AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $241,334.10 AND THE
SEWER CAPITAL PROJECT FUND IN THE AMOUNT OF $178,204.81 FROM
AVAILABLE FUNDS, FOR THE PURPOSE OF AUTHORIZING EXECUTION OF
CONTRACT IN THE AMOUNT OF $951,958.27 WITH STABILE AND WINN, INC. FOR
PAVEMENT RECONSTRUCTION, WATER AND SANITARY SEWER REPLACEMENT
ON CHICKERING ROAD AND FAIRFAX STREET (CITY PROJECT NO. 00298);
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-2008 and
in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in
the Water Capital Project Fund in the amount of $241,334.10 and the Sewer Capital Project Fund in the
amount of $178,204.81 from available funds, for the purpose of authorizing execution of contract in the
amount of $951,958.27 with Stabile and Winn, Inc. for pavement reconstruction, water and sanitary sewer
replacement on Chickering Road and Fairfax Street (City Project No. 00298).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which .instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of a Contract in the Amount of $951,958.27 with Stabile and Winn, Inc., for
Pavement Reconstruction, Water and Sanitary Sewer Replacement on Chickering Road and Fairfax
Street (City Project No. 00298) and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute a contract with Stabile and Winn, Inc., in the amount of
$951,958.27 for pavement reconstruction, water and sanitary sewer replacement on Chickering Road
(Angus Drive to Stonedale Road) and Fairfax Street (Ewing Avenue to Garza Avenue);
2. Authorize the transfer of $419,538.91 from the Water and Sewer Operating Fund to the Water Capital
Project Fund in the amount of $241,334.10 and Sewer Capital Project Fund in the amount of $178,204.81;
and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Project Fund in the amount of $241,334.10 and the Sewer Capital Project Fund in the amount
of $178,204.81, from available funds.
DISCUSSION:
The 2004 Capital Improvement Program (CIP) includes funds for pavement reconstruction. Street
improvements include concrete pavement reconstruction, construction of 7-inch Integral curb, driveway
approaches and sidewalks as indicated on the plans.
The Water Department has determined that water and sanitary sewer lines should be replaced prior to
street reconstruction.
The project was advertised for bid on February 14, 2008, and February 21, 2008 in the Fort Worth Star
Telegram. On March 20, 2008, the following bids were received:

Time of Completion: 125 Working Days.
M/WBE -Stabile and Winn, Inc., is in compliance with the City's M/WBE Ordinance by committing to 8
percent M/WBE participation and documenting good faith effort on this combined project. Stabile and

Winn, Inc., identified several subcontracting opportunities. However, the M/WBEs contacted in the areas
identified did not respond or did not submit the lowest bids. The City's M/WBE goal on this combined
project is 22 percent.
Funding in the amount of $24,823.86 is included for associated water and sewer construction survey,
project management, pre-construction, material testing, inspection and project close-out (water $15,498.00
and sewer $9,325.86). The contingency funds to cover change orders total $17,094.90 (water $9,692.10
and sewer $7,402.80).
Funding in the amount of $62,952.28 is required for associated paving and drainage construction survey,
project management, pre-construction, material testing, inspection, and project close out. The contingency
funds for possible change orders for paving and drainage improvements is $25,000.00.
This project is located in COUNCIL DISTRICT 3, Mapsco 73V and Z and 74X.
FISCAL- INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval and completion of Recommendation 1, and the adoption
of the attached appropriation ordinance, funds will be available in the current capital budgets, as
appropriated, of the Water Capital Projects Fund and the Sewer Capital Projects Fund and Street
Improvements Funds.
