Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:12 p.m. on Tuesday, October 18, 2016, in City Council Conference Room 290 of the Fort Worth City Hall, 1000 Throckmorton Street, Fort Worth, Texas. L Report of the City Manager- David Cooke, City Manager a. Changes to the City Council Agenda There are no changes to the City Council Agenda. b. Upcoming and Recent Events Annual Mayor's International Luncheon on Wednesday, October 19, 2016. 15th Anniversary of the Public Art Program, Sunday, October 23, 2016. C. Responses to Items Continued from a Previous Week There were no continued items. 4. Progress Report on Fort Worth Public Art Master Plan — Martha Peters, Arts Council of Fort Worth and Barbara Goldstein, Goldstein & Associates Martha Peters introduced Barbara Goldstein who provided an update on the progress of the Fort Worth Master Plan. Goldstein and Associates are reviewing the current plan, getting input from policy makers and stake holders, investigating partnerships and will bring forward a vision, strategies and guidelines for the public art plane for the future. The process includes: artist-led outreach, opportunity for an iconic art piece, opportunities for temporary art pieces and opportunities for site-integrated art. The plan will be presented to City Council in the summer of 2017. There were suggestions for: murals, a Twitter Town Hall on public art, including public art on some of our infrastructure, using Next Door for outreach, and inclusion of aviation history in the plan. 5. Briefing on 2017 Proposed State Legislative Program — T.J. Patterson, City Manager's Office T.J. Patterson presented the 2017 Proposed State Legislative Program. As in the past the City seeks to preserve its authority, supports legislation that advances the Comprehensive Plan or the City's Strategic Goals or that improves the health, welfare and safety of the citizens, or reduces costs and opposes legislation that is detrimental to these listed goals. Mr. Patterson reviewed new support items and new support appropriation items and reviewed the support items from 2015. The Legislative agenda will be presented to the Council for approval on October 25, 2016, agenda. CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION OCTOBER 18, 2016 Page 3 of 3 6. Review of City Council Calendar for January—December 2017 —Mary Kayser, City Secretary Mary Kayser presented the proposed calendar of meetings for calendar year 2017. The council requested that the January 10, 2017, City Council Work Session and City Council Meeting be cancelled as that is the first day of the 2017 Legislative session. The council recommended that 'the December 20, 2016, City Council Work Session and Council Meeting be cancelled. The resolution setting the calendar will be on the October 25, 2016, Council agenda. 7. Briefing of Sale of Tax Notes for Fire Equipment—Aaron Bovos, Finance Aron Bovos provided a briefing on the sale of tax notes for Fire Equipment. The principal amount is $9,525,000. The term of the notes is seven years. There were 42 potential bidders with seven responses received. The winning bid was Frost Bank at 1.603%. 8. Presentation on Proposed Economic Development Program Agreement with Parker Hannifin Corporation for Consolidation of Operations into a Divisional Headquarters Facility at 4701 Mercantile Drive — Ossana Hermosillo, Economic Development Ossana Hermosillo presented a briefing on the proposed economic development agreement with Parker Hannifin Corporation for consolidation of operations into a divisional headquarters facility. There will be $25.5 million in real and business personal property investment, job retention of 525 FTEs, and annual supply and spending requirements. Staff is recommending that the City enter into a 10 year economic development program agreement to grant up to 60% of the incremental value of real and business personal property taxes. The M&C for approval will be on the October 25, 2016, City Council agenda. 9.
