Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:00 p.m. on Tuesday, October 25, 2016, in City Council Conference Room 290 of the Fort Worth City Hall, 1000 Throckmorton Street, Fort Worth, Texas. L Report of the City Manager- David Cooke, City Manager a. Changes to the City Council Agenda There were no changes to the City Council Agenda. b. Upcoming and Recent Events The 15`h Anniversary of the Public Art Program was celebrated on last Sunday, October 23rd. At that time, the newly published Fort Worth Public Art catalog was released. C. Organizational Updates and Employee Recognition(s) Bloomberg's What Works Cities Initiative Fort Worth was announced as one of 16 new cities selected for the Bloomberg Philanthropies' What Works Cities Initiative. National Association of Clean Water Agencies Recognizes the Fort Worth Water Department CITY OF FORT WORTH,TEXAS CITY COUNCIL WORK SESSION OCTOBER 25, 2016 Page 2 of 3 Buster Fichera, Assistant Water Director, recognized employees from the Water Department for receiving the National Association of Clean Water Agencies' Platinum Awards for Village Creek plant's 26 years of permit compliance. EPA Recognizes City of Fort Worth for WaterSense Outreach Kara Shuror, Assistant Water Director, recognized employees from the Water Department for being recognized for promoting EPA's WaterSense Program. The U.S. Environmental Protection Agency announced Fort Worth, Texas as one of only nine cities nationwide recognized for excellence in promoting EPA's WaterSense program, which helps people use less water with water-efficient products and services. Fort Worth earned an Excellence Award for Education and Outreach for events that reached a range of audiences for water conservation. d. Informal Reports 1. IR 9950: Financial Management Policy Statements — Revised Gas Related Revenue Policy 2. IR 9951: Vehicle for Hire Ordinance Revisions — Timing of Background Checks 2. Current Agenda Items - City Council Members There were no questions related to current agenda items. 3. Responses to Items Continued from a Previous Week There were no continued items. 4. Update on the Regional Water Supply and the Integrated Pipeline Project — John Carman,Water, and Dan Buhman,Tarrant Regional Water District Carman introduced Dan Buhman from the Tarrant Region Water District. Mr. Buhman discussed the water storage and noted that we are in good shape. The City of Fort Worth and Tarrant Regional Water District are active participants in water conservation and the current regional water plan identifies water supply strategies through the year 2060. The Integrated Pipeline Project, is designed to help meet the region's water needs for the next several decades. Construction began in 2014, and the first phase is expected to be completed by spring 2018. He also discussed Aquifer Storage and Recovery, groundwater, and reuse and how they fit into the water plan for the region, CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION OCTOBER 25, 2016 Page 3 of 3 5. Presentation of Policy Issues of Funding of Infrastructure Costs Related to Growth — Randle Harwood, Planning and Development Mr. Harwood discussed the following policy issues on funding infrastructure costs related to growth: • Five Year History of Growth • Types of Growth • Vacant Land Available Space • Growth Centers • How do we want to grow? • How do we pay for that growth? • What scenarios most appropriately distribute the cost for growth? 6. City Council Requests for Future Agenda Items and/or Reports Council Member Sal Espino requested a briefing on the Highway 199 Development and Master Plan. Council Members Bivens and Shingleton requested joint meeting with school districts and the Tarrant County College District. Mayor Price requested a presentation on the number of apartments and hotels in and around the central city and which apartments are affordable, work force and market rate. Council Member Jordan asked to include the whole city in the apartment and density discussion.
