasing sale, use and illegal manufacture
of narcotics and controlled substances . Members of both units have seen an
increased number of fortified structures, large caliber and automatic weapons.
As a result of entering and securing approximately 90 buildings and responding
to other critical response situations (barricaded person, hostage, kidnapping,
dignitary protection, etc. ) , the SWAT Unit has realized a need to replace
and update certain equipment and uniforms . Currently, it is essential that
the SWAT Unit upgrade its body armor to a sufficient threat level capability
to protect each officer better. Approximately seventy percent of the monies
requested will be utilized to purchase body armor for each officer with the
capability of withstanding the impact from higher caliber weapons . The
remaining monies will be utilized to purchase new uniforms and sniper rifles.
Additionally, these funds will be used to renovate the SWAT step van by
installing a bench seat, cabinets and shelves for storage, and a desk for
planning and drawing operational charts. An erasable board will be installed
for briefing team members before operational plans are executed.
Financing:
Upon adoption of the supplemental appropriation ordinance, sufficient funds
will be available in General Fund 01, Police Department Special Operations
Division, Account 35-44-00.
