The undersigned were requested to review the current salary of the City Manager to
determine whether or not any adjustment would be in order. As you know, there was
no consideration given to this subject last year, to allow the four new members of
the City Council sufficient opportunity to evaluate the City Manager's performance
before being asked to vote on a proposed salary adjustment. Therefore, the City
Manager's salary level has been given no consideration since September of 1974.
Information has been obtained concerning salaries paid to city managers of comparable
cities and to chief administrative officers of other local governmental agencies.
This information indicates that the City Manager's salary should be increased. The
undersigned recommend that the salary be established at $43,500 annually, an increase
of 9 per gent over the present salary of $39,875, effective immediately. This increase
is-well within the average percentage increase for other City employees in 1975.
This recommendation is based primarily on a survey which shows that for five southern
cities between 250,000 and 500,000 populations, as of January 1, 1976, the following
salaries are paid:
Mean $44,840
First Quartile 40,156
Median 43,500
Third Quartile 47,003
If any budgetary adjustment is required, it will be proposed prior to the end of
the fiscal year.
