THIS contract is made and entered into by and between the City of Fort Worth ("City"), acting by and
through Libby Watson, its duly authorized Assistant City Manager, and the Near Northside Partners Council
("NNPC' or "Contractor"), by and through Maria A. Gamboa, its duly authorized Executive Director.
Contractor's business address is 1519 Circle Park C, Fort Worth, Texas 76106.
WHEREAS, the City and Contractor have entered into a contract identified as City Secretary
Contract No. 24580 for a period beginning January 13, 1999, and ending January 12, 2001; and
WHEREAS it is the mutual desire of the parties to renew said City Secretary Contract No.
24580;
NOW, THEREFORE, THIS CONTRACT FURTHER WITNESSETH:
Section 1 "Scope of Services" of City Secretary Contract No. 24580, currently on file in the office of
the City Secretary of Fort Worth is hereby amended to read as follows:
1. Scope of Services
The City hereby certifies that Contractor is a Community Based Development Organization
(CBDO) responsible for implementing the neighborhood revitalization strategy for the Near Northside
Model Blocks area. The NNPC will offer housing, economic development, community facilities, and public
services in keeping with the comprehensive revitalization strategy developed for the area. The contract
shall be renewed for a term of six months, ending six months from the date of execution of this
agreement with a performance review to be conducted by the City of Fort Worth at the end of the six
months.
2. Funding and Reports
Section 2 "Funding and Reports" of City Secretary Contract No. 24580, currently on file in the office of
the City Secretary of Fort Worth is hereby amended to read as follows:
City will provide the NNPC with CDBG monies in an amount not to exceed a total of two hundred
sixty four, five hundred dollars ($264,500).
Only the balance of$52,606 not spent from the previous contract before this amendment and
an additional $25,000 totaling $77,606 will be made available to the Contractor through this
amendment.

Of the total amount of $264,500, Contractor agrees that program funds shall not exceed one
hundred eighty seven thousand dollars (187,000). Of these funds, Seventy three thousand, five hundred
dollars (73,500) shall be for housing development programs, one hundred thousand dollars ($100,000) shall
be for economic development programs and thirteen thousand, five hundred dollars ($13,500) shall be for
community facilities programs.
Of the total amount of $264,500, Contractor further agrees that funds for operations and
administration may not exceed seventy seven thousand, five hundred dollars ($77,500). Of these funds,
fifteen thousand dollars ($15,000) shall be for operating support of housing programs, thirty-one thousand
dollars ($31,000) shall be for operating support of economic development programs, four thousand dollars
($4,000) shall be for operating support of community facilities programs and twenty-seven thousand, five
hundred dollars ($27,500) shall be for public services program (employment and training). Contractor may
not increase or decrease line item amounts in its budget for operation of programs without the prior written
approval of the City.
Contractor will notify the City promptly of any additional funding it receives for operation of the
Program, and City reserves the right to amend the program budget in such instances.
Contractor will not commingle CDBG monies with any other funds in any manner which would
prevent the City from readily identifying program expenditures for operation of the Program.
1. CDBG Housing Funds
1.1. Minor Home Repair Fund. From the seventy three thousand, five hundred dollars (73,500),
housing allocation, the Contractor will draw funds to provide for minor home repair projects.
All activities carried out through the use of these funds must conform to rules and regulations
as set forth in 24 CFR 570.
1.2. Housing Support Fund. The City will provide Contractor with monies in an amount not to
exceed a total of fifteen thousand dollars ($15,000)to cover the cost of operating the Housing
Program. Such monies will be disbursed to Contractor on a cost reimbursement basis
following receipt of Contractor's monthly Request for Funds.
2. CDBG Economic Development Funds
1.1. Economic Development Fund. From the one hundred thousand dollar ($100,000) economic
development allocation, the Contractor may draw funds to provide acquisition and
development costs for economic development activities. These activities must conform to
rules and regulations as set forth in 24 CFR 570.
1.2. Economic Development Support Fund. The City will provide Contractor with monies in an
amount not to exceed a total of thirty-one thousand dollars ($31,000) to cover the cost of
operating the Community Facilities Program. Such monies will be disbursed to Contractor on
a cost reimbursement basis following receipt of Contractor's monthly Request for Funds.

3. CDBG Community Garden and Tool Library (Community Facility)
3.1. Community Facility Fund. The City will provide Contractor with monies in an amount not to
exceed thirteen thousand, five hundred dollars ($13,500) to develop a community garden
and to create a tool library for the Model Blocks neighborhood. These activities must conform
to rules and regulations as set forth in 24 CFR 570.
3.2. Community Facility Support Fund. The City will provide Contractor with monies in an
amount not to exceed a total of four thousand dollars ($4,000) to cover the cost of
operating the community facility activities. Such monies will be disbursed to
Contractor on a cost reimbursement basis following receipt of Contractor's monthly
Request for Funds.
4. Public Service Operation Fund. The City will provide NNPC with monies in an amount not to exceed
twenty-seven thousand, five hundred dollars ($27,500) to provide employment services to low and
moderate income residents of the Near Northside Model Blocks neighborhood. Such monies will be
disbursed to Contractor on a cost reimbursement basis following receipt of Contractor's monthly
Request for Funds.

14. Public Liability Insurance
Section 14 "Public Liability Insurance" of City Secretary Contract No. 24580, currently on file in the
office of the City Secretary of Fort Worth is hereby amended to read as follows:

14. Required Insurance
Contractor shall furnish to the City of Fort Worth, in a timely manner, certificates of insurance as proof
that it has secured and paid for policies of commercial insurance as specified herein. Such insurance
shall cover all insurable risks incident to or in connection with the execution, performance, attempted
performance or non-performance of this contract and agreement. Further, the City of Fort Worth shall
be endorsed as an additional insured on all contractor's insurance policies.
Contractor shall maintain the following insurance coverage and limits thereof:
14.1 Commercial General Liability Insurance
$500,000.00 each occurrence
$500,000.00 aggregate limit
14.2 Business Automobile Liability Insurance
$500,000.00 each occurence
Insurance policy shall be endorsed to cover "Any Auto". Pending availability of the following
coverage, and at the discretion of the Contractor, the policy shall be the primary responding
insurance policy versus a personal auto insurance policy if or when Contractor's employee(s)'
personal autos are used in the course of Contractor's business as contracted herein.
14.2 Professional Liability Insurance (for errors and omissions), not required but highly suggested
$500,000 each claim. In the event the insurance policy is written on a claims made basis,
Contractor shall agree to maintain such coverage a minimum of two (2) years post termination of
the contractual agreement.
Note: This insurance shall cover the Contractor and any associated Board of Directors.
14.3 Workers Compensation Insurance
Part A: Statutory Limits
Part B: Employer's Liability

Note: Such insurance shall cover employees performing work on any and all public projects including
but not limited to construction, demolition, rehabilitation. Contractor or its subcontractors shall
maintain coverage. In the event the respective subcontractors do not maintain coverage, the
Contractor shall maintain the coverage on such subcontractors for each applicable subcontract.
14.3 Contractor will maintain a blanket fidelity coverage in the form of insurance or bond in the
amount of $30,000 to insure against loss from fraud, theftftf Contractor's

reimburse City for any and all loss of CDBG monies occasioned by such misconduct. To
effectuate such reimbursement, such bond shall include a rider stating that reimbursement for
any loss or losses thereunder shall be made directly to City for the uses and benefit of
Contractor.
14.4 Asbestos Abatement/Lead Abatement/Pollution
(Environmental Impairment Liability Insurance)
$1,000,000 each occurrence
The coverage would be acceptable to the City of Fort Worth as endorsed onto a Commercial
General Liability insurance policy or provided under a separate insurance policy.
Such insurance amounts shall be revised upward at City's option and that Contractor shall revise such
amounts within thirty (30) days following notice to Contractor of such requirements.
Contractor will submit to City Documentation that it has obtained insurance coverage and has
executed bonds as required in this contract within thirty (30) days of the execution of this contract and
prior to payment of any monies hereunder.
Insurance policies required herein shall be endorsed to include the City of Fort Worth as an additional
insured as its interests may appear.
UNLESS SPECIFICALLY AMENDED HEREIN, ALL THE OTHER TERMS AND CONDITIONS OF
CONTRACT NO. 24705 SHALL REMAIN UNCHANGED AND IN FULL FORCE AND EFFECT.

CONTRACT WITH THE NEAR NORTHSIDE PARTNERS COUNCIL, INC.
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to extend Community Development Block Grant (CDBG) (City Secretary
Contract No. 24580) with the Near Northside Partners Council, Inc. (NNPC); and
2. Authorize the contract performance period to begin on the date of contract execution and end six
months thereafter; and
3. Authorize amendment of the contract, if necessary, to achieve Near Northside Model Blocks goals,
provided the amendment is in compliance with applicable laws and regulations; and
4. Authorize reallocation of Alley Improvement and Job Resource Center Funds for the minor home
repair program and infrastructure improvements.
DISCUSSION:
On June 30, 1995, the Near Northside Neighborhood received the Model Blocks award of $1.2 million.
Of this $1.2 million, $785,500.00 was budgeted for housing activities. Fifty thousand ($50,000.00) was
allocated to the NNPC in May 1996 for the development of a Job Resource Center for the Model Blocks
residents. The balance of the funds, $364,500.00, was set aside pending completion of the
revitalization strategy for the area. This amount was subsequently allocated as follows:
$239,500.00 to NNPC
$ 75,000.00 for park improvements
$ 50,000.00 to pave alleys (M&C C-16182, approved July 15 1997)
NNPC - The $239,500.00 in CDBG funds allocated to the NNPC were intended to (1) develop a
telecommunication center, (2) create a community garden and tool library, and (3) provide minor home
repairs to 10 homes. The City contracted the $239,500.00 with the NNPC on January 13, 1999 through
City Secretary Contract No. 24580. This contract expired on January 12, 2001.
The NNPC has completed the telecommunication center and the community garden. It is currently
developing the tool library and needs to repair two more homes to reach its initial goal of 10 homes.
The minor home repair program was such a success that NNPC requests the reallocation of
$25,000.00 from the Alley Fund to do five more homes. NNPC requests a six-month extension to
complete its goals. Staff recommends approval of this request.

CONTRACT WITH THE NEAR NORTHSIDE PARTNERS COUNCIL, INC.
Among all the projects, the telecommunication center, now known as the EnterTech, has been the most
successful. The NNPC has a 13-computer laboratory equipped with the latest technology for NNPC to
offer job-training programs to the community. The EnterTech is a pilot site for training programs leading
to jobs in high tech manufacturing companies. Basic computer skills, English as a Second Language,
and GED are offered to qualified applicants before enrolling in the EnterTech program. To date, 28
people have either obtained new jobs or have been promoted in their jobs after graduating from the
EnterTech program.
Infrastructure Improvements - The City has not been able to utilize the $50,000.00 Alley Fund
because it is not enough to pave the number of alleys proposed by the residents. NNPC recommends
reallocation of $25,000.00 to the minor home repair program. The balance of $25,000.00 and
$14,410.05 in unexpended balance in the $50,000.00 Job Resource Center account is proposed to be
reallocated to an infrastructure fund to improve lighting, sidewalks, etc. Relevant City departments will
implement the infrastructure improvements.
