The 65th Session of the Texas Legislature begins in January, 1977, and once again
our State representatives will be considering legislation which may beneficially or
adversely affect the City of Fort Worth. The City has maintained a liaison activity
with the Legislature in order to present and further the views of the City on legis-
lation under consideration. I feel that the position of the City on different issues
needs to be clarified and developed into firm policy proposals or positions in order
for the liaison activity to better represent our interests, in coordination with the
Texas Municipal League.
Due to the diversity of issues which affect the City, I would recommend that the
Mayor and Council appoint its members to one of three legislative policy committees
charged with developing legislative proposals and positions. The committees would
be assigned to work on general government and finance issues, criminal justice
issues, and personnel issues. Examples of issues which might fall under these cate-
gories are cited below:
General Government and Finance
Revenue proposals
Community development legislation
Transportation legislation
Criminal Justice
Municipal courts of record
Bail bond procedures
Oral confessions
Personnel
Fire and Police civil service laws
Collective bargaining
Three Council members would serve on each committee with the Mayor designated to serve
on the General Government and Finance Committee. The Committees would meet as required
to formulate policy proposals and receive briefings on legislative developments.
Policy proposals would be submitted to the entire City Council for approval.

During the legislative session, the legislative liaison representative would, if
time permits, consult with the Committee and the entire City Council for direction
on new legislation or proposed amendments thereto. When time does not permit that,
the liaison person would contact the appropriate City Council legislative committee
for direction.
Recommendation
It is recommended that the City Council create and make appointments to three
legislative committees to develop policy positions on general government and
finance issues, criminal justice issues, and personnel issues which will or should
be considered by the Texas State Legislative.

There is no legal impediment to this proposal.
Fiscal Note
There are no direct costs associated with this proposal.
City Manager's Comments
A more formal system for City Council determination of policy on legislative issues
would greatly strengthen the effectiveness of the City's legislative program.
