ORDINANCE NO ~~~~
An Ordinance amendin; Chapter 6 Ambulances of the Code
of the City of Fort Worth Texas (1964) as amended by adding
Section 6-23(g) to exempt certain Fort Worth Fire Department
Personnel from the requirement of holdinb an EMT registration
card while on duty providing that this ordinance shall be cum-
ulative of all other ordinances or provisions of Chapter 6 of the
Code of the City of Fort Worth repealing all ordinances or pro-
visions of Chapter 6 in conflict herewith providing a severability
clause providing for publication and for an effective date
BE IT OP.DAINED by the City Council of the City of Fort Worth
Section 1
That Section 6-23 of the Code of the City of Fort Worth Texas
(1964) as amended be and the same is hereby amended by the addi-
tion of subsection (g) which will read as follows
'Section 6-23(g) Exemption of Fire Personnel while
on duty EMT trained Fort 4Jorth Fire Department
Personnel shall not be required to pay the registration
fee nor to carry the registration card when performing
EP1T services in the regular course of duty provided
however that any such personnel performing Er~1T servi-
ces as defined.in this ordinance at times other than

while on duty shall be required to pay such registration
fee and carry such card "
Section 2
That this ordinance shall be cumulative of all provisions of
ordinances and of the Code of the City of Fort Worth Texas (1964)
as amended except where the provisions of this ordinance are in
direct conflict with the provisions of such ordinance and such code
in which event conflicting provisions of such ordinances and such
code are hereby repealed

SECTION 3
That it is hereby declared to be the intention of the
City Council of the City of Fort Worth Texas that the sections
paragraphs sentences clauses and phrases of this ordinance are
severable and if any section paragraph sentence clause or phrase
of this ordinance shall be declared void ineffective or unconsti-
tutional by the valid judgment or final decree of a court of
competent jurisdiction such voidness ineffectiveness or unconsti-
tutionality shall not affect any of the remaining sections para-
graphs sentences clauses or phrases of this ordinance since the
same would have been enacted by the City Council without the incor-
poration herein of any such void ineffective or unconstitutional
section paragraph sentence clause or phrase
SECT ION 4
That any person firm or corporation who violates, d:sab.eys
neglects or refuses to comply with or who resists the enforcement
of any of the provisions of this ordinance shall be fined not more
than Two Hundred and No/100 Dollars ($200 00) .for each offense
Each day that a violation is permitted to exist shall constitute
a separate offense

City must have a registration card proving that such person has demonstrated
proficiency in emergency patient care The cards are issued by the City's
Emergency Medical Services Co-ordinator Section 6-23(g) of the Code provides ~~.

nician (EMT) program to train its personnel in emergency patient Dare Tt

fore firefighters should be registered according to the Code The Fire Depart-

the registration card requirement while performing these services in the regular
course of._duty due to the administrative burden created by registering 500 to
600 firefighters every year However firefighters working off-duty for ambulance
firms providing emergency medical care will still be required to obtain a card
annually and pay a $5 00 fee therefor

Recommendation
It is recommended that the City Council adopt an ordinance amending
Section 6-23(g) of the Code of the City of Fort Worth to exempt Fire Department
personnel who are trained in the EMT program from the registration requirement
when performing EMT services during the regular course of duty
