Fort Worth, TX. Notice for Establishment of a Railroad Quiet Zone under 49 CFR
222.39(a)(1) and under Appendix A to Part 222 A(3)(b).
This letter and the attachments are a Notice of Establishment (NOE) for the creation of a quiet zone
under 49 CFR 222.39(x)(1) and Appendix A to Part 222 A 3(b). As required by the Federal Railroad
Administration under 49CFR 222.43, the following information is provided to you and other parties.
EFFECTIVE DATE OF QUIET ZONE -222.43(d)(1)(i)
Routine use of the locomotive horn at the crossings listed below shall cease effective November 22,
2016.
LIST OF HIGHWAY RAIL-GRADE CROSSINGS within the QUIET ZONE—222.43(d)(2)(i)
All public highway-rail grade crossings to be included within the proposed quiet zone are:

The City of Fort Worth plans to implement a quiet zone at this crossing with the improvements described
for this crossing below.
Avondale-Haslet Road —Supplemental Safety Measure (SSM)
Avondale-Haslet Road is an existing undivided four-lane highway equipped with flashing lights and gates,
constant warning circuitry, power-out indicators and existing concrete median. The existing 6" height non-
mountable concrete medians at this crossing are over 100 feet in length to the east and west of the
crossing, measured from the gates. (See Attachment C for as-built construction plan) The existing lights
and bells will provide warning of the approaching train for pedestrians. The installation will comply with
the requirements of Appendix A to Part 222 A 3(b). Gates with Medians or Channelization Devices.
REGULATORY BASIS FOR QUIET ZONE ESTABLISHMENT—222.43(d)(2)(ii)
This quiet zone is being established under 49 CFR 222.39(a)(1) and Appendix A to Part 222 A 3(b).

A diagnostic team review is not required for this quiet zone under 222.39(b) or 222.27. However, the
agency did provide construction plans to the railroad and the FRA which were reviewed and approved by
both stakeholders.
TIME PERIOD FOR HORN RESTRICTION -222.43(d)(2)(iv)
The quiet zone is proposed to restrict the routine sounding of locomotive horns 24 hours a day.
EXISTING GRADE CROSSING INVENTORY FORMS -222.43(d)(2)(v)
An accurate and complete grade crossing inventory form for each public, private, and pedestrian grade
crossing with in the quiet zone that reflects conditions existing at the crossings before quiet zone
improvements were made are provided in Attachment D.
QUIET ZONE GRADE CROSSING INVENTORY FORMS -222.43(d)(2)(vi)
An accurate and complete grade crossing inventory form for each public, private, and pedestrian grade
crossing with in the quiet zone that reflects conditions upon establishment of the quiet zone are provided
in Attachment E.
NOTICE OF INTENT—222.43(d)(2)(vii)
A Notice of Intent to Establish a New Quiet Zone at the above listed location was sent, by certified mail —
return receipt requested, to all railroads operating over the public grade crossings within the proposed
quiet zone, the State agency responsible for grade crossing safety, and the State agency responsible for
highway and road safety on March 9, 2016.

SUBJECT: Authorize Establishment of Five Quiet Zones: Four at Union Pacific Railroad
Crossings at Kroger Drive, Wall Price Keller Road and Two Private Crossings, and
One at the Burlington Northern Santa Fe Crossing at Avondale Haslet Road
(COUNCIL DISTRICTS 4 and 7)
RECOMMENDATION:
It is recommended that the City Council authorize the execution of a Notice of Quiet Zone
Establishment for four crossings of the Union Pacific Railroad at Kroger Drive, Wall Price Keller
Road and two private crossings, and for one Burlington Northern Santa Fe crossing at Avondale
Haslet Road.
DISCUSSION:
The Transportation and Public Works Department proposes to create quiet zones, pursuant to the
Federal Railroad Administration (FRA) Train Horn Rule at the five crossings listed below:
Union Pacific Railroad at Kroger Drive
Union Pacific Railroad at Wall Price Keller Road
Union Pacific Railroad at Private Drive (Options Clearing Corporation)
Union Pacific Railroad at Private Drive (Cell Tower service entrance)
Burlington Northern Santa Fe at Avondale Haslet Road
All required construction improvements to create these quiet zones has been completed. These
quiet zones will become effective possibly as soon as October 2016, upon FRA approval.
The projects are located in COUNCIL DISTRICTS 4 and 7, Mapsco 23W and 5S.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funding for improvements at these five locations was provided
by the 2014 Bond Program. This action will have no material effect on City funds.
