SECOND RENEWAL OF FORT WORTH
CITY SECRETARY CONTRACT NO. 46065
This SECOND RENEWAL OF FORT WORTH CITY SECRETARY CONTRACT
NO. 46065 ("Renewal") is made and entered into by and between the City of Fort Worth, a
home-rule municipal corporation of the State of Texas ("City"), acting herein by and through its
duly authorized Assistant City Manager, and Adams and Zottarelli, LLC ("Consultant"), a Texas
limited liability company, acting herein by and through its Principal. The City and Consultant
are individually referred to as a"party"and collectively referred to as the "parties."
WHEREAS, City and Consultant are currently parties to a contract for consulting
services,the same being Fort Worth City Secretary Contract No. 46065 (the"Agreement"); and
WHEREAS, the Agreement provides for an one-year Initial Term with options for up to
four, one-year Renewal Terms; and
WHEREAS, the parties wish to renew the Agreement under the same terms and
conditions for a second Renewal Term, commencing October 1, 2016.
NOW, THEREFORE, the City of Fort Worth and Consultant do mutually covenant and agree
as follows:
1.
City and Consultant hereby agree to renew and extend Fort Worth City Secretary
Contract 46065 for a second Renewal Term of one (1) year, beginning on October 1,
2016, and ending September 30,2017.

All terms and provisions of City Secretary Contract No. 46065 shall remain in full force
and effect throughout the second Renewal Term unless specifically amended herein.

HEARING:
SUBJECT: Authorize Execution of a Professional Services Agreement with Adams and Zottarelli,
LLC, in the Amount of$57,000.00 for Professional Legislative Consulting Services and
Representation of the City of Fort Worth on State Issues Before the Texas State
Legislature, State Agencies, State Boards and Commissions and the Office of the
Governor (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council authorize execution of a Professional Services Agreement
with Adams and Zottarelli, LLC, in the amount of$57,000.00 for professional legislative consulting
services and representation of the City of Fort Worth before the Texas State Legislature, state
agencies, state boards and commissions and the Office of the Governor.
DISCUSSION:
The City of Fort Worth retains outside legislative consulting services in order to maintain resident
expertise regarding the City's relationship with the State Legislature. The role of an outside consultant
is to assist the City in promoting and protecting its legislative interests in Austin.
Mr. Angelo Zottarelli was Governmental Affairs Director for the San Antonio Board of Realtors and
worked on behalf of the Board on city and county issues in front of the City Council, Commissioners
Court, and related boards and commissions. In 1983, Mr. Zottarelli began lobbying in front of the
Texas Legislature as well as the legislatures of other states and in Washington, DC. In 1992, Mr.
Zottarelli and Mr. Don Adams left the law firm of Hughes and Luce and formed their own partnership
focusing of legislative and lobbying services. Over the last twenty years, Mr. Zottarelli has had
extensive experience in a wide range of legislative issues involving cities and counties, financial
services, education, electric, environmental, oil and gas, procurement, public health, tax, and
technology. Mr. Zottarelli has represented those interests in front of various House and Senate
committees, as well as various state agencies with jurisdiction over those industries.
Mr. Fred Hill served in the Texas House of Representatives for twenty years beginning with the 71st
Legislative Session. During his service, Mr. Hill chaired the House Committee on Local Government
Ways and Means, which oversees tax issues.
Mr. Burt Solomons practiced law for more than 15 years before being elected to the Texas House of
Representatives in 1994. During his time in the Legislature, Mr. Solomons chaired the House
Committee on State Affairs and was a member of the House Calendars Committee. Mr. Solomons
also authored the bill creating the telemarketing No-Call List, which served as a model for the federal
no-call list; a bill enabling the creation of a countywide transit system, which resulted in creation of the
Denton County Transportation Authority; and a bill enacting major workers' compensation reform.
Mr. Adams and Mr. Zottarelli have previously provided service to the City, working with solutions for
local control to protect the City's pension and retirement interest and defeat legislation that would
have altered the City's pension program by limiting the City Council's authority to have input in the
decision making process of the pension fund.
The proposed contract requires Mr. Adams and Mr. Zotarelli to provide advice and counsel regarding

state agencies and commissions as well as provide assistance in promoting passage of legislative
initiatives for the City during legislative sessions and the interim session. The proposed contract
requires the City to compensate Mr. Adams and Mr. Zotarelli at a rate of$4666.67 per month. The
City shall reimburse Mr. Adams and Mr. Zottarelli for expenses incurred when they are requested to
travel to Fort Worth by City Council or Staff. The approved reimbursable expenses shall not exceed
$1,000.00 for the term of the Agreement.
Term; Renewal Options- The term of the Agreement is from October 1, 2014 to September 30, 2015.
This Agreement may be renewed for up to four additional one-year terms at the City's option. This
action does not require specific City Council approval provided that the City Council has appropriated
sufficient funds to satisfy the City's obligations during the renewal term. The terms are subject to re-
negotiation upon mutual consent of both parties at the time of such renewal.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current operating
budget, as appropriated, of the General Fund.
