It has come to my attention through participation in meetings with ministers and
interested citizens of the Lake Como area that there exist unmet recreational needs
for this community. There is an existing ballfield in the Como Park that needs
substantial improvements, such as bleachers, lighting for night play, backstop
repairs, grounds improvements, fencing, etc.
Mr. Ernest Anderson, with a petition of 500 names supporting this need, appeared
before the Community Development Council on August 11, 1975, requesting that first
and second year contingency funds be committed to the development of park facilities.
The CDC requested that Mr. Anderson approach the Park and Recreation Board to inquire
about funding for this project. The CDC presently has $5,118 of uncommitted funds
in their first year grant allocation and approximately $300,000 in their second year
beginning on November 5, 1975. It is believed that $5,000 of the uncommitted first
year's funds should be allocated to begin the improvements described above, and that
high priority should be given to additional funding from the first year's grant if
such funds should become available.
Legality
There are no legal obstacles to the proposal.

City Manager's Comments
In view of the extensive citizen participation that has urred in Como ar in
formulating the present first year plan, which did not r n allocation of funds
for park improvements in the area, it would seem to be -more prudent to encourage
a high priority for this project from second year funding.
Recommendation
It is recommended that the City Council direct the City staff to allocate $5,000
of $5,118 in contingency monies to initiate park improvements and to determine the
total amount of monies needed from second year contingency funds to complete this
project at Lake Como Park.
