Many citizens have expressed by phone and in person their opposition in regard to
the use of tax money for the promotion and production of the Southwestern Exposi-
tion and Fat Stock Show. The expenditure of $22,000 of tax money for Police and
Fireman safety service is inappropriate and should be discontinued .
Other users of the Will Rogers Complex such as the Shrine, Salvation Army, Golden
. Gloves, Hockey Clubs and others do not request or expect the taxpayer to furnish
Public Safety services free. Many of these are civic, non-profit and .charitable
organizations with open books for anyone to examine.
I feel we cannot discriminate between organizations of similar nature. We must
stop the preferential treatment and require the Southwestern Exposition to pay their
own expenses and no longer allow this burden to be on the taxpayers of Fort Worth.
Legality
No legal question involved.
Fiscal Note
During the 1974 Stock Show, the Police Department recorded the hours spent in
special details supporting this event. Part of these officers worked their normal
duty shift at Will Rogers, being reassigned from their regular duties, and part of
them worked overtime.
A total of 376 man hours were used to assist the Stock Show Parade for a cost of
$1,600. This, however, is a service normally provided other parade groups.
Police officers assigned at the Will Rogers Complex during the 1974 Show received
a total of $18,192.36 reimbursement for their services: Since these records and
cost were computed, Police Privates have received two pay raises, 12% in 197475
and 9.8% in 1975-76, which would increase the cost approximately $4,000 if the same
hours were worked.
This expense has been paid out of the regular budgeted funds within the Police
Department.

The cost of Fire personnel at the Will Rogers Memorial Center during the Stock
Show is not an added expense as personnel and equipment are transferred from
another station.
City Manager's Comments
Although specific records are not available, it appears that the current practice
has been in effect since long before the Fat Stock Show was moved from the North,
Side Coliseum. All other institutions and organizations that use the Will Rogers
Memorial Center, that want police protection, pay for it.
It is felt that the stationing of a Fire Company on the grounds at City expense
is warranted by the potential hazard to City-owned buildings during the show.
