As a general principle the City Council expects the stiff to enforce this ordinance as it is written. This enforcement would include issuing of municipal citation on the authority of the Housing Officer unless a timely appeal had been made by the ounier. However, the City Council recognizes that administrative rigidity could result in hardships to many low income citizens and persons living on fixed incomes. Therefore, it is the policy of the City Council that present enforcement procedures be continued in dealing with owner-occupied properties and with rental properties which are owned by persons owning or controlling four or fewer rental units. The City Council believes that persons offering over four housing units for rent to the public are in fact in the business of dealing in residential rental housing. Such persons have a major impact on the quality of housing in Fort Worth because of the number of units controlled. They, therefore, have a unique responsibility. to provide adequate housing. The Council also recognizes that the City Housing staff has limited personnel and resources. Therefore, as an advisory policy the City Council recommends that the Housing Official and his staff establish priorities of enforcement to guide the staff in the use of their time and resources. It is suggested that top enforcement priority be given to owners of most numbers of substandard rental units, with particular emphasis on those owners in this category who have a history of violating the City Housing Codes. Finally, the City Council recognizes that situations may develop which create an immediate hazard to the health and safety of a neighborhood or area. In these cases, the City Council suggests that strict enforcement of the ordinance may be applied to remedy the emergency, even if such enforcement violates other principles of this policy statement. Fiscal Note This proposal would basically just shift the priorities of the inspectors from a City-wide effort to multiple owners, and as such would not necessarily require any additional funds.
