Meadows • Existing City Code Provisions Section 26-104 of the Fort Worth City Code concerns "Hours parking meters to operate" and reads as follows: "When signs are erected or curbs are painted giving notice thereof, or parking meters are installed in each block, 'no vehicle shall remain parked for longer than one hour at any time between the hours of 8:00 A.M. and 6:00 P.M. of any day except for Sundays and such other days as shall be specifically designated by the City Council, within the district or upon any of the streets hereinabove described in Meter Zone No. 1 as set forth in Section 26-121, nor for longer than two hours at any time between the hours of 8:00 A.M. and 6:00 P.M. of any day except Sundays and such other days as shall be specifically designated by the City Council, within the district or upon any of the streets hereinabove described in Meter Zone No. 2 as set forth in Section 26-122." Designation of Holidays by City Council The City Code provides that parking meter holidays be specifically designated by the City Council. Upon such designation, the Police Department, the Municipal Court Judges and other concerned City departments are notified and appropriate enforcement activities are implemented. The last City Council review and action in this regard was in June, 1970, when M&C G-1586 was approved establishing five parking meter holidays. The holidays then recognized were New Year's Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. Recently, and particularly on Memorial Day, questions again have arisen from citizens as to which holidays are accepted by the City Council and the City of Fort Worth as parking meter holidays. Recommendation It is recommended that the City Council designate the following days as parking meter holidays in Fort Worth: New Year's Day - January 1 *Washington's Birthday - Third Monday in February *Memorial Day - Last Monday in May Independence Day - July 4 Labor Day - First Monday in September LEGALITY Thanksgiving Day - Fourth Thursday in November FISCAL NOTE ® Christmas Day - December 25 CITY MANAGER'S COMMENTS ® * Additional meter holiday POLICY PROPOSAL (tont'd) PAGE?OF 2 Legality Approved. Fiscal Estimated average loss of revenues from parking meters on a holiday is approxi- mately $1,650. City Manager's Comments It should be noted that from the middle of November until the first week in January, the Council has been designating each Saturday as a parking meter holiday. In instances where a Parking Meter Holiday falls on a Saturday and the holiday is officially observed on the preceeding Friday, the Parking Meter Holiday will be observed on Friday and Saturday.
