AN ORDINANCE DECLARING CERTAIN FINDINGS
PROVIDING FOR TIDE EXTENSION OF CERTAIN
BOUNDARY LIMITS OF THE CITY OF FORT WORTH
PROVIDING FOR THE ANNEXATION OF A CERTAIN

WHEREAS, a public hearing before the City Council of the
City of Fort Worth, Texas, wherein all interested persons were
provided with an opportunity to be heard on the proposed
annexation of the territory hereinafter described, was held at
the ~it.y Council Chambers in the Municipal Office Building of
fort Y~orth, texas, on the 1st day of Septembers 1981, which date
is nat mare than twenty (20) nor less than ten (10) days prior
to the institution of annexation proceedings; and
WHEREAS, notice of such public hearing was published prior
thereto in a newspaper having general circulation in the City of
Fort ~tortYi, Texas, and in the hereinafter described territory on
the 21st day of August, 1981., which date was not more than
twenty (20) nor less than (10) days prior to the date of the
public hearing and
WHEREAS, the population of the City of Fort Worth, Texas
was in excess of 367,000 inhabitants on January 1, 1963 and in
excess of 400,000 inhabitants on January 1, 1981; and
WHEREAS, the corporate area of the City of Fort Worth,
Texas was 152 580 square miles on 3anuary 1, 1963 and was
246 689 square miles on January 1, 1981; and

WHEREAS, the hereinafter described territory lies within
the exclusive extraterritorial jurisdiction of the City of Fort
Worth, Texas and
WHEREAS, the hereinafter described territory lies adjacent
to and adjoins the City of Fort Worth, Texas; and
WHEREAS, the hereinafter described territory contains 1,838
acres (2 870 square miles) of land, more or less;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXA5
SECTION 1
That the following described land and territory lying
adjacent to and adjoining the City of Fort Worth, Texas is
hereby added to and annexed to the City of Fort Worth, Texas,
and said territory hereinafter described shall hereafter be
included within the boundary limits of the City of Fort Worth,
Texas, and the present boundary limits of said City, at the
various points contiguous to the area hereinafter described, are
altered and amended so as to include said area within the
corporate limits of the City of Fort Worth., Texas, to-wit

comprising land near the southeast quadrant of the
intersection of County Road 1035 and County Road 1054
in the Antonio Castillo Survey, Abstract No 272;
Moses Walters, Abstract No 1598 R J Ware, Abstract
2008; J H Duncan, Abstract No 398, J W Haynes,
Abstract No 781; Thomas O Moody, Abstract No 1070;
Jacob Wilcox, Abstract No 1743 and Jose A Gill,
Abstract No 568 The land is situated about. 11 miles
Southwesterly .from the Tarrant County Courthouse and
being more particularly described by metes and bounds
as follows
BEGINNING at a 1 inch bolt found for the Northwest
corner of said Castillo survey;
THENCE, with the fenced line common to said Castillo
and the I Flores Survey, Abstract No 507, South 89
degrees 35 minutes 05 seconds East 3778 79 feet to a
steel rod found in the approximate west right-of-way

current Northwest corner of the Fort Worth City Limit
boundary;
THENCE, with said west right-of-way line and a West
line of said city limit, SoUtih 0 degrees 08 minutes 43

THENCE, departing said west right-of-way line and with
a fenced South line of said boundary, South 89 degrees

being in the East line of said Castillo survey from
which a steel rod found for the most lgortheriy

THENCE, continuing with said current city boundary and
the fended line common to said Castillo and Haynes

BEGINNING at the Southeast intersection right-of-way
line of County Road 1075 and County Road 1035.;
THENCE East approximately 1670 feet along the South

That the above described territory is shown on Exhibit
Map A .which is attached hereto and expressly incorporated herein
by reference for the purpose of illustrating and depicting the
locations of the hereinabove described territory
SECTION 3
That the above described territory and the area annexed
shall be part of the City of Fort Worth, Texas, and the property
so added hereby shall bear its pro rata part of the taxes levied
by the City of Fort Worth, Texas, and the inhabitants thereof

shall be entitled to all of the rights and privileges of all the
citizens and shall be bound by the acts, ordinances, resolutions
and regulations of the City of Fort Worth, Texas
SECTION 4
That thereafter the City Limit Line of Fort Worth shall be
BEGINNING at a point for corner at the Southwest
corner of the J C Dishman Survey, Abstract No 40$;
THENCE, North 69 degrees 55 minutes 11 seconds East,
passing the North corner common to said Haynes and
Moody surveys at approximately 1860 feet, in all
2496 54 feet to a nail set at a fence comer fox the
Southeast corner of said Dishman Survey, Abstract No
408 and the most Westerly Northeast. corner of said
Moody survey;
THENCE South 0 degrees 10 minutes 52 seconds West
322 97 feet to a steel rod found at a fence Corner for
an ell corner of said Moody survey and the Southwest

SECTION 5
That this ordinance shall and does amend every prior
ordinance in conflict herewith, but as to all other ordinances
or sections of ordinances not in direct conflict, this ordinance
shall be, and the same is hereby mane cumulative
SECTION 6
That it is hereby declared to be the intent of the City
Council that the sections, paragraphs, sentences, clauses and
phrases of this ordinance are severable, and if any phrase,
clause, sentence, paragraph or section of this ordinance shall
be declared unconstitutional by the valid judgment or decree of
any court of competent jurisdiction, such unconstitutionality
shall not affect any of the remaining phrases, clauses,
sentences, paragraphs and sections of this ordinance, since the
same would have been enacted by the City Council without the
incorporation in this ordinance of any unconstitutional phrase,
clause, sentence, paragraph or section

That this ordinance shall be in full force and effect from
and after the date of its passage on second reading as provided
for in Section 40 0£ Chapter XXVIII of the Charter of the City
of Fort Worth and it is so ordained

Trans Canada Enterprises Ltd , owner of approximately 1599:52 acres at the
southeast quadrant of the intersection of County Road 401035 and County Road
411054 is requesting that their property be annexed into the City of Fort Worth
in order to provide services to The Properties Addition 4
Following the City Plan Commission meeting of January 28 1981' Thomas H Law
Elton M Hyder, Jr and Dr Gene Wood, owners of approximately 200 acres of
land at the northeast quadrant of County Road 41035 and County Road 41054
requested that their property be included in the annexation of, The Properties

Additionally 19 acres at the southernmost tip of the proposed annexation is
being released to Fort Worth's jurisdiction as a result of i,a land exchange
between Crowley and Fort Worth Trans Canada Enterprises Ltd owner of the
land did request inclusion of the area in the annexation proceedings This
additional property would make the total area being considered for annexation
1 838 acres or 2 87 square miles of vacant land (See attached map )
City Plan Commission Recommendation
At its January 29 1980 meeting the City Plan Commission approved a 2100 acre,
Concept Plan (C-80-4) for The Properties Addition Of this total 516 acres is
located in the northern section of the Concept Plan and was annexed by
Ordinance No 8022 on January 29, 1980 and a Preliminary Plan (P-80-53) for
that area was also approved by the Plan Commission
If developed according to the Concept Plan the total proposed population will
be 21,000 with most of the land being used for single family residential
development The remaining land is proposed to be developed as apartments
commercial use parks schools and community facilities This type of
development generally conforms to the District H General Plan
The City Plan Commission at its January 28 1981 meeting amended the
recommendations of the City departments and the Development Review Committee by
excluding property not owned by Trans Canada Enterprises Ltd from the
annexation request As a result the Plan Commission recommended to the City
Council that only The Properties ownership area be annexed and that the owners
of the proposed area of annexation provide written acknowledgement that they
will not request City services in the near future Written acknowledgement has
been received by the City in compliance with this requirement
