The proposal in general is detailed as follows: 1. The sign would be placed on the property in advance of the zoning hearing and remain until City Coungij action is taken. 2. A sign approximately 5' x 4' constructed of metal with large letters stating "Zoning Change Applied For" and in smaller letters "For more Information Call City Hall, 335-7211 and Ask for Zoning Department". 3. It is also proposed to increase the zoning applicants fee $25.00 to pay for the cost of the signs and 'staff to install and remove signs as necessary. The 200 foot mailed notice method does not appear to be adequate, from the many citizens' complaints. This additional notification of a sign would make the people within the community aware of a proposed zoning change. The need for maximum citizen participatioq and input in city government is apparent to all of us and zoning is one area of great popcorn to the people. Any proposal or change should be carefully monitgred after implementation and a report made as to its effectiveness. Comments from the staff and the more detailed information pertaining to this pro- posal is requested to be attached for the Council's consideration. POLICY PROPOSAL (cont'd) SAGE 2 OF 2 Initial Costs $39375 Operating Costs for first year4,574 Total first year costs $7,949 It is expected that an average of two signs per case will be needed to adequately define the area being considered for rezoning. This is based on the fact that many cases involve several lots or tracts of land fronting on several streets sometimes with over a mile of frontage on one or more Lstreets. If the City Council chose to provide this level of service the costs are estimated to be as follows: Initial Costs $6,750 Operating Costs for first year 5,774 Total first year cost (2 sips/ease) $12,524 Estimated annual revenue based on the proposed $25 per zoning case 25 x 240 cases/year $4,000 A CETA employee, currently funded through June 30, 1976, will be utilized for the actual sign installation and inspection, Other staff time and indirect costs will be absorbed during this initial evaluation period. If this proposal is approved by the City Council, records will be maintained and costs, citizen reaction 'and program effectiveness will be evaluated after approxi- mately six months operation. City Manager's Comments After reviewing the sign posting procedure, the City staff and the Zoning Commission felt that the disadvantages outweigh the advantages and the procedure is not recommended.
