HomeMy WebLinkAboutOrdinance 8541 .; a. ~ y~ T' ~ v~ ' , tl ORDINANCE NO BY THE CTTY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, CALLING AN ELECTION ON THE QUESTION OF THE ISSUANCE OF BONDS WHEREAS, the City Council of said City deems it advis- able to issue the bonds of said City for the purposes hereinafter stated; BE IT ORDAI?1ED BY THE CITY COUNCIL OF THE CITY OF FOP,T 4~70RTH , TEXAS 1 That an election shall be held in said City en the 22nd day of May, 1982, in the several regular Election Precincts of said City which are the regular precincts of ~. Tarrant County, Texas to the extent they are within the city limits of said City, and at the Polling Places, as set. north on Exhibit A attached hereto and made a part hereof The City Council cf said City shall appoint the elec- tion officers to hold said election in accordance with law 2 That at said election the following Propositions shall be submitted in accordance with law PROPOSITION NO 1 ~ ~~ -. Shall the City Council or said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $77,285,000, with the bonds of each such series or issue, respectively, to mature serially within not to exceed forty years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, far the purpose of constructing perma- nent street and storm sewer improvements by resurfacing, r°e structuring and extending the streets, thorcughfares, collectors and storm dr..ains in said City, and related street and storm, sewer improvements; and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in ar. amount sufficient to pay the annual interest on said bonds and provide a sinl~,ing fund to pay said bonds at maturity? PROPOSITION NO 2 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount: of S8,Ob5,000, with the bonds or each such series or issue, respectively, to mature serially within not to exceed forty years from their date, and t~ be sold at sucr~ prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of constructing perma- nent public safety improvements, to-wit building and equipping fire stations, fire and police communication and dispatch systems, are outdoor weapons range, and related public safety improvements; and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and,_provide a sinking fund to pay said bonds at maturity? PROPOSITION idO 3 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $6,8x0,000, with the bonds of each such series or issue, respectively, to mature serially within not to exceed forty years frcm their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of making permanent solid waste management improvements by purchasing a new landfill and modifying the Southeast landfill, and related sanitation improvements; and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity? PROPOSITION NO 4 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $8,340,000, with the bor_ds of each such series or issue, respectively, to mature serially within not to exceed forty years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of constructing perma- nent municipal service improvements by building a Southwest Service Center, relocating the fire Vehicle Maintenance Center and completing construction of the third floor of the Municipal Building, and related municipal service improve- ments; and shall said City Council be autro_r.ized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest cn said bonds and provide a sinking fund to pay said bonds at maturity? PROPOSITION NO 5 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $19,500,000, with the bands of each such series or issue, respectively, to mature serially within not to exceed forty years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of constructing permanent improvements at the C::ty' s Wi 11 Rogers Memorial Complex, to-wit a new exhibit building and improvements tc the auditorium; and shall said City Cour~cil be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual 2 s interest on said bonds and pro~.ride a sinking fund to pay said bonds at maturity? PROPOSITION) NO 6 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $6,570,000, with the bonds of each such series or issue, respectively, to mature serially within not to exceed forty years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of improving land for park and recreation facilities; and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity^ PROPOSITION NO 7 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $2,760,000, with the bonds of each such series or issue, respectively, to mature serially within not to exceed forty years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of constructing a Southwest Regional Library; and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity? 3 That all resident, qualified electors of the City shall be entitled to vote at said election 4 That the official ballots for said election sha h. be prepared in accordance with the Texas Election Code so as to permit the electors to vote "FCR" or "AGAINST" the aforesaid Propositions, which shall be set forth in substan- tially the following form PROPOSITION 1 FOR ) STREET AND STORM SEWER IMPROVEMENT AGAINST ) BCNDS IN THE AGGREGATE SUM OF $77,285,000 PROPOSITION 2 FOR ) PUBLIC SAFETY IMPROVEMENT FONDS IN THE AGAINST ) AGGREGATE SUM OF $8,665,000 PROPOSITION 3 FOR } SANITATION IMPROVEMENT BOD7DS IN THE AGAINST ) AGGREGATE SUM OF $6,8$0,000 3 PROPOSIT_1'UN 4 FOR ) MUNICIPAL SERVICE IMPROVEP•ZENT BONDS IN AGAINST ) THE AGGREGATE SUM OF $8,340,000 PROPOSITION 5 FOR ) EXHIBIT BUILDING AND AUDITORIUR4 BONDS IP3 TE3E AGAINST } AGGREGATE SUM OF $19,500,000 PROPOSITICN 6 FOF ) PARKS :AND RECREATION BONDS I2d THE AGGREvATE AGAII3ST ) SUM OF $6,570,000 PROPOSITION 7 FOR ) LIBRARY BONDS IN THE AGGREGATE SUM OF AGAINST ) $2,760,000 5 That the City Secretary of the City of Fort Worth shall be the clerk for absentee voting at said election; and the office of said City Secretary in the City Hall is hereby designated as the place at which absentee voting shall be conducted for said election, during the regular office hours of said City Secretary Electronic voting machines shall be used for absentee voting by personal appearance, for absen- tee voting by mail, and for voting at the regular polling places at said election A Special Canvassing Board shall be appointed by the City Council as provided by law, to count and canvass all absentee votes and ballots cast at said election 6 That notice of said election shall be given by posting a substartial copy of this Ordinance in three (3) pub! is places of said City and also at the City Hall, nat 3.ess t}~a.n 15 days prior to the date set for said election; and a substantial copy of this Ordinance also shall be published on the same day in each of two successive wee:KS in a newspaper of general circulation published in said City, the date of the first publication to be not less than 14 days prior to the date set for said election 7 That it is hereby off_cially found and determ~.ned that the meeting at which said election was ca1.l.ed was open -4 to the public as required by law ar~d public notice of the time, glace and purpose of said meeting was given as required by Vernon's Ann Civ St Article 6252-17, as amended 8 That this ordinance, election order and notice shall take effect and be in full force and effect from and after the date of its passage, and it is so ordair_ed Mayor, City of Fort Worth ATTES ~-~ Rte--' .~t.S~-Q---i i Secretary, City of F t Worth AP OVED AS TO F RM A EC3ALITY City Attorney, City of Fort.
