Roy Bateman notified the City. Council August 11, 1975, that he would retire from
the position of City Secretary on January 31, 1976.
By Policy Proposal considered December 5, 1975, the Council adopted job specifi-
cations and recruitment procedures to secure a replacement for Mr. Bateman, and,
due to a tight recruitment time schedule, there has been discussion with him
relative to his working additional time.
The position of City Secretary is a vital one in the issuance and the sale of
bonds. Mr. Johndroe is now in the process of preparing the legal transcripts
for the City of Fort Worth Bond Sale February 25, 1976. Reference to the City
Secretary is made numerous times in the bond transcripts and he must certify
to certain facts and these certifications become a part of the bond transcripts.
Also, his is the only signature on the bonds that is not a facsimile. Delivery
of the bonds is presently planned for March 24, 1976.
In discussion with Mr. Bateman, he has agreed to continue working through the
month of March to provide for sale and delivery of the bonds in an orderly
manner.
It is recommended that Mr. Batsman's retirement be deferred through March, 1976.
